Du Yuanbo and Hong Xianghua: How this Study and Education for the Thorough Implementation of the Spirit of the Central Eight-Point Regulations Differs from Previous Concentrated Study and Education Efforts

Greetings! Since the 18th Party Congress [1], our Party organization has carried out a series of intensive study and education programs. Might I ask, how does this decision by the Party Central Committee to conduct an intensive study and education program on thoroughly implementing the spirit of the central Eight-Point Regulations across the entire Party differ from previous intensive study and education programs?

Greetings! The editors have forwarded your letter to Qiushi magazine to me. I am very pleased to answer your questions.
Conducting intensive study and education programs across the entire Party is a fine tradition of our Party in strengthening its own development. Since the 18th Party Congress, the Party Central Committee has successively organized and carried out the Education and Practice Activity of the Party’s Mass Line [2], the special education on the "Three Stricter Regulations and Three Honesties" [3], the "Two Studies, One Action" study and education program [4], the "Remaining True to our Original Aspiration and Founding Mission" theme education, the Party History study and education program, the theme education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the Party Discipline study and education program. These have played an important role in resolving prominent problems existing within the Party and improving the Party’s creativity, cohesion, and combat effectiveness.
This year, the Party Central Committee decided to conduct an intensive study and education program on thoroughly implementing the spirit of the central Eight-Point Regulations. This is a continuation and deepening of the previous series of intensive study and education programs. For example, the theme education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era carried out in 2023 achieved tangible results in terms of "shaping the soul through study, increasing wisdom through study, rectifying winds through study [5], and promoting action through study." The Party Discipline study and education program carried out in 2024 solved problems such as some Party members and cadres being indifferent to, ignorant of, or unfamiliar with Party rules and discipline; the conduct [6] of Party members and cadres improved significantly, and their awareness of discipline and rules was effectively strengthened. However, we must clearly see that some unhealthy winds [7] remain stubbornly present, and prominent problems involving violations of the spirit of the central Eight-Point Regulations still exist in certain localities and departments. Conducting this study and education program is conducive to consolidating and deepening the achievements of the theme education and the Party Discipline study and education program, guiding Party members and cadres to continuously improve their conduct, and promoting the development of comprehensively and strictly governing the Party toward greater depth.
Conducting this study and education program is intended to further bridge the ties between the Party and the masses, and between cadres and the masses, thereby consolidating the Party’s foundation for governance. The Party’s conduct is the Party’s image. If bad conduct is not resolutely corrected and is allowed to develop, it will become like an invisible wall separating the Party from the people, and our Party will lose its foundation. The central Eight-Point Regulations are an important entry point for improving conduct. By beginning with the formulation and implementation of the central Eight-Point Regulations to break through the predicament [8], our Party has halted some "unhealthy winds" that were previously considered impossible to stop, and has rectified some "stubborn ailments" [9] that had not been removed for many years. Educating and guiding Party members and cadres to persevere in implementing the spirit of the central Eight-Point Regulations is conducive to further consolidating good conduct and establishing a good image, ensuring that our Party always receives the heartfelt support and trust of the people.
Conducting this study and education program is also intended to better advance Chinese-path modernization. This year is the concluding year of the "14th Five-Year Plan" [10], and also an important year for further comprehensively deepening reform; the tasks of reform, development, and stability are heavy. To do this year's work well and continue to strive toward the grand goal of Chinese-path modernization, the broad ranks of Party members and cadres need to bravely shoulder heavy burdens, be pioneering and enterprising, work with practical results, and tackle tough challenges. Taking this study and education program as an opportunity to promote the continuous improvement of the Party's conduct is conducive to boosting spirits and stimulating the will to fight through excellent conduct, guiding Party members and cadres to forge ahead on the new journey and make contributions in the New Era with a more vigorous and proactive mental state.
