Hello! Since the 18th National Congress [1], our Party has organized and carried out a series of concentrated study and education campaigns. I would like to ask: how does the Party Central Committee’s decision to launch this in-depth study and education on the implementation of the spirit of the central Eight-Point Regulations throughout the whole Party differ from previous concentrated study and education campaigns?

Carrying out concentrated study and education throughout the whole Party is an excellent tradition for reinforcing the Party’s self-construction. Since the 18th Party Congress, the Party Central Committee has successively organized and launched the Party’s Mass Line Educational Practice Activity, the "Three Stricts and Three Steadies" [2] special education, the "Two Studies and One Action" [3] study and education, the "Staying True to Our Original Aspiration and Founding Mission" theme education, the Party History study and education, the theme education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the Party Discipline study and education. These have played an important role in resolving prominent problems within the Party and enhancing the Party’s creativity, cohesion, and combat effectiveness.
This year, the Party Central Committee decided to carry out study and education on deeply implementing the spirit of the central Eight-Point Regulations; this is a continuation and deepening of the previous series of concentrated study and education campaigns. For example, the theme education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era carried out in 2023 achieved substantive results in terms of "casting the soul through study, increasing wisdom through study, rectifying winds [4] through study, and promoting action through study." The Party Discipline study and education carried out in 2024 resolved issues such as some Party members and cadres being indifferent to, ignorant of, or lacking mastery over Party rules and discipline; the conduct of Party members and cadres improved significantly, and their awareness of discipline and rules was effectively strengthened. However, we must clearly see that certain unhealthy winds remain stubbornly present, and in some localities and departments, prominent problems of violating the spirit of the central Eight-Point Regulations still exist. Carrying out this current study and education is conducive to consolidating and deepening the achievements of the theme education and Party Discipline study and education, guiding Party members and cadres to continuously improve their conduct, and pushing the comprehensive and strict governance of the Party toward greater depth.
The purpose of this study and education is to further foster closer ties between the Party and the masses, and between cadres and the masses, thereby consolidating the Party’s foundation for governance. The Party’s conduct is the Party’s image. If bad conduct is not resolutely corrected and is allowed to develop, it will become like an invisible wall separating the Party from the people, and our Party will lose its foundation. The central Eight-Point Regulations serve as an important point of entry for improving conduct. By beginning with the formulation and implementation of the Eight-Point Regulations to break through the problem, our Party has halted certain "evil winds" [5] that were previously considered impossible to stop, and has rectified several chronic maladies and deep-seated grievances that had not been removed for years. Educating and guiding Party members and cadres to persevere in implementing the spirit of the central Eight-Point Regulations is conducive to further consolidating good conduct and establishing a good image, ensuring that our Party always receives the people’s heartfelt support and trust.
Carrying out this study and education is also intended to better advance Chinese-path modernization. This year marks the concluding year of the "14th Five-Year Plan" [6] and is an important year for further comprehensively deepening reform; the tasks of reform, development, and stability are heavy. To do this year's work well and continue to forge ahead toward the grand goal of Chinese-path modernization, we need the vast number of Party members and cadres to bravely shoulder heavy burdens, be pioneering and enterprising, work with practical results, and tackle tough challenges. Taking this study and education as an opportunity to promote the continuous improvement of the Party's conduct is conducive to boosting spirits and inspiring fighting will through excellent conduct, guiding Party members and cadres to forge ahead on the New Journey [7] and make new contributions in the New Era with a more vigorous and proactive mental state.
