Organization Department of the CPC Central Committee: Strictly and Practically Advance Study and Education on Further Implementing the Spirit of the Central Committee's Eight-Point Regulation

The Party Central Committee has decided that from the conclusion of the 2025 National Two Sessions [1] through July, a campaign of study and education on the deep implementation of the spirit of the central Eight-Point Regulations will be carried out across the entire Party. This is a key task for Party building this year. General Secretary Xi Jinping attaches great importance to this, having personally planned and determined the theme of the study and education, delivered multiple important speeches, and issued numerous important instructions and directives, thereby pointing the way toward successfully conducting this study and education.

Carrying out this study and education is an important measure to consolidate and expand the achievements of the thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era [2], to consolidate and deepen the achievements of study and education on Party discipline, and to advance the comprehensive and strict governance of the Party in depth. It is an inevitable requirement for maintaining close ties between the Party and the masses and between officials and the masses, and for consolidating the Party’s governing foundation; it is a powerful guarantee for advancing Chinese-path modernization. Party organizations at all levels must fully recognize the significance of conducting this study and education, earnestly ensure that all tasks of study and education are implemented with tangible results, and educate and guide the broad ranks of Party members and officials to profoundly grasp the laws governing conduct construction [3] in the New Era. They must persevere in implementing the spirit of the central Eight-Point Regulations, using excellent conduct to pool strength and inspire entrepreneurship.

I. Profoundly Grasp General Secretary Xi Jinping’s Important Expositions on Strengthening the Construction of the Party’s Conduct

Since the 18th National Congress [4], General Secretary Xi Jinping has delivered a series of important expositions on strengthening the construction of the Party’s conduct, putting forward a series of new ideas, viewpoints, and judgments. He has profoundly elucidated the significance, goals, requirements, key tasks, paths, and methods of strengthening the construction of the Party’s conduct. These expositions are lofty in conception, rich in connotation, and profound in thought; they have solved the problems of what to focus on and how to grasp conduct construction under the new situation; they have clarified why the central Eight-Point Regulations were formulated, how they should be viewed, and how they should be implemented. This has raised our Party’s understanding of the laws of conduct construction to a new height and provided the fundamental follow-through for deeply implementing the spirit of the central Eight-Point Regulations and strengthening the construction of Party conduct in the New Era. Party organizations at all levels must organize Party members and officials to study the original texts word-for-word and meditate on them earnestly, accurately grasping the original texts and principles, profoundly comprehending the essence and core meanings, and ensuring that these ideas enter the mind and heart and are thoroughly integrated.

Profoundly grasp the significance of strengthening the construction of the Party’s conduct. General Secretary Xi Jinping has pointed out that the Party’s conduct concerns the Party’s image, the support or opposition of the people, and the very survival of the Party; it determines the success or failure of the cause of the Party and the state. Problems regarding work style are by no means small matters. If bad winds [5] are not resolutely corrected and are allowed to develop, they will become like an invisible wall separating our Party from the masses, and our Party will lose its foundation, its lifeblood, and its strength. The greater the risks, the more the challenges, and the heavier the tasks, the more we must strengthen the construction of the Party’s conduct, using good conduct to boost spirits, stimulate the will to fight, establish an image, and win the hearts of the people. We must use good Party conduct to drive improvement in government conduct and social conduct, winning the trust and support of the masses through concrete actions, thereby gathering the powerful force to drive the cause of the Party and the people from victory to victory.

Profoundly grasp the essential requirements for strengthening the construction of the Party’s conduct. General Secretary Xi Jinping has pointed out that conduct problems are fundamentally problems of Party spirit. Conduct reflects image and quality; it embodies Party spirit, and what plays the decisive role is also Party spirit. Party spirit, conduct, and discipline comprise an organic whole: Party spirit is the foundation, conduct is the manifestation, and discipline is the guarantee. We must persist in addressing Party spirit, conduct, and discipline together, strengthening the foundation and nourishing the source [6] ideologically, improving awareness of Party spirit, and enhancing the ability to resist corruption and prevent degeneration. Leading officials should take the tempering of Party spirit and the improvement of ideological awareness as a lifelong task—to live, learn, and cultivate oneself until old age. Party members and officials must always carry a "ruler" of Party spirit in their hearts, correctly handling the relationships between public and private, righteousness and profit, right and wrong, emotion and law, "close" and "clear" [7], frugality and extravagance, hardship and joy, and gain and loss. They must consciously struggle against the mentality and phenomena of privilege, serving as officials with integrity, doing things cleanly, and acting as honest people.

Profoundly grasp the key to strengthening the construction of the Party’s conduct. General Secretary Xi Jinping has pointed out that the Party’s greatest political advantage is its close ties with the masses, while the greatest danger after taking power is becoming detached from the masses. The core of conduct problems is the relationship between the Party and the masses. Strengthening conduct construction must focus on the key of maintaining the "flesh-and-blood ties" between the Party and the masses, enhancing the concept of the masses and the feelings for the masses, and constantly deepening the mass foundation for the Party’s governance. The mass line is the lifeblood and fundamental work line of our Party; regardless of the past, present, or future, we must persist in doing everything for the masses, relying on the masses in everything, coming from the masses, and going to the masses. "The country is the people, and the people are the country" [8]; in winning and guarding the country, what is being guarded is the people’s hearts. We must never forget our original aspiration and founding mission, adhere to the people-centered development philosophy, uphold the fundamental purpose of wholeheartedly serving the people, and take the people’s yearning for a better life as the Party's goal. The Communist Party of China regards working for the people and bringing benefits to the people as its most important political achievement, and takes how many good and practical things have been done for the common people as the important standard for testing political achievements.

Profoundly grasp the entry point for strengthening the construction of the Party’s conduct. General Secretary Xi Jinping has pointed out that the central Eight-Point Regulations are the entry point and the mobilization order for improving conduct; they are long-term, effective iron rules and hard benchmarks. The central Eight-Point Regulations are neither the highest standard nor the final goal; they are only the first step in improving conduct and the basic requirement that Communists should achieve. With the "placement of this single chess piece" of the Eight-Point Regulations, the entire game of conduct construction has become animated. The Eight-Point Regulations have become a landmark measure for changing the political ecosystem and the face of society. The formulation and implementation of the central Eight-Point Regulations is our Party’s act of "moving the pole to establish trust" [9] in the New Era; it must be grasped unremittingly and persisted in over the long term. If ten years are not enough, then twenty; if twenty years are not enough, then thirty, until it truly becomes a transformed custom and established practice.

Profoundly grasp the key tasks for strengthening the construction of the Party’s conduct. General Secretary Xi Jinping has pointed out that the "Four Winds" violate the nature and purpose of our Party; they are the problems that the masses currently loathe and react to most strongly, and they are an important source of damage to the relations between the Party and the masses and between officials and the masses. To solve the problem of the "Four Winds," we must proceed from reality, grasp the main contradictions, and focus on solving whatever problems are prominent and urgent, finding the right target, taking aim, and seeking practical results. We must guard important holidays and occasions, keep a close watch on weak links, and prevent old problems from resurfacing, new problems from sprouting, and small problems from growing large. We must maintain high vigilance against the "Four Winds" and their various mutations, continue to "tighten the spring," maintain a high-pressure stance, refuse to yield an inch, and follow through to the end. We must persist in simultaneously correcting the "Four Winds" and establishing new winds, vigorously promoting a culture of pragmatism, integrity, and frugality. We must persist in rectifying formalism to reduce burdens at the grassroots level, liberating officials from pointless administrative tasks so they can concentrate more energy on promoting development and serving the masses.

Profoundly grasp the methods and paths for strengthening the construction of the Party’s conduct. General Secretary Xi Jinping has pointed out that conduct construction is always on the road and there is never a stop button; effort must be applied to making it regular, detailed, and long-term. We must grasp the regional, industrial, and stage-specific characteristics of conduct construction, deepen rectification by focusing on problems that occur generally and repeatedly, and further break through at the level of systems and mechanisms to promote the normalization and long-term effectiveness of conduct construction. We must establish and improve rules and regulations, tightening the "cage" of institutions to ensure that the formed systems are workable, provide strong guidance, and are effective over the long term. We must persist in connecting the rectification of conduct, the tightening of discipline, and the fight against corruption, deeply promoting the integrated investigation and treatment of conduct problems and corruption [10]. We use "integrated investigation" to severely punish the intertwining of conduct issues and corruption, and "integrated treatment" to uproot the common sources of both. Party committees (Party leadership groups) at all levels must "tend their own fields of responsibility"; the secretaries of Party committees (Party leadership groups), as the persons with primary responsibility, must both take command and go to the front lines, transmitting pressure down through every level and implementing responsibility at every grade. Leading officials at all levels must take the lead in changing their conduct, practicing what they preach and leading by example to create a "leading goose effect" [11].

II. Study and Utilize Well the Achievements and Experience of Deeply Implementing the Spirit of the Central Eight-Point Regulations Since the 18th National Congress

Since the 18th National Congress, the Party Central Committee with Comrade Xi Jinping at its core—possessing a strong sense of historical responsibility and tenacious willpower—has directly confronted the major risks and tests facing the Party and the prominent problems existing within the Party. Beginning with the formulation and implementation of the central Eight-Point Regulations, it has prioritized "strictness," turned the "blade inward" [12], and corrected the "Four Winds" with the "spirit of driving a nail" [13]. This has stopped some foul winds and evil spirits that had not been stopped for a long time, and rectified some chronic maladies that had not been eliminated for many years. The conduct of the Party and government has taken on a completely new look, and social and folk customs have continued to improve, greatly coalescing the hearts of the Party and the people. The achievements made in the deep implementation of the spirit of the central Eight-Point Regulations are obvious to all, the accumulated experience is invaluable, and the impact produced is broad and far-reaching; it has become a landmark achievement of comprehensively and strictly governing the Party.

The fundamental reason why the deep implementation of the spirit of the central Eight-Point Regulations has been able to achieve significant results lies in the fact that General Secretary Xi Jinping is at the helm and that there is the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. General Secretary Xi Jinping personally planned, deployed, and promoted this, making a series of important expositions and putting forward a series of clear requirements on the formulation and implementation of the central Eight-Point Regulations. He has persevered in grasping the implementation of the spirit of the regulations, pushing all regions, departments, and units to take powerful measures in light of their actual conditions, correcting one fault after another, breaking through one problem after another, and holding the line year after year, thereby fulfilling a solemn promise. General Secretary Xi Jinping took the lead in strictly implementing the central Eight-Point Regulations. With a spirit of "taking things seriously" and actions of "tenacity," he implemented the central Eight-Point Regulations and their detailed implementation rules item by item. He reflected the improvement of work conduct and the maintenance of close ties with the masses in all aspects of governing the country, consistently starting from himself and maintaining strict self-requirements. He set an exemplary model for the Political Bureau and a brilliant example for the whole Party, playing a decisive role in the formulation and implementation of the central Eight-Point Regulations.

For over ten years, through the unremitting joint efforts of the whole Party, the deep implementation of the spirit of the central Eight-Point Regulations has achieved significant results: the "Two Establishments" [14] have won the hearts of the people, and the "Two Upholds" [15] have become deeply rooted in people’s minds. Intra-Party political life has become stricter, and the intra-Party political ecosystem has been continuously purified. Hedonism and extravagance have been effectively curbed, and formalism and bureaucratism have been rectified as a priority. The flesh-and-blood ties between the Party and the masses have become closer, and the foundation for the Party’s long-term governance has become more consolidated. The working state and mental state of Party members and officials have become more positive, and the spirit of making contributions to the New Era has been bolstered. Using excellent Party conduct to drive social and folk customs toward the good has made solid strides toward becoming a transformed custom. At the same time, some effective methods have been explored and precious experience has been accumulated, namely: we must persist in leading by example and driving improvement through demonstration; we must persist in strengthening the foundation and nourishing the source, while encouraging the upright and dispelling the corrupt; we must persist in keeping the masses in our hearts and being concerned for the common people; we must persist in institutional Party governance and governing the Party according to regulations; we must persist in tackling tough problems head-on and persisting over the long term; and we must persist in clarifying and pressing home responsibilities. Party organizations at all levels must study the achievements and experience of the deep implementation of the spirit of the central Eight-Point Regulations since the 18th National Congress and apply them to the concrete practice of strengthening the Party’s conduct construction. They must persist in combining "immediate rectification" with "long-term establishment" [16] and improve the systems and mechanisms for the normalization and long-term effectiveness of conduct construction.

The central Eight-Point Regulations have profoundly changed China and will continue to change China. The changes brought about by the central Eight-Point Regulations are comprehensive, profound, far-reaching, and inspiring. "A sword sharpened for ten years" [17] has honed the firm convictions and brand-new image of Communists in the New Era, honed the invincibility and strength of a century-old Party, and honed the unity and solidarity of the people across the country. Practice has proved that the Communist Party of China possesses a thorough spirit of self-revolution, is able to face and solve its own problems, and will always be worthy of the people’s trust and support.

At the same time, we must soberly recognize that problems of conduct are characterized by tenacity and recurrence. Instances of Party members and cadres violating the spirit of the Eight-Point Regulations and their implementation rules still occur frequently. Phenomena of formalism and bureaucratism remain prominent, while hedonism and extravagance raise their heads from time to time. Invisible and mutated [18] behaviors are surreptitiously growing. Public grievance remains particularly strong regarding prominent issues such as a lack of responsibility and initiative, buck-passing, deviations in the conception of political achievement through the pursuit of "vanity projects" [19], "one-size-fits-all" [20] policy execution, and the excessive addition of local requirements ("layering"). Other issues include insincere and improper styles in writing and meetings (manifesting as "seas of meetings and forests of documents" [21]), gaps in rectifying formalism to reduce burdens on the grassroots, indifference toward and detachment from the masses, and the infringement of public interests. Furthermore, problems persist in illicit banqueting, the prohibited giving and receiving of gifts and cash, public-funded tourism disguised as research or training, the illegal construction or luxurious renovation of office buildings and halls, and the organization of perfunctory, non-substantive overseas trips or domestic inspections. Improving conduct is a process of continuous action with no endpoint; it requires the tenacity and perseverance of being "forever on the road," advancing in the face of difficulties, persisting over the long term, and maintaining constant vigilance.

III. Promoting the Deepening and Substantiation of Study and Education in Implementing the Spirit of the Eight-Point Regulations

Currently, study and education for the thorough implementation of the spirit of the Eight-Point Regulations is being carried out in an orderly manner throughout the Party. Party organizations at all levels must follow the unified deployment of the Party Central Committee, focus on the theme, apply precise force, and integrate the promotion of "study, investigation, and rectification." This ensures quality in study, rigor in investigation, and efficacy in rectification, thereby driving study and education to become increasingly profound and substantive.

Continuous and in-depth study to promote internalizing thought and manifesting action. Ideology is the precursor to action. Party organizations at all levels must link the situation and tasks of comprehensively and strictly governing the Party with the specific practices of conduct building carried out by their respective regions, departments, and units over recent years. The study of General Secretary Xi Jinping’s important expositions on strengthening the Party's conduct building and the spirit of the Eight-Point Regulations and their implementation rules must be integrated into the entire process of study and education. Through mechanisms such as the Theoretical Holding Center Study Groups [22] of Party committees (Party leadership groups), reading classes, the "Three Meetings and One Lesson" [23] of Party branches, and Theme Party Days, Party members and cadres should be organized to conduct discussions in light of actual conditions. They must deeply realize that the Eight-Point Regulations are long-term "iron rules" and "hard benchmarks," and understand that the achievements and experiences gained in implementing these regulations are precious assets for the Party's conduct building that must be doubly cherished. This will effectively enhance consciousness and initiative in implementation. Party schools (academies of administration) and cadre colleges at all levels should arrange tutorial courses or teaching content within their primary curricula. Around the "July 1st" [24] anniversary, leading Party cadres should deliver specialized Party lectures to their respective fields, departments, or grassroots branches. These lectures must be grounded in reality and confront problems directly.

Continuous and comprehensive investigation to accurately identify problems and deficiencies. Going toward the problems and rectifying based on those problems is an effective practice for implementing the spirit of the Eight-Point Regulations. Party organizations at all levels must organize members and cadres to carry forward the spirit of self-revolution, benchmarking themselves against General Secretary Xi Jinping’s important expositions and instructions on conduct building, as well as the Eight-Point Regulations. They should refer to the "Problem List for Violations of the Eight-Point Regulations" and the "List of Invisible and Mutated Conduct Problems." Utilizing channels such as disciplinary inspection and supervision, inspections [25], auditing, financial supervision, supervisory checks, investigative research, and public petitions, they must comprehensively and deeply identify problems in implementation. This involves creating problem lists, identifying specific manifestations, and digging deep into the root causes to ensure that the investigation touches upon specific people, events, and thoughts, preventing generalizations or superficiality. Leading organs and cadres must "position themselves within" [26] the process, taking the lead in strictly identifying problems and root causes. Warning education must be strengthened, using cases from local regions or departments to explain virtue, discipline, law, and responsibility. By using "matters nearby to educate people nearby," cadres should be guided to draw inferences and take warning. The "Typical Cases of Violating the Spirit of the Eight-Point Regulations" should be utilized alongside local examples to alert people with vivid cases and profound lessons.

Continuous focus on concentrated rectification to promote problem-solving. The purpose of rectification is to solve problems. Party organizations at all levels must persist in immediate rectification. For identified problems that can be fixed immediately, there should be no waiting or stalling; they must be corrected promptly and thoroughly. Concentrated rectification should be managed by addressing whatever problems exist and prioritizing those that are most prominent. Based on previous investigations, an analysis should be conducted to determine prominent issues for concentrated rectification. Improvement measures should be formulated for each item, and a centralized rectification ledger established—defining responsible units, personnel, and timelines—to ensure thorough execution. Rectification must involve coordinated action across levels: for problems that "manifest at the grassroots but have roots at the top," higher-level units must take ownership and work together with lower levels. For issues involving multiple departments, relevant departments should strengthen coordination to jointly propose measures. Dedicated study and education work groups at all levels should use methods such as archival spot-checks and random investigative research to strengthen supervision, preventing the avoidance of major issues for minor ones, superficial or false rectification, and "on-paper" rectification. They must prevent formalistic box-ticking to ensure rectification is completed to the end.

Persistence in normalcy and long-term efficacy through institutional building. Implementing the spirit of the Eight-Point Regulations is a battle of both assault and endurance. Party organizations must address the prominent problems reflected by the masses in the short term while establishing long-term mechanisms for the future. Central and state organ functional departments should summarize experiences from this study and education period, analyze the root causes of violations, identify risk points in the exercise of power and weak links in supervision, and refine institutional regulations to mend systemic gaps. Regions and departments should focus on "Four Winds" problems that are tenacious or frequent, new "invisible and mutated" issues, and nascent trends, perfecting relevant regulations accordingly. Institutional execution must be strengthened to ensure that "iron rules" exert leur force and prohibitions carry weight.

Strengthening organizational leadership and prioritizing propaganda and guidance. Party organizations, especially "top leaders" (yibashou), must consciously enhance their sense of responsibility and urgency, ensuring that tasks are implemented with tangible results. This must be closely integrated with central work, educating cadres to prioritize action and forge ahead, actively responding to changes in domestic and international situations—especially the "tariff wars" and "trade wars" initiated by the United States—to promote new progress in high-quality development. Guidance and supervision should be strengthened for regions and units with weak performance or prominent issues. Categorized guidance must be maintained, with a focus on education for newly promoted cadres, young cadres, and those in key positions. For young cadres in particular, study arrangements should be linked with their general education and supervision to help them temper their Party spirit, distinguish right from wrong, and cultivate the "good habit" of strictly observing the Eight-Point Regulations. Publicity regarding the effectiveness of study and education should be increased to create a favorable public opinion atmosphere. By handling study and education with rigor and pragmatism, we will drive the spirit of the Eight-Point Regulations and the Party's conduct building in the New Era toward greater success, winning the trust and support of the people, and providing a strong guarantee for further comprehensively deepening reform and advancing Chinese-path modernization.
