Qi Zhongping: Conducting Study and Education for the In-Depth Implementation of the Spirit of the Central Eight-Point Regulations with High Standards and High Quality
The Party Central Committee has decided to carry out study and education on the deep implementation of the spirit of the Central Eight-Point Regulations throughout the entire Party from the conclusion of the 2025 "Two Sessions" [1] until July. General Secretary Xi Jinping attaches great importance to this, having personally planned and determined the theme of the study and education, delivered important speeches, and issued important instructions, thereby pointing the way forward for the conduct of this study and education.
The Party's work style is the Party's image; it is the barometer [2] for observing the relationship between the Party and the masses, the relationship between cadres and the masses, and the orientation of the people's support or opposition. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has maintained the alertness and determination to solve the unique challenges facing a large party [3]. Facing the problems and malpractices existing within the Party head-on, the Committee broke ground by formulating and executing the Central Eight-Point Regulations, treating them as ironclad rules and rigid benchmarks. It has relentlessly advanced the building of the Party's work style, resulting in a completely new look for the conduct of the Party and the government.
This study and education campaign is an important measure to consolidate and deepen the achievements of the thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the study and education on Party discipline. It represents a profound push toward comprehensively and strictly governing the Party. It is an inevitable requirement for tightening the ties between the Party and the masses and between cadres and the masses, and for consolidating the Party's governing foundation. Furthermore, it is a powerful guarantee for advancing Chinese-path modernization. Party organizations at all levels and the vast number of members and cadres in central and state organs must deeply study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions. They must fulfill the requirements of the Notice on Carrying Out Study and Education on the Deep Implementation of the Spirit of the Central Eight-Point Regulations Throughout the Party, profoundly grasp the decisive significance of the "Two Establishments," resolutely achieve the "Two Upholds," and earnestly align their thoughts and actions with the decision-making deployments of the Party Central Committee, carrying out the study and education with high standards and high quality.
Conducting Study and Discussion. Work style construction is the "basic skill" of strictly governing the Party; it is both a war of attrition and a protracted war. We must earnestly organize the study of General Secretary Xi Jinping’s important expositions on strengthening the construction of the Party's work style, as well as the spirit of the Central Eight-Point Regulations and their implementation rules. We must summarize the effectiveness and experience of studying and deeply implementing the spirit of the Central Eight-Point Regulations to raise awareness, bolster confidence, and unswervingly grasp their implementation. Through methods such as Theoretical Learning Center Group [4] study and the holding of reading classes, and in combination with actual work realities, we should conduct discussions. Through "Three Meetings and One Lesson" [5] and "Theme Party Days," we should organize members and cadres to study deeply, continuously tempering their Party spirit and raising their ideological awareness.
Earnestly Identifying and Investigating Problems. The purpose of identifying and investigating problems lies in solving them. We must persist in a problem-oriented approach, earnestly align ourselves with the standards [6], and make full use of channels such as disciplinary inspection and supervision, itinerant inspections [7], audit supervision, financial and accounting supervision, supervision and inspection, investigative research, and letters and visits [8] to comprehensively and deeply find problems existing in the implementation of the spirit of the Central Eight-Point Regulations and their implementation rules. Leading Party cadres must take the lead in setting an example, placing themselves, their responsibilities, and their work into the process, and strictly investigating problems. We must strengthen warning education, using cases to explain morality, discipline, the law, and responsibility.
Executing Concentrated Rectification. We must persist in solving whatever problems exist and prioritize the rectification of whichever problems are most prominent. Aiming at the identified problems, especially those prominent issues that the masses feel strongly about, we must create a "problem list" and formulate rectification measures item by item. Problems that can be corrected immediately must be investigated and rectified on the spot. We must refine and substantiate rectification measures, improve relevant systems and regulations in a targeted manner, and ensure that we "touch the nerve" [9] and achieve practical results.
Persisting in "Open-Door" Education. The greatest political advantage of our Party is its close ties with the masses. We must emphasize mass participation, extensively solicit opinions and suggestions, and accept the supervision of the masses. Leading cadres at all levels must take the lead in following the Party's mass line in the New Era, going deep into the grassroots and the masses. They should strengthen investigative research to clarify the "urgent, difficult, anxious, and expected" [10] problems of the people and the prominent issues at the grassroots level that urgently need solving, and research ways to solve them in a targeted manner. We must organize members and cadres to base themselves on their posts, to take responsibility and serve the masses in promoting high-quality development, strengthening grassroots governance, and completing urgent, difficult, dangerous, and heavy tasks, so that the masses can feel and access the results.
