With the approval of leading central comrades, the National Association for Party Building Studies convened a seminar in Beijing on May 28 to exchange views and discuss the achievements and experiences of deeply implementing the spirit of the central Eight-Point Regulations since the 18th CPC National Congress. The meeting pointed out that we must better grasp and apply the achievements and experiences of the deep implementation of the spirit of the Eight-Point Regulations since the 18th National Congress, using fine conduct to pool strength and inspire entrepreneurship. The Eight-Point Regulations are the "golden business card" of Party building in the New Era. They have brought about comprehensive, profound, far-reaching, and inspiring changes, greatly enhancing the high degree of self-awareness of the entire Party, the military, and people of all ethnic groups in firmly upholding the "Two Establishments" and resolutely achieving the "Two Upholds." "The Eight-Point Regulations have changed China!" This is a heartfelt sigh and praise from the people, reflecting their trust and confidence in our Party.
To implement the spirit of the Central Eight-Point Regulations is to keep firmly in mind the fundamental question of what the Communist Party of China is and what it aims to do. In essence, it is to uphold the Party's nature and purpose, and to maintain the Party's advanced nature and purity. General Secretary Xi Jinping has profoundly pointed out that the issue of conduct is, at its root, an issue of Party spirit. Conduct reflects image and quality; it embodies Party spirit, and it is Party spirit that plays the decisive role. In 1945, Comrade Mao Zedong pointed out in On Coalition Government: "The supreme criterion for every word and deed of a Communist is whether they conform with the highest interests and enjoy the support of the overwhelming majority of the people." [1] Entering the New Era, the CPC Central Committee with Comrade Xi Jinping at its core broke new ground by formulating and implementing the Eight-Point Regulations, using a "small incision" to leverage a "great transformation," [2] driving this century-old Party to radiate new vitality. The Eight-Point Regulations are only the first step in improving conduct; we must persist over the long term and proceed continuously to ensure that the Party never changes its nature, its conviction, or its character. [3]
The Eight-Point Regulations are an act of the Central Committee to "establish trust by moving the wood" [4] and a landmark measure for governing the Party in the New Era. The fundamental aspect of implementing the spirit of the Eight-Point Regulations is to maintain the CPC's spirit of thorough self-revolution and to ensure the Party remains the strong leadership core of the cause of socialism with Chinese characteristics. General Secretary Xi Jinping pointed out: "I emphasized in the report to the 19th CPC National Congress: 'To remain the vanguard of the times and the backbone of the nation, and to remain a Marxist governing party, our Party must always be peerless in its internal strength.' How do we become peerless? We must have the courage to carry out self-revolution." Since the start of the New Era, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the entire Party has persevered in implementing the Eight-Point Regulations, persistently correcting conduct, enforcing discipline, and fighting corruption. With the "spirit of driving a nail," [5] we have rectified the "Four Winds" and fundamentally reversed the situation of "lax, soft, and loose" Party governance. On the new journey, we must persist in governing the Party with a spirit of reform and advancing comprehensively and strictly governing the Party with a spirit of self-revolution, gathering a majestic force for united struggle.
The core of implementing the spirit of the Eight-Point Regulations is to maintain the "flesh-and-blood ties" between the Party and the people, consolidate the foundation of the Party's long-term governance, and strengthen the people's belief and confidence in believing in, relying on, and following the Party. General Secretary Xi Jinping pointed out: "In strengthening the building of cadre conduct, the most important thing is to grasp the core issue of maintaining flesh-and-blood ties with the people." Every single one of the Eight-Point Regulations points toward the concerns of the people. For over ten years, our Party has continuously turned the people's aspirations for a better life into reality; the conduct of the Party and the government has taken on a new look, and social and folk customs have continued to improve. On the "new road of rushing for the exams," [6] we must stand firm on the people's position and continuously win their trust and support through fine conduct.
To implement the spirit of the Eight-Point Regulations, we must create a political ecosystem conducive to entrepreneurship, promote the implementation of various decisions and deployments of the CPC Central Committee, effectively respond to various risks and tests, and promote the steady and long-term progress of Chinese-path modernization. In March this year, during an inspection in Guizhou, General Secretary Xi Jinping pointed out: "The CPC Central Committee has decided to carry out study and education on the deep implementation of the spirit of the Eight-Point Regulations throughout the Party. This is a key task for Party building this year. Party organizations at all levels must carefully organize and implement this, pushing members and cadres to enhance their resolve and form habits, using fine conduct to pool strength and inspire entrepreneurship." In the New Era, the Central Committee started with the Eight-Point Regulations to guide Party members and cadres in establishing a correct view of political achievements, further boosting the spirit of entrepreneurship and injecting powerful momentum into leading the great social revolution through the Party's self-revolution. Looking to the future, the greater the risks, the more the challenges, and the heavier the tasks, the more we need to safeguard Chinese-path modernization with new achievements in conduct building.

Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at its core has confronted prominent problems within the Party head-on. By taking the formulation and implementation of the Eight-Point Regulations as an entry point to strengthen the Party's conduct building, it has checked unhealthy tendencies that had long gone unchecked, cured chronic ailments that had persisted for years, and driven immense changes in the economy, politics, culture, society, ecological civilization, and national governance. Implementing the spirit of the Eight-Point Regulations and rectifying the "Four Winds" are major political tasks and routine work for disciplinary inspection and supervision organs. Since the 18th National Congress, these organs at all levels have insisted on tackling Party spirit, conduct, and discipline together, integrating the correction of conduct, enforcement of discipline, and anti-corruption struggle. We have exerted continuous effort and pushed forward in depth, promoting the profound implementation of the Party's conduct building and providing a strong guarantee for the cause of the Party and the state.
Crucial to this is persisting in step-by-step deepened and targeted rectification, whereby unhealthy tendencies have been powerfully curbed. General Secretary Xi Jinping pointed out: "The 'Four Winds' violate the nature and purpose of our Party; they are the problems the masses loathe and react to most strongly." We persist in rectifying whatever problems are prominent, grasping details, specifics, and depth. Closely monitoring chronic issues such as illegal gift-giving and banqueting, we have strictly suppressed the unhealthy trends of using public funds to buy and give mooncakes or print and send New Year cards. We carried out special rectifications on leading cadres using luxury specialties or special resources for personal gain, strictly investigated and treated violations in official hospitality, "eating the boss" (extorting business owners), or "eating subordinates," cleared over-standard office space, strictly prohibited illegal construction or luxury decoration of office buildings, and rectified domestic travel and "reciprocal" overseas visits funded by public money. Solving problems one by one has promoted significant results in conduct building.
Crucial to this is persisting in constant and long-term efforts with strictness to the end, whereby a strict atmosphere of Party governance has truly formed. General Secretary Xi Jinping emphasized: "Problems of conduct are stubborn and repetitive," and "We must persist in strengthening the enforcement of conduct and discipline with a strict keynote." We have strictly improved systems and regulations, promoting the inclusion of the requirements of the Eight-Point Regulations into the Regulations on Internal Party Supervision, the Regulations on Disciplinary Actions, and the Regulations on Inspection Work. We urged the establishment and improvement of long-term mechanisms for conduct building, building a system that is strict, pragmatic, and effective. We strictly enforced the implementation of these systems, strictly supervised discipline, and swiftly investigated and punished defiant violations. We have transmitted the strict keynote, strict measures, and strict atmosphere to all aspects and the whole process of Party building, and a clean and upright internal political ecosystem has continuously formed and developed.
Crucial to this is persisting in the supremacy of the people and fighting for the people, whereby the foundation of the Party's long-term governance is continuously consolidated. General Secretary Xi Jinping pointed out: "The hearts of the people are the greatest politics." We regard rectifying the "Four Winds" and establishing new winds as an effective way to gather the hearts of the Party and the people. We have deeply rectified "micro-corruption" in areas concerning people's livelihoods and "stumbling blocks" that hinder the implementation of policies benefiting the people. We concentrated on rectifying unhealthy tendencies and corruption problems near the masses, seriously punishing "fly-and-ant corruption," [7] and promoting the resolution of the urgent, difficult, and anxious problems of the masses. The people's sense of gain, happiness, and security has continued to grow.
Crucial to this is persisting in focusing on the overall situation and guaranteeing implementation, whereby the entrepreneurial spirit of Party members and cadres has been continuously boosted. General Secretary Xi Jinping emphasized: "Conduct building serves the overall work of the Party." We always insist that wherever the major decisions and deployments of the CPC Central Committee go, the supervision of conduct follows, using the assault on conduct to promote the assault on the cause. We carried out special governance of corruption and conduct issues in the field of poverty alleviation, as well as governance of unhealthy tendencies and corruption in the field of rural revitalization. We seriously investigated conduct, responsibility, and corruption problems behind major cases, resolutely rectified problems of lack of accountability and inaction, and made great efforts to rectify "seas of documents and meetings," [8] excessive and frequent inspections and evaluations, and "formalism on the fingertips" (bureaucratic digital overreach). This has effectively stimulated the internal motivation of Party members and cadres for entrepreneurship.
The building of the Party's conduct is always on the road. We must deeply study and comprehend General Secretary Xi Jinping's important expositions on strengthening the Party's conduct building, unswervingly implement the spirit of the Eight-Point Regulations, strive to push conduct building to a new level, and make new contributions in the historical process of promoting Chinese-path modernization.
Enhancing Ideological and Action Awareness in Implementing the Spirit of the Central Eight-Point Regulations Hong Dayong, Vice Minister of the Publicity Department of the CPC Central Commission
Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at its core has broken new ground by formulating and implementing the Eight-Point Regulations, opening a new chapter in comprehensively and strictly governing the Party. We have earnestly studied and implemented General Secretary Xi Jinping's important expositions on strengthening the Party's conduct building and the spirit of the Central Eight-Point Regulations and their implementation rules. We have actively learned and applied the achievements and experiences of deeply implementing the spirit of the Eight-Point Regulations since the 18th National Congress. We have combined the study and education on implementing the Regulations with the implementation of the Central Committee's major decisions, with the promotion of publicity, ideological, and cultural work, and with the strengthening of Party building within the Publicity Department itself, planning and advancing them as a whole.

We established a batch of research projects for the Project to Study and Build Marxist Theory, highlighting the strengthening of theoretical research and interpretation of conduct building issues, to better guide the vast number of Party members and cadres to study and comprehend deeply, consolidate the ideological foundation of conduct building, and continuously enhance their initiative in implementing the spirit of the Eight-Point Regulations.
We are strengthening publicity and guidance to create a strong atmosphere of strict compliance with the spirit of the Eight-Point Regulations. General Secretary Xi Jinping emphasized: "We must persist in rectifying the 'Four Winds' and establishing new winds simultaneously, using fine Party conduct to drive folk and social customs and advocating new trends of the times." We fully utilize the role of the media to widely publicize General Secretary Xi Jinping's important expositions on strengthening conduct building, the achievements and experiences since the 18th National Congress, and the deployment requirements and progress of study and education. We persist in combining the publicity of the spirit of the Eight-Point Regulations with the promotion of Core Socialist Values and the building of family traditions and virtues. We vigorously publicize the advanced deeds and noble spirits of revolutionary martyrs, heroes, and "Models of the Times," carrying forward the Party's glorious traditions and fine conduct throughout society, forming a good atmosphere of respecting virtue and law and striving for the good.
We are strengthening cultural cultivation to push the spirit of the Eight-Point Regulations to become common practice. General Secretary Xi Jinping pointed out: "Promote and practice values such as loyalty, honesty, fairness, uprightness, seeking truth from facts, and integrity, and use a good political culture to nourish a clean and upright political ecosystem." We vigorously promote the building of a positive and healthy internal Party political culture, widely publicize the spiritual pedigree of Chinese Communists with the Great Founding Spirit of the Party as its source, and fully utilize the nourishing role of fine traditional Chinese culture, revolutionary culture, and advanced socialist culture. We continuously enrich the supply of excellent cultural works, make good use of major literary and artistic creation plans, and support the production and broadcasting of excellent reportage, film, and television works. This guides Party members and cadres to lead a spiritual life with integrity and faith, driving the realization of "clean cadres, honest government, clear politics, and a bright society."
We are striving to be in the "first phalanx" [10] and implementing various tasks of study and education without fail. General Secretary Xi Jinping pointed out: "Central and state organs are closest to the CPC Central Committee and serve it most directly; they play an important role as a bellwether for Party building in the organs and even other fields." We strengthen the awareness of being political organs, solidly carry out study and education, focus on solving prominent problems, and—by grasping the organs to lead the system and promote the front line—push Party members and cadres to believe firmly and act resolutely, and to be studious and capable in writing, using fine conduct to pool strength and inspire entrepreneurship. We persist in combining study and education with the implementation of tasks to deepen the reform of the cultural system, promoting the high-quality development of publicity, ideological, and cultural undertakings through upholding the fundamentals and breaking new ground.

General Secretary Xi Jinping has delivered a series of important discourses on "what to grasp and how to grasp it" regarding style construction in the New Era, pointing the way for the entire Party to transform styles and foster new trends. Having insight into the laws of style construction, he noted that "work style problems are stubborn and repetitive," emphasizing that "the Eight-Point Regulations are not a five-year or ten-year regulation, but a long-term, effective iron rule and hard benchmark." He has also issued a series of important instructions targeting "waste on the tip of the tongue" [13], "perverse trends in private clubs," "extravagance on wheels," and "formalism at the fingertips" [14], emphasizing that "we must focus on solving whatever problems are prominent and urgent," pushing the Party's style construction deeper with the "spirit of driving a nail" [15]. Strengthening Theoretical Armament and Fortifying the Ideological Foundation of Style Construction

Since the 18th Party Congress, the Party Central Committee with Comrade Xi Jinping at its core has broken ground by formulating and soulfully implementing the Eight-Point Regulations to grasp style construction, resulting in a brand-new atmosphere in the Party and government and a continuous improvement in social customs. An important experience of style construction in the New Era is to persist in using theoretical armament to "congeal the soul" [19], using strong Party spirit to "strengthen the foundation," and using excellent styles to "expel the murky and spread the clear," thereby injecting spiritual strength and fortifying the ideological foundation for transforming styles.

Since the New Era began, the Party has conducted eight concentrated intra-Party education campaigns, each starting with ideological education and including style construction and the Eight-Point Regulations as core content. On the new journey, the most fundamental task is to use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to "congeal the soul," using "learning to forge the soul, increase wisdom, rectify styles, and promote action."
Using "soul-touching" Party spirit education to uphold the original aspiration and temper work styles. The Party spirit of Chinese Communists is the common characteristic of the Party’s nature and purpose manifested in individual members; it is the cornerstone for cadres to establish themselves, their careers, their words, and their virtue. General Secretary Xi Jinping pointed out: "Style issues are, fundamentally, Party spirit issues. Style reflects image and quality, embodies Party spirit, and it is Party spirit that plays the decisive role." Since the 18th Party Congress, the Central Committee has focused on the integrated grasp of Party spirit, style, and discipline. A Sharp Ideological Weapon for the Deep Implementation of the Eight-Point Regulations

We must deepen our understanding of these discourses from the perspectives of reason, academic logic, and philosophy to master their essence and practical requirements.
Accurately understanding the "profound reasons" within the discourses. He emphasized: "The Party’s foundation, lifeblood, and strength reside in the people." If a governing party neglects style construction and allows perverse trends to erode its body, it risks losing the people’s hearts and its power. Formulating the Eight-Point Regulations and resolutely opposing the "Four Winds," privilege-seeking, and corruption near the people aligns with both the requirements of governing party construction and the expectations of the masses. These discourses answer how to maintain the Party’s long-term governing status. The Eight-Point Regulations have changed China, reshaped the Party's image, and won high trust from the people.
Scientifically recognizing the "deep academic logic" within the discourses. These discourses solve the problem of "what to grasp and how to grasp it." The Regulations are the entry point and mobilization order—an act of "planting the pole to establish trust." The guiding ideology is "strictness," reflecting the principle of "the Party managing the Party." Implementation starts with the Political Bureau and moves downward. These are long-term "iron rules" that must be persisted in over the long term until they become custom. These discourses enrich Marxist Party-building theory and are a key component of Xi Jinping Thought on Building the Party and his thought on the Party’s self-revolution.
Profoundly grasping the "deep philosophy" within the discourses. These discourses are permeated with Marxist stances, viewpoints, and methods, shining with the light of dialectical and historical materialism. "The country is the people, and the people are the country." The Central Committee leads by example, capturing the "key minority" [21] and providing silent demonstration. He adheres to a systemic concept, combining problem-orientation with goal-orientation. By grasping the relationship between the whole and the part, the macro and the micro, and primary and secondary contradictions, he uses a "small entry point to leverage a grand change," demonstrating superb political wisdom.
Letting the Masses Feel New Successes in Style Construction

General Secretary Xi Jinping emphasized: "The core of the style issue is the relationship between the Party and the masses." Beijing, as the capital, adheres to the "First-Good Standard" [22] in implementing the Eight-Point Regulations. We continue to deepen the "Respond-to-Calls-Immediately" (接诉即办) reform [23] driven by Party building, responding efficiently to the people's demands so that the masses feel the actual results of style construction and the devotion of cadres to the people, thereby more consciously following the Party.
Adhere to the principle that "where the people have a cry, I must have a response," and resolve the urgent, difficult, and anxious problems [24] of the masses with heart, emotion, and strength. The actual effectiveness of work-style construction must ultimately be reflected in how many good and practical deeds have been accomplished for the masses and in the intuitive feelings of the people. Beijing persists in "listening to demands through a single hotline and managing them to the end with a single dispatch." Using the 12345 civic service hotline as the primary channel, we have established a work mechanism for the closed-loop management of the entire process of mass demands—consisting of "receiving, dispatching, processing, and evaluating"—providing rapid response, efficient completion, and timely feedback for mass demands across all channels, at all times, and in all directions. We have established an evaluation system centered on response rates, resolution rates, and satisfaction rates, using mass satisfaction as the orientation to incentivize cadres to take responsibility and act. Party members and cadres at all levels go to the grassroots, stay at specific sites [25], track work orders, and walk through the processes [26], dedicating more of their mind and energy to serving the people, thereby realizing a shift toward "revolving around the grassroots and revolving around the masses." For over six years, the "Instant Handling of Complaints" (接诉即办) system has handled a cumulative total of 160 million mass demands, with the resolution and satisfaction rates rising to 97.3% and 97.7%, respectively. Practice has proven that no matter regarding people's livelihoods is trivial; as long as we handle the affairs of the masses with heart, emotion, and strength, the masses will be satisfied and will grant us their praise.
Adhere to proactive governance and "handling before the complaint is made" (未诉先办), making the people's sense of happiness more sustainable. Serving the people requires both handling the irritating and heart-wrenching matters right before their eyes and implementing comprehensive treatment to solve problems at their root. Beijing focuses on strengthening the analysis and utilization of big data regarding people’s livelihoods from the "Instant Handling of Complaints" system, using specialized rectification to drive systemic governance and governance at the source. Since 2021, focusing on high-frequency, common, and difficult problems where mass feedback is concentrated, we have continuously carried out the "One Topic per Month" specialized rectification. We have issued over 400 policies and effectively resolved more than 70 livelihood difficulties, such as the processing of property deeds and the installation of elevators in old buildings. Focusing on key areas and weak links in urban governance, we have carried out comprehensive governance for a cumulative total of 70 sub-districts (townships), moving collectively to bridge the gaps in people's livelihoods and improve the quality of livability. Some citizens, holding property deeds that were delayed for over a decade, have lamented from the bottom of their hearts: "The 'One Topic per Month' really gnaws on the hard bones [27]!" Practice has proven that the problems where the masses reflect most strongly and where demands are concentrated are precisely the "bullseye" of work-style construction. Only by resolving these blockages and pain points can the resolve and tenacity of work-style construction be seen, and can the work be done precisely to the people's hearts.
Adhere to the principle of "everything for the masses and relying on the masses," forming a vivid practice of following the Party's mass line in the New Era. Beijing insists that "Instant Handling of Complaints" does not mean the Party committee or government takes over everything; while emphasizing that the government provides universal and basic safety-net services, efforts are focused on innovating mechanisms to organize and mobilize the masses. We continue to deepen regionalized Party building, consolidating the Party building work coordination committees at the three levels of district, sub-district (township), and community (village), and bringing grassroots governance difficulties—such as property management and residential parking—into the scope of deliberation to mobilize resources and forces from all parties and enhance governance efficiency. The grassroots have explored and innovated based on actual conditions, forming a batch of brands for consultative co-governance and service to the people, such as the "Small Courtyard Deliberation Hall," "Everyone Discusses and Decides," and "Governance Partners." Under the leadership of Party organizations, the broad masses rely on their own strength to solve the problems in their vicinity, strengthening their sense of ownership. The enthusiasm, initiative, and creativity of the masses, as well as the cohesion and combat effectiveness of grassroots Party organizations, have all been significantly enhanced.
