The Work Committee for Central and State Organs: Serving as the Vanguard in the In-Depth Implementation of the Spirit of the Central Eight-Point Regulations

Carrying out in-depth study and education on implementing the spirit of the central Eight-Point Regulations throughout the whole Party is a major deployment made by the CPC Central Committee with Comrade Xi Jinping at its core. It focuses on consolidating the Party's long-term governing status and achieving the Party's central tasks on the new journey in the New Era. It is of vital significance for carrying forward the Party’s fine work style, maintaining the Party’s advanced nature and purity, strengthening the ties between the Party and the masses and between officials and the masses, and better advancing Chinese-path modernization. While managing its own study and education with high standards and quality, the Work Committee of the Central and State Organs has leveraged its functional role to assist central and state organs in their study and education. This ensures that the practical results of study and education drive the implementation of General Secretary Xi Jinping’s important speeches and instructions on Party building in government organs, demonstrating new responsibility and action in promoting high-quality development through high-quality Party building.

I. Earnestly Enhancing the Sense of Responsibility and Mission to Lead in the In-Depth Implementation of the Spirit of the Central Eight-Point Regulations

Since the 18th CPC National Congress, General Secretary Xi Jinping has delivered a series of important discourses on strengthening the Party’s work style construction. He has systematically answered major theoretical and practical questions such as “why we grasp it, what we grasp, and how we grasp it” regarding work style construction in the New Era. These discourses provide the fundamental follow-up for the in-depth implementation of the spirit of the central Eight-Point Regulations and the advancement of work style construction toward normalization and long-term efficacy on the new journey. Party organizations at all levels and the vast number of Party members and cadres in central and state organs must take the lead in deeply studying and implementing the General Secretary's important discourses. They must accurately grasp the great significance, targets, tasks, methods, and paths for strengthening work style construction in the New Era, and continuously enhance their consciousness and resolve in execution.

Implementing the spirit of the central Eight-Point Regulations is a political task and a political requirement; central and state organs must stand at the forefront and set an example. The Party’s work style is the Party’s image; it concerns whose side the people are on [1] and the very survival of the Party, determining the success or failure of the cause of the Party and the state. Whether the spirit of the central Eight-Point Regulations can be properly implemented is not only a matter of work style but also a political issue—it is a touchstone for testing the "Two Upholds." Central and state organs are political organs where the Party flag flies high; they constitute the "first phalanx" [2] for practicing the "Two Upholds" and the "first mile" [3] for implementing the decision-making deployments of the Party Central Committee. We must profoundly comprehend the far-reaching political considerations behind the Party Central Committee’s persistence in implementing the spirit of the central Eight-Point Regulations, deeply recognize the political hazards of unhealthy tendencies, and always understand and treat work style construction from a political perspective, taking the in-depth implementation of the spirit of the central Eight-Point Regulations as a major and serious political task to be grasped firmly and effectively.

The central Eight-Point Regulations serve as the point of entry and the mobilization order for improving work style; central and state organs must take the lead in implementation and be the first to deliver. The central Eight-Point Regulations are an act of "moving the pole to establish trust" [4] by the Party Central Committee and a landmark measure for governing the Party in the New Era. To deepen the comprehensive and strict governance of the Party and carry out self-revolution, we must start with the strict management of central and state organs and the Party building within those organs. We must persist in taking the implementation of the spirit of the central Eight-Point Regulations as the focal point and breakthrough for advancing the comprehensive and strict governance of the Party within central and state organs in depth. We must integrate work style construction into all aspects of Party building in these organs, ensuring that work style construction deepens in tandem with all other Party building work, thereby forming a virtuous cycle where "grasping work style promotes work, and grasping work strengthens work style."

The central Eight-Point Regulations are long-term, effective iron rules and hard benchmarks; central and state organs must maintain strictness and persist without letup. The central Eight-Point Regulations are not meant for just five or ten years; they must be upheld over the long term through unremitting efforts and by persisting over the long term. The state of work style in central and state organs is directly related to the image of the Party Central Committee and the image of the Party and government in the eyes of the masses. We must fully leverage the role of central and state organs as the "weather vane" for work style construction. We must persist in managing Party spirit, work style, and Party discipline together, ensuring that the rectification of work style, the enforcement of discipline, and the fight against corruption are interconnected. We must continue to work on the "regular and long-term, strict and substantial, deep and meticulous" aspects, constantly "inspecting the dikes and reinforcing the soil" [5]. We must turn the hard requirements of work style into hard measures and let the iron rules grow "iron teeth," truly managing until habits are formed, results are achieved, and a new culture is established.

The new journey and new mission place higher standards and stricter requirements on implementing the spirit of the central Eight-Point Regulations; central and state organs must demonstrate new responsibility and action. In July 2024, General Secretary Xi Jinping issued important instructions on the study and implementation of the spirit of the Third Plenary Session of the 20th CPC Central Committee by central and state organs and the promotion of high-quality development in organ Party building. He emphasized that central and state organs should be the vanguard in studying, publicizing, and implementing the spirit of the Plenary Session, and should walk in the front and set an example in further comprehensively deepening reform and advancing Chinese-path modernization. This requires central and state organs to temper their Party spirit and improve their awareness with a strict and substantial work style, establishing an image that wins trust. They must use the breakthrough in work style to drive breakthroughs in reform and the Party's cause, ensuring the implementation of the Party Central Committee's decision-making deployments and contributing wisdom and strength to the comprehensive advancement of Chinese-path modernization.

II. Promoting High-Quality Development Through High-Quality Party Building via Good Work Style and Image

The central Eight-Point Regulations used a "small point of entry to leverage a great transformation," resulting in a brand-new atmosphere in the work style of the Party and government. The hearts of the Party and the people have been highly unified, and the Party has become stronger and more powerful through revolutionary tempering. Central and state organs have persisted in placing the in-depth implementation of the spirit of the central Eight-Point Regulations in a prominent position, advancing it with great intensity and multiple measures. Violations of the spirit of the central Eight-Point Regulations have been effectively curbed, and remarkable results have been achieved in the special rectification of formalism and bureaucratism. The political ecosystem of these organs has improved significantly, and a new atmosphere of integrity is constantly filling the air. On the new journey, we must profoundly summarize and apply the achievements and experiences of the in-depth implementation of the spirit of the central Eight-Point Regulations in the New Era. We must unceasingly correct the "Four Winds" and establish new trends, continually leading work style construction to greater depths and pushing for a new situation where high-quality Party building promotes high-quality development.

Persisting in political command and ideological guidance. Work style issues are, in essence, issues of Party spirit; they must be understood from the height of politics and resolved from their ideological roots. The Work Committee of the Central and State Organs persists in placing the Party’s political construction first, continuously deepening education on political organ awareness and loyalty to the Party, and carrying out political capacity training. We ensures that political standards and requirements run through the entirety of work style construction. We persist in using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to coagulate the soul and forge the spirit. We improve long-term mechanisms for "forging the soul through study, increasing wisdom through study, rectifying work style through study, and promoting action through study." We highlight the "priority group" of leading cadres and the "large group" of young cadres, innovating the study and discussion mechanisms for Theoretical Center Study Groups [6] and implementing projects to enhance theoretical study among youth. We guide Party members and cadres to "clear the source and consolidate the foundation" [7] ideologically, continuously strengthening the ideological and political foundation for transforming and improving work style.

Persisting in focusing on the center and serving the overall situation. Improving work style must focus on the cause of the Party and the state and revolve closely around the Party's central tasks. The Work Committee of the Central and State Organs always keeps in mind the "top priorities of the nation" [8] and the Party's fundamental interests. We ensure that the requirements for implementing the spirit of the central Eight-Point Regulations and strengthening work style construction are integrated into a series of major central deployments, including poverty alleviation, epidemic prevention and control, and the promotion of high-quality economic and social development. We keep a close eye on prominent problems affecting the implementation of the Party Central Committee's decisions, on stubborn work style ailments that occur commonly and repeatedly, and on departments and fields where problems are prominent and work is weak. We apply targeted treatment and seek key breakthroughs, ensuring the implementation of the central work of the Party and state and the completion of major tasks through an excellent work style. This year, we established and improved a long-term mechanism for rectifying formalism to reduce burdens on the grassroots. We increased the intensity of publicizing typical cases and carried out special work to clean up and optimize evaluations, commendations, and the creation of demonstration activities. We have made the rectification of formalism to reduce grassroots burdens an important part of special inspections for organ Party building. Next, in conjunction with the implementation of the newly revised Regulations on Practicing Thrift and Opposing Waste in Party and Government Organs, we will carry out spot checks on stopping food waste in central and state organs, pushing for the leading practice of "living tight days" [9] to become the norm in government organs.

Persisting in integration into daily life and regular management. Work style issues are repetitive and stubborn; they must be grasped frequently and over the long term. The Work Committee of the Central and State Organs has established a mechanism for regular discipline education, making the study of the Party Constitution, regulations, and discipline a compulsory course for Party members and cadres, incorporating it into all levels of cadre education and training. We have increased the intensity of discipline and law training for young and newly appointed cadres. We carry out warning education on a regularized basis, publicizing typical cases of discipline and law violations in central and state organs by category and field. At key holiday nodes, we regularly publicize typical cases of violations of the spirit of the central Eight-Point Regulations within central and state organs, using "the things nearby to educate the people nearby." This guides Party members and cadres to remain alert, clarify the bottom line, and maintain a sense of awe. We emphasize leveraging the characteristics of Party branches—which manage individuals directly—to strengthen daily management and supervision, discovering embryonic and conditional problems early to "nip them in the bud." We have formulated and implemented regulations on the political speech and behavior of Party members of central and state organs outside of working hours, connecting the management of behavior with the management of thought, and linking the management of the "eight hours inside" with the "eight hours outside" [10]. This ensures that work style construction becomes a matter of routine, with practical moves and long-term effectiveness. We carry out research on new manifestations and trends of the "Four Winds" in central and state organs and organize a "retrospective look" [11] at the institutional construction for implementing the spirit of the central Eight-Point Regulations to improve the mechanism for the normalization and long-term efficacy of work style construction.

Persisting in treating both symptoms and root causes through systematic governance. Solving "Four Winds" problems and advancing work style construction requires both a targeted approach—focusing on whatever problem is most prominent—and systematic governance to eradicate the soil in which bad work styles sprout and spread. The Work Committee of the Central and State Organs always adheres to a strict keynote, strict measures, and a strict atmosphere. We continue to strike hard against the "Four Winds," hitting "head-on" and repeatedly at stubborn habits such as dining on public funds and food waste that evoke strong public reaction. For those who defy the regulations, we seize typical cases to make an example of them; for "invisible and mutated" [12] variations, we dig deep and investigate with precision; for new manifestations of formalism and bureaucratism, we seize key time points, strengthen supervision, and promote rectification. At the same time, we improve the working mechanism for the simultaneous investigation and treatment of work style and corruption. We both "investigate corruption through work style," digging deep into corruption issues like seeking favors or benefit transfers hidden behind unhealthy tendencies, and "rectify work style through corruption," carefully investigating work style issues like hedonism and extravagance behind corruption. We not only resolutely rectify visible unhealthy tendencies but also continuously eliminate the underlying ideological roots. we strengthen the construction of a culture of integrity in the New Era, emphasizing family, family education, and family traditions [13], leading social and folk customs with an excellent Party and government work style.

III. Promoting the Depth and Substance of Study and Education with the Standards of the "First Phalanx"

Currently, study and education on the in-depth implementation of the spirit of the central Eight-Point Regulations are being carried out solidly and effectively throughout the Party. The Work Committee of the Central and State Organs will earnestly fulfill its responsibilities for centralized guidance and liaison, strengthen overall planning and coordination, and reinforce guidance and supervision. We will push Party organizations and Party members and cadres in central and state organs at all levels to adhere to the standards of the "first phalanx," taking the lead in deepening study, performing genuine investigations and rectifications, and carrying forward a strict and substantial work style to ensure that study and education yield tangible results.

Continuous effort in focusing on themes and deep understanding. To deepen study and education, we must lead with ideological education. We will actively build learning platforms and organize various forms of study, discussion, and training. We will ensure that the study and implementation of General Secretary Xi Jinping’s important discourses on strengthening the Party’s work style construction, as well as the spirit of the central Eight-Point Regulations and their implementation rules, run through the entire process of study and education. We will push Party organizations and Party members and cadres at all levels to connect with the situation and tasks of comprehensively and strictly governing the Party, as well as the specific practices of work style construction in central and state organs. They should study with a focus on themes and questions, consciously aligning themselves with the General Secretary’s model actions in taking the lead to strictly implement the central Eight-Point Regulations, striving to consolidate the ideological foundation for identifying problems and centralized rectification.

Continuous effort in specific and in-depth identification of problems. The intensity of problem identification determines the "color" [quality] of study and education. Currently, leadership teams and cadres at all levels in central and state organs have generally formed problem lists. Through methods such as the "retrospective look" of special inspections for organ Party building, we will push Party organizations and Party members and cadres to re-align and re-focus, checking for problems in the implementation of the central Eight-Point Regulations and their implementation rules with greater depth, realism, and detail. For cases where the identification of problems is not specific or deep enough, or remains on the surface, we will urge further identification and analysis. We will focus on prominent issues such as illegal dining and drinking and the "invisible and mutated" phenomena of the "Four Winds," inspecting them item by item. For problems where the "manifestation is at the grassroots but the root is at the top," we will take active ownership and conduct self-correction. Through genuine investigation and rectification, we will ensure the masses tangibly feel the new changes and atmosphere brought about by the transformation of work style and the establishment of new trends in central and state organs.

We will continue to exert effort in carrying out rectification and remediation [14] by tackling tough issues head-on. Rectification and remediation are the landing points of study and education, as well as the touchstone for testing our work style. In combination with the prominent problems discovered during inspections and supervision, we will push Party organizations at all levels, along with Party members and officials, to closely integrate individual self-examination and rectification with organizational examination and rectification. We will link the rectification arising from study and education with that of inspections and supervision, coordinating these efforts for integrated advancement. For problems identified through examination, we will implement ledger-based management and project-based advancement, formulating rectification measures item by item and driving their resolution through concentrated effort. We will launch special remediation for recurring and widespread problems, transforming the "problem list" into a "results list" and converting the effectiveness of remediation into tangible achievements in transforming work style and advancing our work. We will emphasize the establishment of regulations and systems, combining "immediate reform" (dāngxià gǎi) with "long-term establishment" (chángjiǔ lì) [15]. We will refine the systems and regulations for the in-depth implementation of the spirit of the central Eight-Point Regulations and their detailed implementation rules. This will enable us to extend our reach from solving a single problem to rectifying an entire category of issues, ensuring we do not slacken until problems are resolved and do not let go until the resolution is thorough.

We will continue to exert effort in providing powerful and effective guidance according to our assigned jurisdiction. Guidance and supervision constitute an effective path for deepening study and education and for driving the implementation of tasks. We will strengthen overall coordination, bolster guidance and supervision, and push Party organizations at all levels within the central and state organs—alongside their members and officials—to fulfill their duties and assume their respective responsibilities. This ensures that study and education are implemented at every level and deepened step by step. For instances where study and education are conducted in a lax or superficial manner, or where they become "deformed or out of shape" [16], we will provide timely reminders and resolute corrections to prevent a pattern of "tight at the start and loose at the end" (qián jǐn hòu sōng) or "hot at the top and cold at the bottom" (shàng rè xià lěng) [17], while strictly avoiding formalism. Keeping a close watch on key tasks such as remediating illegal consumption of food and drink [18], we will strengthen special supervision and regular inspections, taking real action, catching violators in the act, grasping typical cases, and issuing public notices to create a powerful deterrent. We will make the "iron rules" more iron-clad and the "hard benchmarks" even harder. We will do a good job of "integration" (jiéhé wénzhāng): we will combine the conduct of study and education with the implementation of the CPC Central Committee’s major policy decisions and General Secretary Xi Jinping’s important instructions; with the in-depth advancement of the building of Party conduct, clean government, and anti-corruption struggle within central and state organs; and with the completion of major departmental tasks and the promotion of central work. Through new achievements in the in-depth implementation of the spirit of the Eight-Point Regulations and the strengthening of work style construction, we will march in the "vanguard" (dì-yī fāngzhèn) [19] and serve as the vanguard.
