Shao Fangqiang and Zhang Jie: Cultivate New Quality Productive Forces and Shape New Drivers and Advantages

Standing at the new frontier [1] of internet development, fulfilling the primary task of high-quality development requires us to vigorously cultivate and develop new quality productive forces, while continuously shaping new drivers and new advantages. We must promote revolutionary technological breakthroughs, the innovative allocation of production factors, and the deep-seated transformation and upgrading of industries. It is essential to drive the optimized combination and transformative leap of laborers, means of labor, and objects of labor [2], thereby developing productive forces characterized by high technology, high efficiency, and high quality.

Breakthrough technological innovation provides the key momentum for the leap in productive forces. Intelligent interconnection breaks through traditional technological routes, thresholds, and boundaries, constructing an open innovation ecosystem and resource-sharing platform to realize the connection and transmission of intelligent resources between people, between objects, and between people and objects. Through reinforcement learning and human feedback, we can achieve the precise identification, rapid matching, and dynamic adjustment of innovation resources. This broadens the functional and efficiency boundaries of productive forces, facilitating the highly efficient conduct of innovative activities and the continuous leap in productive forces. At present, the holistic and systemic characteristics of technological innovation are particularly evident. Therefore, we must rely on digital technology to integrate and utilize innovation resources, promote deep technological integration and cross-boundary innovation, create differentiated competitive advantages, and give full play to the scale and synergistic effects generated by technology diffusion and application. We must leverage the efficient data processing capabilities and extensive connectivity advantages of intelligent interconnection, allowing them to penetrate into the interior of production factors and the furthest reaches of production networks, thereby altering the mode of combination of production factors, improving production efficiency, and driving the rapid expansion of the scale of technological application. We must actively break down barriers between technologies and promote the overall upgrading of the technological system, radiating and driving leaps in the productive forces of digital ecosystems, intersecting technological fields, and spatially correlated regions.

Structural industrial upgrading provides the foundational support for the leap in productive forces. Intelligent interconnection has given birth to new business forms and models, represented by digital product manufacturing and digital product services, driving the integration and connection of traditional and digital industries. For example, nearly a thousand lace factories in Changle District, Fuzhou City, Fujian Province, have relied on intelligent interconnection technology—from fabric research and development to aesthetic design, and from intelligent production scheduling to product delivery—to realize the reshaping and upgrading of the industrial ecosystem, becoming a model for the "intelligent transformation and digital conversion" [3] of traditional industries. We must rely on intelligent interconnection to promote the fusion of key elements such as people, machinery, and data; facilitate coordination and integration between the upstream and downstream of industrial chains; and extend and upgrade these chains. We must broaden the industrial value chain through various means, such as technological and management innovation, promote internal industrial upgrading and optimization, facilitate multi-industry integration and coordinated development, and strengthen new industries and business forms. Intelligent interconnection breaks through "information islands" [4], utilizing an open, shared, and collaborative industrial ecosystem to achieve value linkage between industries and promote the transformation and upgrading of traditional industries.

Innovation in open models provides development space for the leap in productive forces. In the National Modern Agricultural Industrial Park of Yongqiao District, Suzhou City, Anhui Province, from open fields to greenhouses and from planting to breeding, the application of information technologies such as 5G, the Internet of Things, artificial intelligence, and robotics has turned the goals of smarter management, more precise production, and increased yields and income into reality, successfully driving the leap in productive forces. To promote the leap in productive forces through innovation in open models, we must introduce and research cutting-edge technologies, improve production efficiency, reduce production costs and energy consumption, give rise to new industries and markets, enhance quality management and service efficiency, and shape new relations of production that adapt to the requirements of the leap in productive forces. Furthermore, we must synergistically promote model innovation in production, management, and marketing; introduce new business models such as the sharing economy; develop new customized service models and new flattened, flexible management models; and advance the intelligent upgrading of specific scenarios such as smart medical care and smart agriculture. This will provide higher efficiency, stronger competitiveness, and greater development space for the leap in productive forces, while improving the ability to respond to risks and challenges during the process of the leap in productive forces.

A refined institutional supply provides the policy guarantee for the leap in productive forces. To refine the institutional supply for the leap in productive forces, we must persist in the comprehensive leadership of the Communist Party of China over the development of productive forces. Local governments should act in light of local conditions [5], formulating policy measures based on differences in local resource endowments, variations in industrial structures, and changes in development needs. They should improve the systems and mechanisms for developing new quality productive forces to ensure the correct direction of the leap in productive forces, allowing new technologies, business forms, and models to develop rapidly within a stable and predictable institutional environment. We must improve relevant rules and policies, accelerate the formation of relations of production that are better suited to new quality productive forces, and promote the clustering of various advanced production factors toward the development of new quality productive forces, thereby significantly increasing total factor productivity. By deepening reforms in key areas and crucial links, we will lay a solid institutional foundation for the leap in productive forces.
