Zhang Yonggang and Jia Yunfei: The Theoretical Foundation, Goal Orientation, and Practical Approach of Promoting All-round Deepening of Reform Through System Integration

The Third Plenary Session of the 20th CPC Central Committee emphasized the need to "strengthen systemic integration, enhance the overall planning and systematic layout of reforms, and ensure that reforms in all areas complement one another and function with synergy and efficiency." This marks the elevation of systemic integration to the core methodological height of further comprehensively deepening reform; the logic of reform is undergoing a profound transition from the "key breakthroughs" of the early stages toward a new stage characterized by "systemic coupling" and "overall efficacy." Within this context, how to construct a methodological system of "systemic integration" across theoretical, goal-oriented, and practical dimensions—to resolve practical difficulties such as reform fragmentation and departmentalization [1], and thereby inject powerful momentum into advancing Chinese-path modernization—has become a major subject requiring urgent and in-depth interpretation. The academic community has already launched extensive research concerning systemic integration and the comprehensive deepening of reform. Professor Chen Jinlong argues that "further comprehensively deepening reform involves all fields and aspects, therefore a greater emphasis on systemic integration is an intrinsic requirement of reform." Professor Xin Xiangyang similarly maintains that "adhering to a systems perspective is a requirement of the practice of comprehensively deepening reform." Existing research fully affirms the significant value of systemic integration in enhancing reform synergy and integrity, suggesting it helps break down sectoral barriers, optimize resource allocation, and improve reform efficacy. To further strengthen its guidance over reform practice, it is necessary to systematically integrate three dimensions: theoretical origins, goal systems, and practical paths. This will deeply reveal the internal logic and implementation routes by which systemic integration steers reform strategy and translates it into governance efficacy. To this end, this article constructs a "three-in-one" analytical framework for systemic integration—"theoretical foundations, goal orientation, and practical paths." Stemming from Marxist systems thinking, traditional Chinese philosophical wisdom, modern systems science, and the Party's practical experience, we consolidate its theoretical foundations. Centering on the three major goals of perfecting the system of socialism with Chinese characteristics, promoting the modernization of the state governance system and capacity [2], and driving high-quality development, we clarify its value orientation. Finally, via the three dimensions of top-level design, synergistic advancement, and dynamic adjustment, we systematically explain its path mechanisms to comprehensively reveal the internal logic and practical value of systemic integration as the core methodology of reform in the New Era.

I. The Theoretical Foundations of Promoting Comprehensively Deepening Reform through Systemic Integration

Using systemic integration to promote comprehensively deepening reform refers to the organized, sequential, and regulated integration of independent systems—such as the individual fields and components of reform across the economy, politics, culture, society, and ecology—to ensure that all fields within the integrated whole can advance in coordination and exert overall benefits. In fact, the formation of this important method stems from Marxist systems thinking, systems thought in traditional Chinese philosophy, significant achievements in the application of modern systems science theory, and the CPC’s application and practice of systems methods.

(1) The Intrinsic Requirements of Marxist Systems Thinking

Marxist systems thinking centers on the viewpoint of "connections" in dialectical materialism, emphasizing the grasp of things through their integrity, systematicity, and dynamism. This presents a realistic requirement for comprehensively deepening reform: various reform measures must be closely linked to jointly construct a systematic and complete reform architecture. Marxist systems thinking is the core theoretical cornerstone of the methodology of systemic integration. Precisely for this reason, the practice of systemic integration in grasping the integrity of things, utilizing their interconnectedness, and adapting to their dynamism profoundly embodies the intrinsic requirements of Marxist systems thinking.

First, Marxist systems thinking endows systemic integration with the characteristic of integrity. The world is an organic whole; from microscopic cell structures to macroscopic celestial bodies, and from natural ecosystems to various systems within human society, everything exists in a relationship of mutual connection and interaction. As Engels stated: "The recognition that all the processes of nature are involved in a systematic connection drives science on to prove this systematic connection throughout, both in general and in particular." In the process of comprehensively deepening reform, various fields of reform are closely connected; a move in one part affects the whole. Only through systemic integration can different elements be effectively incorporated into an organic whole. This characteristic of integrity is particularly prominent in the strategic deployment of building a high-level socialist market economy. Systemic integration thinking requires us to coordinate multiple relationships—such as between the government and the market, development and security, and efficiency and fairness—avoiding one-sidedness or isolation in reform measures. This ensures that economic structural reform proceeds in synergy with reforms in political, cultural, social, and ecological civilization fields, which is precisely the concrete manifestation of the "Five-Sphere Integrated Plan" within reform strategy. Only by using systemic integration to reasonably deploy and consolidate various elements—such as systems, policies, talent, and resources—and by examining and solving reform problems from a global perspective, can we achieve the organic linkage and synergistic promotion of reform systems and mechanisms in all fields.

Second, Marxist systems thinking endows systemic integration with the characteristic of systematicness. When discussing "connections," Engels emphasized that they constitute "a picture of an endless entanglement of relations and reactions," indicating that complex and diverse connections exist between various elements within a thing and between different things. Systemic integration focuses on the systematic nature of things, striving to deeply mine and organize the latent internal connections between elements and translate them into practical applications to achieve synergistic effects. When explaining the social organism, Marx also pointed out: "How can the mere logical formula of movement, of sequence, of time, explain to us the social body, in which all relations coexist simultaneously and support one another?" This indicates that Marx viewed humanity, society, and thought as an interdependent organic whole. This principle of systematicness is concretized in reform practice through the construction of cross-departmental and cross-field coordination mechanisms. For example, in promoting the deepening of the "streamlining administration, delegating power, improving regulation, and upgrading services" reform [3], the systemic integration method broke through traditional administrative barriers via data sharing, process reengineering, and functional optimization, achieving a systematic reshaping of the administrative appraisal and approval system and significantly enhancing government governance efficacy and market vitality. Comprehensively deepening reform aims, through systemic integration, to consolidate all fields, links, and elements of reform, enabling the real-time sharing and interaction of resources, information, and experience between reform sectors. Only systemic integration based on interconnectedness can allow the various links of comprehensively deepening reform to form an organic systemic network, achieving the effect of "1+1>2."

Finally, Marxist systems thinking endows systemic integration with the characteristic of dynamism. "The world is not to be comprehended as a complex of ready-made things, but as a complex of processes." Various things in the world are in a constant process of development and change; systemic integration is not only dynamic in itself but must also adapt to the dynamic changes of things. Promoting comprehensively deepening reform through systemic integration is not a one-time static consolidation. Rather, it is a process of continuously optimizing the influence and restrictive relationships between various fields, levels, and regions of reform according to different stages of development and environmental changes, resolving contradictions between elements during the reform process. This principle of dynamism is reflected in the strategic reforms of the New Era through the continuous assessment and dynamic adjustment of the reform process. In fact, the proposal by the Third Plenary Session of the 20th CPC Central Committee to "improve the systems and mechanisms for developing new quality productive forces according to local conditions" is precisely a dynamic adjustment of the relations of production based on new trends in the technological revolution and industrial transformation, responding to the latest requirements of the development of productive forces through institutional innovation. Based in the New Era, it is precisely because the CPC has proposed the general goals, new plans, and new layouts for comprehensively deepening reform—spanning the economy, people's livelihoods, education, technology, talent, democracy, the rule of law, and Party leadership and building—based on changes in domestic and international situations, that it has achieved the continuous expansion and deepening of reform and opening up.

(2) The Contemporary Reflection of Systems Thought in Traditional Chinese Philosophy

Traditional Chinese culture is long-standing and profound, containing rich systems thought that provides a deep cultural accumulation for promoting comprehensively deepening reform through systemic integration. The idea of "the unity of heaven and humanity" (天人合一) [4] profoundly reflects a deep understanding of the relationship between humans and nature. The I Ching (《易经》) [5] regards all things in the universe as a multi-layered, dynamically evolving systemic whole. Through the combination and change of yin and yang, the eight trigrams, and the sixty-four hexagrams, it explains and deduces the laws governing the operation of the natural world and human society. It posits that "one yin and one yang constitute the Dao" (一阴一阳之谓道). Here, the concept of yin and yang embodies the unity of opposites, while the theory of the "Five Elements" (五行) [6] explains the relationships of mutual generation and overcoming between things, reflecting the integrity, interconnectedness, and dynamism of the system.

The systems thought of traditional Chinese philosophy emphasizes these three characteristics. Among them, the idea of the "unity of heaven and humanity" holds that humans and nature are harmoniously unified into an organic whole. Zhuangzi’s [7] advocacy that "Heaven and Earth were born together with me, and the myriad things and I are one" (天地与我并生,而万物与我为一) depicts a state where all things in heaven and earth coexist, remain, and are nurtured together with humanity, indicating the interconnectedness and symbiosis of humans and nature across time and space. Laozi’s [8] emphasis that "The Dao produced One; One produced Two; Two produced Three; Three produced All things" (道生一,一生二,二生三,三生万物) also fully discusses how humanity is a part of nature, emphasizing the harmonious coexistence of humans and nature. In Laozi's view, the Dao is the essence of all things in the universe; all things are born of the Dao. He thus emphasizes that "Man follows Earth, Earth follows Heaven, Heaven follows the Dao, and the Dao follows nature" (人法地,地法天,天法道,道法自然), thereby realizing the common origin of humanity and all things at the level of the Dao, embodying the dynamism of things. The traditional "unity of heaven and humanity" not only provides the cultural genes for systemic integration but also serves as the ideological and cultural source for the practice of ecological civilization reform in the New Era.

"Every civilization carries the spiritual lifeblood of a country and a nation; it needs both to be passed down from generation to generation and to stay current through innovation." Promoting comprehensively deepening reform through systemic integration also emphasizes that humans and nature are an organic whole, reflecting the continuity and innovativeness of the comprehensive deepening of reform toward Chinese civilization. The wisdom of these traditional systems ideas has achieved creative transformation and innovative development within the reform strategies of the New Era. For example, in implementing the Rural Revitalization Strategy, the holistic view of the "unity of heaven and humanity" is concretized into the coordinated promotion of the integrated protection and systematic management of "mountains, rivers, forests, farmlands, lakes, grasslands, and deserts" [9], driving the synergistic development of green agricultural transformation and rural ecological habitability. Similarly, the regional coordinated development strategy draws upon the balancing wisdom of the "mutual generation of the Five Elements," promoting a new pattern of regional development characterized by complementary advantages and coordinated interaction based on the resource endowments and functional positioning of different regions. Furthermore, in the process of promoting common prosperity, the systemic integration method coordinates major relationships such as efficiency and fairness, market and government, and development and security, striving to achieve an overall optimization of the social interest structure amidst dynamic development. Comprehensively deepening reform requires deepening the reform of the ecological civilization system to achieve the harmonious coexistence of humans and nature. Regarding this, General Secretary Xi Jinping pointed out: "We must firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets, and plan development from the height of harmonious coexistence between humans and nature." In the field of ecological civilization, systemic integration requires efforts regarding basic systems, governance systems, and development mechanisms, constructing a framework to "perfect the basic system of ecological civilization, improve the ecological environment governance system, and improve the green and low-carbon development mechanism." Only by systematically promoting ecological civilization construction and rationally coordinating the fields, links, and goals of ecological civilization structural reform from an overall perspective can we continue to inherit and carry forward the "unity of heaven and humanity" in the New Era.

The "unity of heaven and humanity" provides important conceptual support for the integrity, interconnectedness, and dynamism of promoting reform through systemic integration. Starting from this thought, comprehensively deepening reform cannot proceed by isolating a single field; instead, it must involve global consideration, overall coordination, and dynamic adjustment to pursue overall benefits. This encourages us to view reform from a more macro perspective, promoting the coordinated development of reforms in all fields to achieve comprehensive progress across all sectors of society, injecting profound cultural connotations and philosophical wisdom into comprehensively deepening reform, and ensuring that reform aligns better with the long-term interests of human social development.

(3) Significant Achievements in the Application of Modern Systems Science Theory

The Fourth Plenary Session of the 19th CPC Central Committee clearly pointed out: "Reform increasingly faces deep-seated institutional and mechanistic problems, placing higher requirements on the top-level design of reform and stronger requirements on the systematicness, integrity, and synergy of reform." These requirements highly align with the basic principles of modern systems science, providing important methodological inspiration for promoting comprehensively deepening reform through systemic integration. If Marxist systems thinking is regarded as the philosophical foundation of systemic integration, modern systems science contributes operational methodological tools and practical paths.

The principle of integrity in systems theory emphasizes that a system is an organic whole of interconnected and interacting elements. Ludwig von Bertalanffy [10] proposed...

"Studying the system as a unity rather than as a patchwork of parts is consistent with the tendency of modern science to no longer isolate phenomena in narrow, closed states, but to begin examining increasingly larger objects of nature." This principle requires that reform must emphasize top-level design and overall global coordination. General Secretary Xi Jinping has emphasized: "Comprehensively deepening reform requires strengthening top-level design and overall planning, as well as strengthening research on the interconnectedness, systematicity, and feasibility of various reform measures." In the reform process of building a unified national market, the holistic thinking of systemic integration finds expression in the systematic construction of basic market systems, the market-based allocation of production factors, and the market supervision system. It aims to break down regional fragmentation and industry barriers to form a highly efficient, regulated, and fair-competition domestic market. This is precisely the concrete practice of the principle of holism in reform strategy.

The systematic principle of systems theory focuses on the complex correlations and interaction mechanisms between various elements within a system. Systemic integration must, on this basis, properly handle the relationships of mutual promotion, influence, and restraint between various reform measures. Some scholars have proposed that further comprehensively deepening reform should be "systemically grasped from two levels: the overall planning of reform and the fundamental logic of reform." In practice, within the strategic deployment to promote the integrated reform of systems and mechanisms for education, science and technology, and talent, the systematic principle guides the construction of an institutional system characterized by deep fusion and benign interaction among the three. By breaking down institutional barriers and promoting the intercommunication of resources, a systemic joint force driven by innovation is formed. This is a key manifestation of systematic thinking in reform.

The dynamic principle of systems theory reveals that systems are in a state of constant development and change, requiring dynamic adjustment and optimization based on environmental changes. Comprehensively deepening reform is itself a dynamic process based on the exploration of "crossing the river by feeling the stones" [11] and deepening alongside practice. Facing the changes unseen in a century and the evolution of domestic developmental stages, we must establish and improve dynamic adjustment mechanisms for reform. In the process of perfecting China’s macroeconomic governance system, the focus on constructing a policy framework that combines cross-cyclical and counter-cyclical adjustments—through dynamic monitoring, expectations management, and flexible policy implementation to enhance developmental resilience—constitutes the concrete application of the dynamic principle in reform practice.

In summary, systems theory provides a scientific way of thinking and practical guidance for advancing comprehensively deepening reform through systemic integration. Adhering to the principles of holism, systematicity, and dynamism in systemic integration helps to grasp reform from a global perspective, coordinate various relationships, and respond to complex environments. This continuously enhances the systemic efficacy and quality of development in reform, providing a solid methodological guarantee for realizing Chinese-path modernization.

(4) The Precious Experience of the Party in Applying Systems Methods in the New Era

The systemic concept is a foundational ideological and working method for the Communist Party of China's governance in the New Era. General Secretary Xi Jinping clearly pointed out: "Only by observing things with a perspective of universal connection, comprehensive systems, and developmental change can we grasp the laws of the development of things." This scientific methodology has been continuously deepened and developed in the practice of comprehensively deepening reform, forming a systemic integration reform method with distinct Chinese characteristics and promoting the "transformation of reform from local exploration and 'breaking the ice' [12] to systemic integration and comprehensive deepening."

As reform enters the "deep-water zone" [13] stage, facing the complex situation where various deep-seated contradictions are intertwined, the Party has integrated the systemic concept throughout the entire process of reform and development, opening a new chapter for reform and opening up. This methodological innovation was fully reflected in the "放管服" (fàng-guǎn-fú) reform [14]. Through cross-departmental synergy, data sharing, and process re-engineering, the systemic integration method broke through traditional administrative barriers and achieved a systematic reshaping of the administrative approval system, significantly enhancing government governance efficacy and market vitality, becoming a model for using systemic methods to advance reform in the New Era.

The Communist Party of China has utilized systemic methods to launch a series of holistic, synergistic, and dynamic reforms across various social fields. In the economic field, it has deepened supply-side structural reform and closely integrated the innovation-driven development strategy with regional coordinated development strategies. In the political field, reform measures have covered multiple departments and areas, with systemic planning extending from macro top-level design to micro functional adjustments. In the cultural field, it has promoted the coordinated development of cultural undertakings and cultural industries, achieving the systemic integration of cultural construction and economic construction. In the social field, focusing on the core concerns of the people, it has sought to resolve the "urgent, difficult, and anxious" [15] problems in the livelihood sector, gradually establishing a multi-layered livelihood support network covering educational equity, medical and health care, employment services, and elderly care security. In the field of ecological civilization, by adhering to systemic governance, it has constructed an all-round, multi-level ecological environment protection system, achieving the synchronized advancement and benign interaction of ecological protection and economic development.

Based on these rich practices, the methodology of systemic integration has been systematically summarized and refined. The Third Plenary Session of the 20th CPC Central Committee further emphasized the need to "pay more attention to systemic integration, more attention to highlighting key points, and more attention to the effectiveness of reform." This precious experience has not only promoted systemic reshaping and holistic reconstruction in various fields but has also provided a scientific methodological guide for further comprehensively deepening reform and advancing Chinese-path modernization, injecting powerful impetus into the realization of the great rejuvenation of the Chinese nation.

II. The Target Orientation of Advancing Comprehensively Deepening Reform through Systemic Integration

In the process of comprehensively deepening reform, the methodology of systemic integration takes "global coordination, systematic advancement, and dynamic optimization" as its implementation path, achieving a holistic leap in reform efficacy through organic synergy. It could be said that this integrated reform path is both the underlying logic of comprehensively deepening reform and the solid foundation for realizing Chinese-path modernization. Specifically, perfecting the system of socialism with Chinese characteristics serves as the institutional carrier for the modernization of governance; the modernization of governance provides the governance guarantee for high-quality development. These three goals together constitute the closed-loop system of "institution-governance-development."

(1) From the perspective of foundational goals, it is conducive to perfecting and developing the system of socialism with Chinese characteristics

Systemic integration thinking provides a scientific method and path for perfecting and developing the system of socialism with Chinese characteristics. "Since the system of socialism with Chinese characteristics is a holistic entity, constructing a systemically integrated institutional framework requires coordinating the relationship between overall advancement and breakthroughs in key areas." The system of socialism with Chinese characteristics is a vast and complex institutional system and a complementary organic whole. Advancing institutional innovation through systemic integration promotes the perfection and development of the system of socialism with Chinese characteristics, breaks down barriers and conflicts between departments and fields, and achieves synergy and efficiency within the institutional system.

Advancing institutional construction through systemic integration occupies an irreplaceable core position in the process of comprehensively deepening reform. The essence of reform is to change and innovate those parts of the relations of production and the superstructure that do not adapt to the development of productive forces to resolve basic social contradictions. The construction of the system of socialism with Chinese characteristics is the fundamental basis for regulating and safeguarding the direction and path of reform, and is the key to ensuring that comprehensively deepening reform proceeds steadily and reaches far. In certain areas of social development, problems such as incoherent institutional matching and lagging transformations still exist. Advancing the perfection and development of the system through systemic integration has become a practical requirement for social development. General Secretary Xi Jinping pointed out that "perfecting the system of socialism with Chinese characteristics is a dynamic process." Only by systemically grasping and highlighting the main thread of institutional construction and systemically perfecting and developing the system of socialism with Chinese characteristics can we build a solid institutional guarantee for the operation and development of our society. The top priority of advancing comprehensively deepening reform through systemic integration is to adhere to perfecting and developing the system of socialism with Chinese characteristics, which directly relates to the success or failure of comprehensively deepening reform. Perfecting and developing the system of socialism with Chinese characteristics must first involve improving the system of the Party's leadership to ensure that comprehensively deepening reform moves forward in the correct political direction. Precisely for this reason, General Secretary Xi Jinping emphasized: "The leadership of the Party is the fundamental guarantee for further comprehensively deepening reform and advancing Chinese-path modernization."

The multi-layered and multi-field nature of the system of socialism with Chinese characteristics determines that complex and close connections exist between its institutional elements, making systemic integration the fundamental method for perfecting and developing the system. The socialist market economy system in the economic field and the transformation of government functions in the political field complement each other. The government creates favorable conditions for market economic development through streamlining administration and delegating power and optimizing the business environment, while the prosperity and development of the market economy in turn provides the material basis for political governance. Consequently, it is necessary to persistently apply systemic integration thinking, break down barriers between institutions, eliminate contradictions between systems, and achieve functional integration and synergistic efficiency of the institutional framework, continuously perfecting and developing the system of socialism with Chinese characteristics.

(2) From the perspective of fundamental goals, it enables the modernization of the national governance system and governance capacity

The modernization of the national governance system and governance capacity is the core goal of comprehensively deepening reform. The key lies in utilizing systemic integration to synergistically and dynamically advance various reforms, enhancing the level of transformation from the national institutional system to governance efficacy. General Secretary Xi Jinping clearly pointed out: "Planning for comprehensively deepening reform in the New Era must take the persistence and perfection of the system of socialism with Chinese characteristics and the promotion of the modernization of the national governance system and governance capacity as the main axis." To this end, we must follow the principles of holism, synergy, and dynamism in systemic integration, and systemically "apply the institutional orientation function of the national governance system to firmly grasp the socialist, people-oriented, and national attributes of the modernization of national governance," thereby firmly grasping the correct direction of reform. The ultimate goal is to construct a synergistic, efficient, and time-advancing system of institutions, structures, and mechanisms to provide solid support for Chinese-path modernization.

Synergy and efficiency are important characteristics of the modernization of the national governance system. The synergistic efficiency of institutions, structures, and mechanisms in various fields of the national governance system is key to forming a powerful joint force of national governance capacity. This powerful joint force is the foundation upon which China can calmly respond to complex international environments and resolve major risks and challenges; it is also an important force for the major historical achievements made during reform and opening up. It is precisely by relying on the integrated effect formed by this high degree of synergy that China has been able to effectively respond to the complex and volatile international environment, successfully defuse a series of major risks and challenges, and provide a solid institutional guarantee for the historical achievements of reform and opening up. A synergistic and efficient operating mechanism is the fundamental manifestation of the resilience and adaptability of the national governance system, its ability to effectively solve complex social problems, and its continuous improvement of the level of modern governance.

Advancing with the times is the essential requirement for the modernization of the national governance system. Facing a convoluted international and domestic situation, along with the development of the times and technological innovation, new contradictions, new problems, and new challenges emerge one after another. To better respond to major risks and challenges and ensure the cause of the Party and the state proceeds steadily and reaches far, the national governance system must undergo timely adjustment and innovation to gain strategic initiative. The new round of technological revolution has already pushed human society into the digital age. The rapid development of the digital economy has made traditional regulatory systems difficult to adapt, making the construction of a national governance system that advances with the times an urgent necessity. To this end, China needs to innovate regulatory systems, use technical means such as big data and blockchain, establish a regulatory system adapted to the characteristics of the digital economy, strengthen supervision of the digital market, maintain market order, and promote the healthy development of the digital economy. The shift of the modernization of the national governance system toward advancing with the times is key to promoting the modernization of the governance system and governance capacity, and is a necessary requirement for promoting high-quality development of the socialist market economy.

(3) From the perspective of key goals, it assists in pushing forward the high-quality development of the socialist market economy

High-quality development of the economy is a key task of comprehensively deepening reform. General Secretary Xi Jinping emphasized: "High-quality development is the primary task of comprehensively building a modern socialist country. We must lead reform with the New Development Philosophy, base ourselves on the new development stage, deepen supply-side structural reform, perfect the incentive and constraint mechanisms for promoting high-quality development, and shape new growth drivers and advantages." This requires that when advancing comprehensively deepening reform through systemic integration, we must work on the overall optimization of the industrial structure, coordinated advancement of regional development, and dynamic monitoring of developmental conditions.

The principle of wholeness in system integration indicates that the optimization of industrial structures is a key link in driving high-quality economic development. The wholeness of system integration emphasizes treating all component parts as an organic whole and optimizing the combination of elements from a global perspective. Within the economic sphere, the industrial structure is a vital constituent of the economic system as well as a critical link in promoting the high-quality development of the socialist market economy. Whether industrial structures can be optimized and upgraded, and whether their overall layout can be realized, is decisive for the success of driving high-quality economic development. Achieving industrial structure optimization requires, on the one hand, improving the efficiency of resource allocation: by integrating resources across industries, labor, capital, and technology can be rationally assigned to different sectors to avoid resource mismatch and waste. On the other hand, it requires promoting coordinated development between industries, encouraging exchange, cooperation, and convergence to prompt various industries to achieve synergistic progress. Through positive interactions between industries, these two aspects enhance the stability and resilience of the economic system, ultimately driving high-quality economic development.

The principle of synergy in system integration indicates that coordinated regional development is an important means of driving high-quality economic development. The synergy of system integration emphasizes that various elements should cooperate and advance together through coordinated regional development. "The strategy for coordinated regional development in the New Era should focus on strengthening synergy with major regional strategies, realizing coordinated regional development by following established trends and taking multiple measures simultaneously." Coordinated regional development can strengthen industrial synergy and complementarity between regions, narrow regional economic disparities, achieve the interconnectivity of infrastructure, realize the joint construction and sharing of the ecological environment, and accomplish balanced national economic development. Since different regions possess different resource endowments and industrial foundations, they can engage in internal industrial division of labor and cooperation based on their respective advantages during coordinated development. Furthermore, coordinated regional development can break down the regional fragmentation caused by geographical differences, further promoting cross-regional commercial cooperation, trade, and the liberalization and facilitation of investment, thereby forming an inclusive, open, orderly, competitive, and dynamic market system. Advancing coordinated regional development through system integration will become an important means for enterprises to expand their market scope, achieve economies of scale, reduce production costs, and improve market economic efficiency. At the same time, the expansion of market scales contributes in turn to driving coordinated regional development, thereby attracting more investment, stimulating market vitality and creativity, and promoting high-quality economic development.

The principle of dynamism in system integration indicates that the implementation of dynamic monitoring is an important support for driving high-quality economic development. The dynamism of system integration emphasizes that a system must constantly adjust and optimize itself based on environmental changes. In the process of economic development, the implementation of dynamic monitoring serves as a vital pillar for high-quality development. At the microeconomic level, establishing a dynamic monitoring system allows for the real-time capture of market information, helping enterprises to adjust production strategies in a timely manner based on monitoring data and to research and manufacture products that adapt to market demand. At the macroeconomic level, dynamically monitoring macroeconomic trends and key indicators helps the government grasp the state of economic operations in real time. Based on the monitoring results, the government can implement precise policies, utilizing scientific fiscal and monetary policies to regulate the market economy, ensuring its orderly and stable development, and providing an important basis for high-quality economic development. At the same time, dynamic monitoring should not only focus on quantitative indicators of economic growth but should also increase the weight of dynamic monitoring regarding resource utilization, environmental protection, and social well-being. Through monitoring data, various social problems arising in the development of the market economy can be discovered and resolved in a timely manner, thereby promoting the coordinated development of the economy and society and achieving the optimized advancement and goal attainment of high-quality economic development.

III. The Practical Path for Advancing Comprehensively Deepening Reform through System Integration

System integration prioritizes wholeness, emphasizes synergy, and accounts for dynamism. It therefore requires enhancing the overall efficacy of comprehensively deepening reform through strategies such as strengthening the top-level planning of reform institutions, focusing on the synergistic advancement of reform measures, and establishing dynamic adjustment mechanisms for reform. This will inject powerful momentum into the realization of Chinese-path modernization.

(1) Adhering to the principle of wholeness and emphasizing top-level design for institutional building

Institutional building carries decisive strategic significance in the process of comprehensively deepening reform. General Secretary Xi Jinping has emphasized the need to "persist in taking institutional building as the main line, strengthen top-level design and overall planning, combine 'breaking' and 'establishing' while prioritizing establishing over breaking [16], solidify fundamental systems, improve basic systems, and innovate important systems." This indicates that the top-level design of reform institutions requires proceeding from the global situation, using system integration methods to formulate reform plans, clarify reform goals, and develop and improve fundamental, basic, and important systems. This achieves the system integration of institutional building, thereby constructing a solid institutional guarantee for further advancing comprehensively deepening reform. Institutional building is a vital method for comprehensively deepening reform; performing institutional building through system integration requires a profound grasp of the organic relationship between fundamental, basic, and important systems. In institutional building, fundamental systems are the "trunk," determining the nature of the institutional framework and possessing the highest authority and leadership in further advancing comprehensively deepening reform. Basic systems are the "branches," providing the detailed expansion and unfolding of the fundamental system framework within the reform process. Important systems are the "leaves," representing the concrete forms of practice for fundamental and basic systems, ensuring that the institutions for further advancing reform take root and achieve results. As Mao Zedong stated: "To build the house of the Chinese revolution, we must first have the blueprints. Not only must there be a large blueprint, a general blueprint, but also many small blueprints and sub-blueprints." [17] This refers to the top-level design of the revolution; further advancing comprehensively deepening reform in the New Era similarly requires "large blueprints and general blueprints." Doing a good job in the top-level design of institutional building means systematically planning the large, general, and small blueprints of comprehensively deepening reform. As a complex systemic project, further deepening reform also benefits from top-level design at the macro level to clarify the priorities and difficulties of reform, grasp the principal and secondary contradictions of reform, and draw a clear "design sketch" for further advancement. With fundamental systems as the "foundation," basic systems as the "skeleton," and important systems as the "flesh and blood," a clearly layered and mutually supporting system of institutions for socialism with Chinese characteristics is formed, building a solid institutional guarantee for the further advancement of comprehensively deepening reform.

Further comprehensively deepening reform covers multiple fields and levels. Strengthening the top-level design of reform institutions requires correctly grasping the hierarchical nature, staged progression, and priorities of reform goals. Some scholars have proposed: "To grasp them through hierarchy, they can be divided into general goals of reform and specific sub-goals for each field; to grasp them through temporality, they can be divided into fundamental goals and staged goals of reform; to grasp them through priority, they can be divided into primary and secondary goals of reform." [18] Overall, the general, fundamental, and primary goals of reform point the way and the path for further comprehensively deepening reform, while the sub-goals, staged goals, and secondary goals in various fields enhance the operability and measurability of the reform. Clear reform goals are the fundamental principles to be followed in strengthening top-level design. To achieve reform goals, specific sub-goals, staged goals, and secondary goals must be set at different stages, but they must always center on the general, fundamental, and primary goals. Reform in various fields must be systematically planned to ensure they all advance synergistically toward this common objective, breaking through barriers between departments and regions to achieve the optimized allocation of resources. The hierarchical nature, staged progression, and priorities of the goals of comprehensively deepening reform require not only that the goals fit together but also that they be refined and quantified according to actual development conditions, providing the correct direction and clear tasks for the advancement of reform.

(2) Emphasizing the principle of synergy and coordinating the connected progress of reform measures

Coordinating the whole and advancing synergistically are important work methods formed by the Party during the processes of revolution, construction, and reform. The Third Plenary Session of the 20th CPC Central Committee clearly pointed out the need to "strengthen system integration and improve the overall planning and systematic layout of reform, so that reforms in all aspects are coordinated and highly efficient." Systemically advancing comprehensively deepening reform requires both the synergistic progress of reform measures across different fields and the continuity of reform measures within the same field.

First, the systemic and complex nature of comprehensively deepening reform requires emphasizing the principle of synergy and coordinating the connected progress of reform measures. The Third Plenary Session of the 20th CPC Central Committee planned the "further comprehensive deepening of reform under the framework of coordinately advancing the Five-Sphere Integrated Plan and the Four Comprehensives strategy, coordinately deploying economic structural reform and reforms in other various fields." The Decision made systematic deployments for further comprehensively deepening reform starting from "seven focuses" and "fourteen key areas." [19] The interconnectedness and complexity between these various fields determine that comprehensively deepening reform must coordinate measures and advance synergistically. Only by scientifically grasping the interrelationships between and within various fields, links, and departments of reform can we ensure that reform goals are focused and unified, reform measures cooperate with one another, and reform outcomes complement each other. To this end, General Secretary Xi Jinping pointed out: "When we speak of having 'boldness' but taking 'steady steps,' the steady steps refer to coordinated consideration, comprehensive demonstration, and scientific decision-making. Reforms in all social sectors and reforms in Party building are closely linked and interact with each other; reform in any one field will affect other fields and, at the same time, requires the close cooperation of reforms in those fields." Reform is a case where "pulling one hair moves the whole body" [20]; issues appearing in any single link or field of reform will affect other links and even the operation of the whole. Thus, only coordinated advancement can ensure the successful play of the "national chess game" [21], maintaining the focused effort of development goals, the cooperative attack of measures, and the mutual pull of achievements across all fields, links, and departments of reform, thereby ensuring that the reform process continues to deepen and the path of reform remains steady and far-reaching.

Second, because reform measures in different fields are interrelated and mutually influential, building an effective synergy mechanism is the key to achieving their cooperation and coordinated advancement. In practice, economic structural reform often exerts a profound influence on various fields, and vice versa. In advancing economic structural reform, building a high-level socialist market economy system requires the government to transform its functions—both reducing direct intervention in the micro-economy and strengthening macro-regulation and market supervision. This requires political structural reform to adapt accordingly, advancing the reform of government institutions, optimizing the allocation of government functions, and improving administrative efficiency to create a favorable institutional environment for the development of the market economy. Thus, reform is not a simple summation of subsystems but a unified whole of multi-level integration. The mutual influence and constraint relationships between various fields of reform are massive and complex system elements. The institutionalization of reform measures must never be done haphazardly; only by grasping the interrelationships of various fields through system integration and formulating reform measures that promote each other in a virtuous cycle can a favorable environment be created for comprehensively deepening reform.

Finally, reform in a single field is a process of continuous advancement and deepening. Focusing on the continuity of reform measures, ensuring coherence and inheritance, and avoiding conflicts and contradictions are crucial to the success of the reform. The construction of the basic rural management system is a key issue in the field of rural and agricultural development for further comprehensively deepening reform. Although we have established a complete basic rural management system, new development problems have emerged as the reform deepens. In response, the Third Plenary Session of the 20th CPC Central Committee further pointed out: "Bring forward the pilot programs for extending the second round of land contracts by another 30 years upon their expiration in an orderly manner, deepen the reform for the separation of ownership, contracting, and management rights for contracted land, and develop appropriately scaled agricultural operations." [22] From this, it is evident that reform in any field is not achieved overnight but is advanced step-by-step according to development needs and actual conditions at different stages. This requires the formation of organic links and mutual promotion between reform measures of different stages. To achieve continuity in reform measures within the same field, it is necessary to conduct in-depth research and summarize the historical process of the reform and clarify the goals of the current stage of reform. Only by identifying deficiencies in the reform process and combining them with development needs and situational changes can reform measures be formulated that conform to actual conditions.

(3) Applying the principle of dynamism and establishing dynamic adjustment mechanisms for reform

Reform is a dynamic process. Only by scientifically grasping the dynamic changes in the movement of contradictions within things can we ensure that comprehensively deepening reform runs in the ideal direction. To this end,

"We must be adept at using reform-oriented thinking and methods to make holistic plans for both short-term responses and medium-to-long-term development. We must both arrange the layout strategically and place the pieces effectively at key junctures." [23] Comprehensively deepening reform is the powerful engine driving the realization of Chinese-path modernization, and Chinese-path modernization is the vital objective of comprehensively deepening reform. Only by establishing a mechanism for the dynamic adjustment of reform can we ensure that reform better adapts to environmental changes, corrects deviations occurring in the process in a timely manner, and ensures that further comprehensively deepening reform remains closely aligned with the goal of achieving Chinese-path modernization. In the process of comprehensively deepening reform, the shifting landscapes of domestic and international socio-economic development, as well as the evolving needs of the masses, require timely adjustments to reform measures. Otherwise, the effectiveness of the reforms may be significantly compromised, or they may even deviate from their intended targets. To this end, "we must use reform as a driving force to promote steady growth, adjust structures, and prevent risks; fully leverage the leading role of economic structural reform; and promptly introduce a batch of reform measures that are mature in condition, tangible, and accessible." [24]

From the perspective of domestic and international socio-economic development, the realignment of the global economic landscape, the rapid development of the technological revolution, and China’s economy entering the "new normal" [25] have all exerted a profound impact on further comprehensively deepening reform. Facing the intensification of international trade frictions and the remodeling of global industrial and supply chains, China's strategy for opening up needs timely adjustment. While maintaining the stability of relevant reform measures, we must engage in self-regulation, self-improvement, and self-development based on the situation and development needs, ensuring that reform advances in a coordinated, stable, and orderly fashion. As reform continues to deepen, contradictions and problems accumulated in various fields and links in the past will surface. This requires all sectors and departments to dynamically adjust reform measures, coordinating all forces within a dynamic equilibrium to ensure the smooth realization of reform goals. In light of the current international and domestic development situation, China's industrial policies are undergoing dynamic adjustment—increasing the cultivation of the domestic demand market and promoting the mutual reinforcement of domestic and international dual circulation. This accelerates industrial upgrading, optimizes the industrial structure, and enhances core industrial competitiveness to cope with the uncertainties of the external environment.

"When advancing any major reform, one must grasp and handle major reform-related issues from the standpoint of the people, and plan reform ideas and formulate reform measures based on the interests of the people." Entering the new stage of development, along with the continuous improvement of people's well-being, the masses' pursuit of a better life has undergone a "connotative leap." This evolution in demand is reflected not only in the qualitative and quantitative expansion of material and cultural life, but also in multidimensional extensions such as institutional identification with democracy and the rule of law, the realization of the values of fairness and justice, the guaranteed capacity for public safety, and the livable quality of ecological governance. This necessitates that comprehensively deepening reform must cover numerous fields of social development, thereby requiring the advancement of reform through systematic integration. Furthermore, it requires the dynamic adjustment of reform measures; for instance, reforms in sectors concerning people's livelihoods—such as education, healthcare, and elderly care—must be continuously adjusted according to the new needs of the masses to satisfy diverse and personalized demands. As some scholars have noted: "Only by grounding institutional guarantees in the practical satisfaction of the people’s aspirations for a better life can we effectively respond to the fundamental orientation of further comprehensively deepening reform—increasing the people's well-being—and advance Chinese-path modernization with the historical force of the people creating history." Clearly, advancing comprehensively deepening reform through systematic integration is a long-term project. Only by establishing a dynamic adjustment mechanism for reform—one that emphasizes both the strategic resolve of top-level design and the dynamic optimization of the implementation process—can we inject the vitality of the times into the realization of Chinese-path modernization.

Conclusion

As the core methodology for comprehensively deepening reform in the New Era, the theoretical and practical value of systematic integration has been fully demonstrated in the process of advancing Chinese-path modernization. By constructing a "three-in-one" analytical framework of "theoretical foundation–target orientation–practical path," this article has systematically elucidated the generative, value-based, and practical logics of systematic integration. First, systematic integration possesses deep theoretical origins and distinct contemporary connotations. It is rooted in the requirements of Marxist systemic thinking regarding totality, systematicity, and dynamism; it draws upon the systemic wisdom of traditional Chinese philosophy, such as "the unity of heaven and humanity" [26] and the "Yin-Yang and Five Elements" [27]; it borrows the principles of wholeness, correlation, and dynamics from modern systems science; and it crystallizes the Party's valuable experience in applying the systems concept in the New Era. Together, these constitute the theoretical support for systematic integration as a scientific methodology for reform.

Second, systematic integration guides the direction of reform through a multi-level objective system. Its practical orientation is centrally embodied in the foundational goal of improving and developing the system of socialism with Chinese characteristics, the fundamental goal of promoting the modernization of the state governance system and governance capacity, and the key goal of promoting high-quality development. These three goals are progressive and organically unified, jointly serving the comprehensive advancement of Chinese-path modernization. Finally, systematic integration emphasizes a systematized practical path of "top-level design–coordinated advancement–dynamic adjustment." In terms of institutional construction, it focuses on the holistic coordination of fundamental, basic, and important systems; in the advancement of reform, it emphasizes the interlocking and cooperation of policy measures across fields and levels; and in the operation of mechanisms, it establishes a system of dynamic monitoring and feedback adjustment, thereby comprehensively enhancing the systematicity, integrity, and adaptability of reform. With its distinct Chinese characteristics and powerful practical efficacy, the methodology of systematic integration builds the logical framework for reform and innovation in the New Era. It provides a vital path for transforming institutional advantages into governance efficacy and for ensuring that Chinese-path modernization progresses steadily and reaches far. To further comprehensively deepen reform, we must persist with the systems concept, strengthen systematic integration, and continue to promote the modernization of the state governance system and governance capacity at the intersection of historical logic and the requirements of the times.
