On October 31, the Academy of Marxism conveyed and studied the spirit of the Sixth Plenary Session of the 18th CPC Central Committee
In order to deeply study, implement, and realize the spirit of the Sixth Plenary Session of the 18th Central Committee of the Communist Party of China (CPC), further strengthen the discipline, solemnity, and standardization of political life within the Institute of Marxism Studies, and carry out the "Two Studies, One Action" [1] education program in depth, the Institute of Marxism Studies held a general assembly for all staff on the morning of October 31. This was done in accordance with the deployments of the Central Committee and the Party Leadership Group of the Academy regarding the earnest organization of the communication and study of the spirit of the Sixth Plenary Session of the 18th Central Committee. Comrade Deng Chundong, Party Committee Secretary and President of the Institute, presided over the meeting. Vice Presidents Fan Jianxin and Jia Chaoning attended, and all cadres and staff of the Institute of Marxism Studies participated.
The meeting communicated the contents of the Communiqué of the Sixth Plenary Session of the 18th Central Committee, as well as the main points of President Wang Weiguang’s speech at the Chinese Academy of Social Sciences (CASS) assembly for communicating and studying the spirit of the session. The meeting studied the primary spirit of the Plenary Session. Based on the Communiqué issued by the session, Secretary Deng Chundong elaborated on the main contents of this Plenary Session from twelve aspects, enhancing the participating comrades' understanding and comprehension of the spirit of the session. In his interpretation of the session's spirit, Secretary Deng Chundong pointed out:
First, from the dimension of Party history, the convening of the Sixth Plenary Session of the 18th Central Committee represents a re-mobilization and re-deployment of comprehensively and strictly governing the Party under new circumstances. This is the most significant step since the Fifth Plenary Session of the 11th Central Committee in 1980, which summarized the lessons of the "Cultural Revolution," restored inner-Party political life, and adopted the Certain Guiding Principles for Inner-Party Political Life. The Plenary Session deeply summarized the history of the Party and new experiences in managing and governing the Party in the new period. By taking the solemnization of inner-Party political life as the fundamental foundational work for comprehensively and strictly governing the Party and as a major task for the whole Party, it has provided an important compliance framework for strengthening and standardizing inner-Party political life under new circumstances.
Second, from the dimension of the Party’s cause, our Party is currently advancing the cause of socialism with Chinese characteristics in a comprehensive manner; its tasks are arduous and the difficulties are great. The convening of the Sixth Plenary Session of the 18th Central Committee provides organizational, ideological, and stylistic guarantees for our Party to better lead the people in responding to challenges, better conducting the great struggle with new historical characteristics [2], and better fulfilling historical tasks.
Third, from the dimension of the risks faced by the Party, in the new historical period and under a new situation where the global, national, and Party conditions have undergone profound changes, the "four tests" and "four dangers" [3] are placed before every Communist more sharply than ever before. For our Party to resist the risks of governance, withstand the "four tests," and overcome the "four dangers," it must formulate a set of principles for inner-Party political life under the new situation.
Integrating the practical work of the Institute of Marxism Studies, Comrade Deng Chundong set forth requirements for all cadres and staff regarding the study and implementation of the spirit of the Sixth Plenary Session of the 18th Central Committee:
First, deeply implement the requirements of the Central Committee and the Party Leadership Group of the Academy, and study and implement the spirit of the Sixth Plenary Session from all dimensions and multiple angles. Each Party branch must immediately organize members to carry out study and discussion. In mid-November, the Institute will organize an exchange meeting for studying the spirit of the Sixth Plenary Session, where each branch will nominate representatives to deliver exchange speeches on their learning.
Second, implement the spirit of the Sixth Plenary Session into the scientific research work of the Institute. Staff of the Institute of Marxism Studies must carry out their work centered on the overall situation of the Party and the state, undertaking the tasks of publicizing and interpreting the spirit of the Sixth Plenary Session with a high sense of responsibility and mission. Each research department should quickly produce theoretical research results based on the spirit of the session, interpreting the theoretical and practical significance of the Sixth Plenary Session from perspectives such as Marxist party-building, the construction of the CPC, withstanding the "four tests," and overcoming the "four dangers."
Third, implement the spirit of the Sixth Plenary Session into the political life of the Institute. All cadres and staff must take the spirit of the Certain Guiding Principles for Inner-Party Political Life Under the New Situation as their guide, establish an awareness of discipline and rules, strictly abide by Party discipline, and strengthen internal management. With a stronger sense of responsibility, a firmer political consciousness, and a clearer awareness of rules, they should concentrate their minds and energy, forge ahead with enterprise, and promote the reform, innovation, and development of the Institute.
Comrade Deng Chundong also carried out mobilization and deployment for the 2016 annual assessment work and the preparatory work for the 2017 Innovation Project [4]. Vice Presidents Fan Jianxin and Jia Chaoning made specific arrangements respectively regarding the performance appraisal for late-stage funding of the Innovation Project, the conclusion of innovation projects, and safety work.
