Academic Symposium on "Targeted Poverty Alleviation: Theory, Policy, and Practice in Damo Village, Longbang Town, Jingxi City, Guangxi" Held in Jingxi, Guangxi
On the afternoon of July 11, the Institute of Marxism Studies of the Chinese Academy of Social Sciences (CASS) and the Jingxi Municipal Committee of Guangxi jointly held an academic seminar titled "Targeted Poverty Alleviation: Theory, Policy, and Practice in Damo Village, Longbang Town, Jingxi City, Guangxi" at the Jingxi Municipal Committee office. This meeting was based on the preliminary research findings of the sub-project "Research on Poverty Alleviation, Enriching the People, and Consolidating the Border in China-Vietnam Border Areas—A Case Study of Damo Village, Longbang Town, Jingxi City, Guangxi." This sub-project is part of the 2016 major national conditions research project "Targeted Poverty Alleviation Survey of One Hundred Villages," a collaboration between CASS and the State Council Leading Group Office of Poverty Alleviation and Development. The project is chaired by Researcher Pan Jin’e, Deputy Director of the International Communist Movement Department at the Institute of Marxism Studies, CASS. Over 40 participants were invited to the seminar, including poverty alleviation experts, heads of various departments of the Jingxi Municipal Government, representatives of the border defense units stationed in Jingxi, representatives from the China-Vietnam Cross-border Economic Zone companies, and village representatives.
Researcher Fan Jianxin, Vice President of the Institute of Marxism Studies at CASS, delivered the opening remarks. Vice President Fan noted that the subject of this research project, Damo Village in Longbang Town, Jingxi City, Guangxi, possesses distinct characteristics. It is a typical "old, ethnic, border, and poor" [1] region of our country and a "Revolutionary Old Area" [2]. Moreover, it serves as an important port and connecting point for our country’s promotion of the "Belt and Road Initiative" [3] and thus holds significant developmental potential. Vice President Fan expressed his confidence that this project is of great significance for implementing the national targeted poverty alleviation strategy, providing accurate information to achieve the national goals of total poverty eradication and the realization of a moderately prosperous society by 2020, and offering decision-making references for relevant departments.
Bi Hongfei, Vice Mayor of the Jingxi Municipal People's Government, systematically introduced the achievements, problems, and countermeasures regarding poverty alleviation in Jingxi City. Professor Lyu Lingli, an expert in rural poverty alleviation from the Business School of Guangxi University, expounded on Guangxi’s 13th Five-Year Plan for the "Strike Hard" Campaign Against Poverty [4], Guangxi’s poverty alleviation policies, current achievements, and existing challenges. Leaders from a certain Guangxi border defense unit, representatives of the Guangxi Jingxi Wanshenglong Investment Group, leaders of relevant Jingxi municipal departments, and members of the project team spoke successively at the meeting. Participants engaged in in-depth discussions on the theory and policy of targeted poverty alleviation, as well as the implementation and problems of these policies in Damo Village. This seminar enabled the project team to gain a systematic and thorough understanding of the poverty alleviation situation in Jingxi City and regarding Damo Village specifically. This will assist the team in achieving high-quality research results while providing a valuable learning opportunity for the cadres of relevant departments in Jingxi City. The seminar was chaired by Researcher Pan Jin’e.
Following the seminar, project team members and invited experts conducted on-site inspections of the Longbang Town Port, the Wanshenglong Company, the China-Vietnam Cross-border Economic Zone, and Damo Village, conducting interviews with the subjects of the investigation.
