On February 3, the Academy of Marxism Conveyed and Studied the Spirit of the 2021 Annual Working Conference of the Chinese Academy of Social Sciences

On February 3, 2021, the Institute of Marxism Studies held a general assembly of all personnel to convey the spirit of the Chinese Academy of Social Sciences (CASS) 2021 Annual Work Meeting [1]. Xin Xiangyang, Secretary of the Party Committee of the Institute of Marxism Studies, attended and presided over the meeting. Vice Presidents Gong Yun and Lin Jianhua attended. Directors and deputy directors of the various research departments, research offices, and editorial departments, as well as the heads of functional departments, participated in the main venue, while other personnel watched the live stream via video.

Xin Xiangyang conveyed the main contents of the work report delivered by Xie Fuzhan, President and Secretary of the Leading Party Members’ Group [2] of CASS, at the 2021 Annual Work Meeting. The report pointed out that in 2020, CASS’s study, research, and interpretation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era continued to deepen. CASS resolutely implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions as well as the decision-making deployments of the CPC Central Committee. It strengthened the construction of Marxist positions and the "top leader" project [3] for ideological work. Substantial progress was made in the construction of the "Three Great Systems" [4], the construction of national high-end think tanks yielded fruitful results, and significant achievements were made in work related to epidemic prevention and control. The report outlined the development goals of the "14th Five-Year Plan," emphasizing that CASS should be built into a "nationally top-tier, internationally first-class" national team for philosophy and social science research. The report deployed key tasks for 2021: first, to focus on improving political judgment, deeply studying, researching, and interpreting Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and consolidating the strong positions of Marxism and the Party's ideology; second, to focus on improving political understanding, deeply researching major theoretical and practical issues of the New Era and the new stage of development; third, to focus on improving political execution, accelerating the construction of the "Three Great Systems," and strengthening the construction of national high-end think tanks. It is necessary to center on the "Two Overall Situations" [5], focus on hot issues such as the centenary of the founding of the Party to launch high-quality research results, and do a good job in transforming research results into applied countermeasures.

Xin Xiangyang also conveyed the main contents of the report on comprehensively and strictly governing the Party and strengthening Party building work delivered by Wang Jingqing, Vice President and Deputy Secretary of the Leading Party Members’ Group. The report reviewed the Party building work in 2020. In 2020, CASS persisted in taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guide, earnestly studied and implemented the spirit of General Secretary Xi Jinping's important speech at the Work Meeting on Party Building in State Organs, as well as the spirit of the 19th CPC National Congress and its second, third, fourth, and fifth plenary sessions. It comprehensively strengthened the Party's political, ideological, organizational, conduct-related, disciplinary, and institutional construction, and promoted the development of comprehensively and strictly governing the Party toward greater depth, providing a strong guarantee for accelerating the construction of the "Three Great Systems" of philosophy and social sciences with Chinese characteristics. The report deployed the main Party building tasks for 2021: first, to take a clear-cut stand on politics, resolutely achieve the "Two Upholds," and continuously improve political judgment, political understanding, and political execution; second, to deeply study, publicize, and research Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and organize the series of activities celebrating the 100th anniversary of the founding of the Communist Party of China; third, to focus on consolidating the organizational foundation and comprehensively strengthen primary-level Party building; fourth, to continue promoting the improvement of Party conduct and the enforcement of discipline, creating a clean and upright environment for scientific research and academic work; fifth, to grasp the laws governing scientific research and strengthen the political responsibility for managing and governing the Party.

After conveying the two reports, Xin Xiangyang set forth requirements for the Institute of Marxism Studies to implement the spirit of the CASS work meeting and perform its 2021 work well. First, it is necessary to strengthen the construction of talent, create a domestic first-class highland for talent, and attract more high-end talent to gather. It is necessary to increase the cultivation of young talent, dare to "place burdens on the shoulders" [6] of young people, and allow young researchers to be tempered through practice. Second, it is necessary to improve the sense of teamwork and the ability for collective scientific research breakthroughs. Third, it is necessary to launch high-grade research results; there must be both more high-quality basic research results and more high-quality think-tank results that can truly serve the decision-making of the CPC Central Committee and the State Council, as well as high-quality textbooks that can be accepted and adopted by the education system. Fourth, it is necessary to demonstrate the level of a national team, staying at the forefront of the country in deeply researching and interpreting Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, promoting the construction of the "Three Great Systems," producing academic masterpieces and classic works, creating academic dissemination platforms, constructing national high-end think tanks, and building international communication capabilities.

Subsequently, Vice President Gong Yun conveyed the spirit of the speech delivered at the work meeting by Yang Xiaoshan, leader of the Discipline Inspection and Supervision Group dispatched by the Central Commission for Discipline Inspection (CCDI) and the National Commission of Supervision (NCS) to CASS and a member of the Leading Party Members’ Group. Group Leader Yang Xiaoshan put forward opinions on two aspects regarding the in-depth study and implementation of the spirit of General Secretary Xi Jinping's important speech at the Fifth Plenary Session of the 19th CCDI, unswervingly taking a clear-cut stand on politics, and promoting the high-quality development of discipline inspection and supervision work at CASS in the New Era. First, deeply study and implement the spirit of the Fifth Plenary Session of the 19th CCDI, consciously align thoughts and actions with the decision-making deployments of the CPC Central Committee, and continuously improve political judgment, political understanding, and political execution. Second, promote the in-depth development of comprehensively and strictly governing the Party through high-quality discipline inspection and supervision work, providing powerful guidance and a strong guarantee for accelerating the construction of philosophy and social sciences with Chinese characteristics. After conveying the spirit of the speech, Vice President Gong Yun also put forth requirements for the Institute of Marxism Studies to implement the spirit of the speech and strengthen related work.
