On September 1, 2021, the Institute of Marxism Studies held a general assembly of all personnel to convey and study the spirit ^[1] of the Chinese Academy of Social Sciences (CASS) 2021 Summer Topical Seminar. Xin Xiangyang, Secretary of the Party Committee, presided over the meeting and delivered the communication and speech. Vice Presidents Gong Yun, Lin Jianhua, Yu Junxiao, and all comrades of the Institute of Marxism Studies attended the meeting.

Xin Xiangyang introduced the situation of the topical seminar, focusing on conveying the spirit of the speech titled "Promoting the Integrated Development of Basic Theoretical Research and Applied Policy Research" delivered by Comrade Xie Fuzhan, President and Secretary of the Leading Party Members’ Group ^[2] of CASS, at the seminar. He pointed out that President Xie’s speech was exceptionally rich in content and far-reaching in its conception. It holds important guiding significance for promoting the integrated development of basic theoretical research and applied policy research at our Academy in the New Era and the new stage of development, for fulfilling the functions entrusted to our Academy by the Party Central Committee more comprehensively and at a higher level, and for accelerating the construction of philosophy and social sciences with Chinese characteristics.

Xin Xiangyang requested that all comrades of the Institute of Marxism Studies profoundly grasp the spirit of President Xie’s speech. First, it is necessary to strengthen basic theoretical research and make the foundations of theory more solid; the deeper the research into basic theory, the more intellectual height policy research can achieve. Second, emphasis must be placed on the integrated development of basic theory and applied policy research; while promoting the transformation of basic theoretical research into policy research, one must also promote the theoretical sublimation ^[3] of applied policy research. Third, one must be adept at focusing on and researching major theoretical and practical problems. In researching problems, scholars of the Institute of Marxism Studies must adhere to a distinct Marxist standpoint, viewpoint, and method. Only by standing from a Marxist perspective and making full use of the basic principles of Marxism to observe problems can one propose viewpoints and theories with unique perspectives, original insights, theoretical depth, and intellectual height; otherwise, one can only follow what others say ^[4] and remain at a superficial level. Fourth, one must constantly pay attention to what the Party Central Committee is concerned with and what it requires, always keeping an eye on the overall landscape of the cause of the Party and the state, closely following the decision-making needs of the Party Central Committee and the State Council, and producing more excellent results that provide important reference value for policy formulation and play an important role in promoting the development of our cause.

He emphasized that all comrades of the Institute of Marxism Studies must effectively implement the spirit of President Xie’s speech into their specific work. Every scientific research department must identify focal points and propose concrete work measures. The Party Committee of the Institute of Marxism Studies will grasp the overall situation and conduct holistic planning, striving to further deepen basic theory and further elevate policy research. The goal is to submit more high-quality policy information and produce more high-quality results, making a greater contribution to the cause of the Chinese Academy of Social Sciences.
