On November 6th, leaders of the Academy of Marxism held a symposium with a delegation from the Theoretical Council of the Central Committee of the Communist Party of Vietnam

On the morning of November 6, 2023, Xin Xiangyang, Secretary of the Party Committee and Director of the Institute of Marxism Studies (Academy of Marxism) [1], met with a delegation from the Theoretical Council of the Central Committee of the Communist Party of Vietnam led by Chairperson Ta Ngoc Tan. An academic symposium was arranged at the Institute of Marxism Studies, presided over by Vice Director Lin Jianhua. Lin Jianhua welcomed Chairperson Ta Ngoc Tan and the delegation, providing a detailed introduction to the functional positioning of the Chinese Academy of Social Sciences (CASS), as well as the history, organizational structure, platform development, and personnel development of the Institute of Marxism Studies. He also discussed the integrated development of research and education through the merger of the Institute with the School of Marxism at the University of the Chinese Academy of Social Sciences (UCASS), along with disciplinary development and talent cultivation.

Chairperson Ta Ngoc Tan expressed his honor at visiting the Institute of Marxism Studies at the Chinese Academy of Social Sciences. He introduced the functional positioning of the Theoretical Council of the Central Committee of the Communist Party of Vietnam, as well as the primary goals and tasks of this visit to China and the Institute of Marxism Studies. Ta Ngoc Tan pointed out that the Communist Parties of Vietnam and China share a profound revolutionary friendship, and that the Communist Party of Vietnam places great emphasis on absorbing the valuable experience of the Communist Party of China (CPC) in leading the development of socialism in China. This valuable experience has also strengthened Vietnam's confidence in developing socialism.

Xin Xiangyang welcomed Chairperson Ta Ngoc Tan and the delegation to the Institute. He delivered a keynote report titled "Main Achievements and Basic Experiences of China's State-Owned Enterprise Reform." Xin Xiangyang pointed out that state-owned enterprises (SOEs) constitute an important material and political foundation for socialism with Chinese characteristics, serving as a vital pillar and supporting force for the Party in governing and rejuvenating the country; they play an irreplaceable and major role in the process of comprehensively advancing Chinese-path modernization. Since the second half of 2020, through the implementation of the Three-Year Action Plan for the Reform of State-Owned Enterprises (2020–2022), the reform of market-based operating mechanisms in SOEs has been deeply advanced. Corporate vitality has been continuously strengthened, efficiency has steadily improved, the layout and structure of the state-owned economy have been optimized and adjusted, and the overall functionality and allocation efficiency of state-owned capital have significantly increased. Furthermore, the supervision system for state-owned assets has become more mature and finalized, with institutional development effectively strengthened.

Xin Xiangyang emphasized that in the practice of SOE reform in the New Era, we have accumulated valuable experience that needs to be sustained over the long term and continuously improved: first, SOE reform must always uphold the leadership of the Party; second, SOE reform must always persist in serving the overall interests of the Party and national undertakings; third, SOE reform must always persist in the reform direction of the socialist market economy; and fourth, SOE reform must always persist in a scientific reform methodology. Xin Xiangyang noted that China's state-owned assets and enterprises will fully implement the spirit of the 20th CPC National Congress and the arrangements of the Central Economic Work Conference. Focusing on improving the core competitiveness and enhancing the core functions of enterprises, they will deeply implement a new round of actions to deepen and upgrade SOE reform. They will unswervingly promote making state-owned capital and SOEs "stronger, better, and larger," playing a greater role in building a modern industrial system and constructing the new development pattern.

This involves: first, deepening reform around enhancing industrial leadership to better promote the construction of a modern industrial system; second, deepening reform around lifting technological innovation capabilities to effectively play an important role in the new-type whole-nation system [2]; third, deepening reform around increasing security support capabilities, focusing on improving the capacity for secure development; fourth, deepening reform around building modern new SOEs, accelerating the improvement of modern corporate governance for SOEs with Chinese characteristics; and fifth, deepening reform around creating a market environment of fair competition to better exert the leading and strategic supporting roles of the state-owned economy.

He Xinyuan, a Senior Research Fellow and Deputy Director of the Department of Sinicization Studies at the Institute, delivered a keynote report titled "The Development and Experiential Enlightenment of Socialism with Chinese Characteristics in the New Era." He provided an exposition focused on the enrichment and development of socialism with Chinese characteristics in the New Era, its intrinsic prescriptions, and the specific insights drawn from its development. Participants also engaged in exchange and discussion revolving around the theme of the meeting.

The symposium was attended by relevant comrades from the International Department of the CPC Central Committee, along with researchers from the Institute of Marxism Studies, including Vice Director Chen Zhigang, Research Department Director Pan Jin'e, Deputy Director Dai Lixing, Deputy Director of the Editorial Department Zhang Jiangang, and Research Office Director Liu Xukuan.
