The Mobilization Meeting for the Fourth Inspection Group of the Party Leadership Group of the Academy’s Inspection of the Party Committee of the Institute of Marxism was Held
In accordance with the unified deployment of the Group Leadership of the Chinese Academy of Social Sciences (CASS) regarding internal inspections [1], the Fourth Inspection Group of the Party Group was stationed at the Party Committee of the Institute of Marxism Studies (the "Institute") to officially launch a special inspection focused on the management of academic associations and periodicals. On the morning of October 22, 2025, the mobilization meeting for the Fourth Inspection Group’s entry into the Institute of Marxism Studies was convened. Entrusted by the Inspection Work Leading Group of the Party Group, Comrade Ke Wenjun—Director of the Personnel and Education Bureau, Executive Vice President of the CASS Party School, and member of the Inspection Work Leading Group—conveyed the spirit [2] of the 2025 CASS internal inspection mobilization and deployment meeting. Comrade Zhang Lei, leader of the Fourth Inspection Group, reported on the inspection tasks and work arrangements and put forward requirements for successfully executing the inspection. Comrade Luo Wendong, Secretary of the Party Committee of the Institute of Marxism Studies, presided over the meeting and delivered a statement on behalf of the Institute's Party Committee.
Comrade Ke Wenjun conveyed the spirit of the speech delivered at the mobilization and deployment meeting by Comrade Gao Xiang, President of CASS, Secretary of the Party Group, and Leader of the Inspection Work Leading Group. He pointed out that it is essential to earnestly implement General Secretary Xi Jinping’s important speeches on inspection work. Internal inspections must persist in centering on the core and serving the overall situation; adhere to a problem-oriented approach and a strict keynote [3]; maintain a systemic outlook and leverage the role of comprehensive supervision; and adhere to the principle of seeking truth from facts in accordance with regulations, discipline, and the law. It is necessary to accurately grasp the priorities of supervision. Through internal inspections, we must strive to strengthen supervision over the inspected Party organization's practice of the "Two Upholds," the implementation of rectifications required by Central Government inspections [4], the supervision of "top leaders" [5], and the supervision of key fields and crucial links. This special inspection must delve deep into understanding risks to integrity and corruption issues existing in academic associations, non-entity research centers, and the publication of manuscripts in journals. The inspected Party organization must fully recognize the authority and seriousness of the inspection, actively support and cooperate with the work, and earnestly shoulder the primary responsibility for inspection rectification. It must coordinate the promotion of both Central inspection rectifications and internal inspection rectifications, ensuring that "inspection promotes reform, construction, and governance."
Comrade Zhang Lei emphasized that this special inspection focuses on the implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th CPC National Congress, and the Second and Third Plenary Sessions of the 20th Central Committee, as well as the major decisions and deployments of the Party Central Committee. It will be conducted against the benchmarks of General Secretary Xi Jinping’s important speeches, instructions, and congratulatory letters to our Academy; against the Party Constitution, regulations, and discipline; against the "Three Consensus," "Three Promises," and "Three Measures" [6] and major work deployments proposed by the CASS Party Group; and against the functional responsibilities of the inspected Party organization. Closely monitoring power and responsibility, the inspection will focus on the "Four Implementations" [7] to carry out political supervision. It will investigate in depth the strengthening of the Party’s leadership over academic associations, the promotion of high-quality development in these associations, the prevention and resolution of integrity risks therein, and the strengthening of the Party’s leadership over academic journals. It aims to identify key and prominent problems in the management of academic associations and periodicals, deeply revealing the underlying issues of responsibility and corruption. Simultaneously, a special inspection of the implementation of the responsibility system for ideological work will be integrated into this round. The inspection group will listen extensively to opinions and gain a deep understanding of the situation through briefing reports, individual interviews, receiving letters and visits [8], reviewing materials, and conducting democratic appraisals. Comrade Zhang Lei also introduced the duties and disciplinary requirements of the inspection group and made a work commitment on behalf of the Fourth Inspection Group.
Comrade Luo Wendong stated that the Party Committee of the Institute of Marxism Studies must effectively improve its political standing, resolutely implement the CASS Party Group’s inspection deployment, and ensure the smooth progress of the inspection work. Regarding the problems and suggestions pointed out by the inspection group, we will formulate rectification measures based on actual conditions, consolidate rectification responsibilities, and integrate this special inspection rectification with the ongoing consolidation of Central inspection rectifications and the promotion of high-quality development in all aspects of the Institute’s work. We will comprehensively sort through problems, analyze root causes, and implement rectification measures. We will practice the "Two Upholds" through concrete actions, implement the new "Three-Three" requirements for political construction [9] in our Academy, and ensure that we "rectify upon discovery," "draw inferences about other cases from one instance" [10], achieve comprehensive rectification, and persist over the long term. We shall carry out our work with higher standards and more pragmatic measures to promote the high-quality development of all undertakings at the Institute of Marxism Studies.
Also attending the meeting were Comrade Wang Ying, deputy leader of the Fourth Inspection Group, and all members of the group, as well as members of the Institute’s leadership team, officials at the deputy-bureau level, members of the Commission for Discipline Inspection, officials at the division level and above, and relevant staff from academic associations and periodicals. Following the meeting, the Fourth Inspection Group organized the attendees from the Institute to undergo a democratic appraisal.
