Dmitry Novikov: Currently Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation (CPRF) and First Deputy Chairman of the Committee on International Affairs of the State Duma ^[1]. He holds a Candidate of Sciences ^[2] degree in History.

Born on September 12, 1969, in Khabarovsk, Soviet Union. In 1992, he joined the CPRF. In 2004, he was elected as a member and Secretary of the CPRF Central Committee. In 2005, he was elected as a representative for the CPRF in the Amur Oblast regional assembly. In 2011, he was elected as a deputy to the 6th State Duma of the Russian Federation, where he served as a member of the CPRF faction and First Deputy Chairman of the Committee on Science and High Technologies. On February 24, 2013, at the 15th Congress of the CPRF, Novikov was elected Deputy Chairman of the Central Committee. Concurrently, he was appointed head of the Political Education Center of the CPRF Central Committee. Since 2016, he has served as a deputy to the 7th State Duma of the Russian Federation and First Deputy Chairman of the Duma Committee on International Affairs. On May 27, 2017, at the 17th Congress of the CPRF, he was elected to the Central Committee, and at the first plenary session, he was re-elected as a member of the Presidium and Deputy Chairman of the CPRF Central Committee.

Novikov highly praises the status and role of the Communist Party of China (CPC) in the cause of building socialism with Chinese characteristics, and fully affirms China's developmental achievements in the New Era. He has participated in the World Socialism Forum multiple times and supports academic exchange and cooperation between China and Russia centered on the basic theories of Marxism and socialist studies. At the invitation of the International Department of the CPC Central Committee (IDCPC) ^[3], he has led CPRF delegations to China for exchanges and research on numerous occasions.

He has authored and published numerous papers, including "I Will Always Believe in China's Future," "The Common Mission of China and Russia is to Lay the Foundation for a New World," "China is a Shining Example for the Whole World," "The Belt and Road Leads to a Beautiful Future," "The Concept of a Community with a Shared Future for Humanity is Increasingly Rooted in the Hearts of the People," "Russia-China Friendship is an Important Factor for Global Stability," and "I See a Vibrant China."
