Introduction to the Personnel Department (Party Committee Office)
The Personnel Department is primarily responsible for implementing various decisions and deployments made by the Institute’s Party Committee regarding organizational and personnel work. This includes drafting relevant rules and regulations and formulating development plans for the Institute’s cadres and talent pool. It is responsible for the training and selection of cadres; the appointment and dismissal of cadres; cadre supervision and assessment; the management of cadre archives; the reporting of personal matters by cadres; the approval of cadres' private travel abroad; the approval and filing of cadres' concurrent professional positions; the rotation of cadres for practical training; the secondment [1] of cadres; rewards and sanctions for cadres; the selection of advanced individuals and collectives; and the nomination of candidates for the quinquennial transition of deputies to the National People's Congress and members of the National Committee of the Chinese People's Political Consultative Conference.
Furthermore, the department is responsible for talent recruitment and cultivation; personnel allocation and attendance; annual and term-of-employment performance evaluations; the maintenance and use of the personnel information management system; institutional setup and staffing quota [2] management; the registration and annual inspection of the institutional legal person status; and the recruitment and management of non-quota personnel. Is it also responsible for professional title [3] evaluations; the grading of professional and technical posts; the selection and recommendation of candidates for major national or ministerial talent projects (such as experts receiving the State Council Special Government Allowance and candidates for the "Four Batches" Talent Training Project [4]); the application and management of preferential funding for scientific and technological projects of personnel returning from overseas studies; and expert services. The department manages the issuance of salaries and benefits, various salary adjustments, the calculation and payment of social insurance and occupational annuities, and personnel statistics. It oversees education and training, as well as the implementation of state-sponsored overseas study programs. Additionally, it handles the hiring and performance management for Innovation Project [5] positions, manages the use of the Personnel Department seal, and issues various certifications or political screening [6] materials.
The Party Committee Office (abbreviated as Dangban) is primarily responsible for implementing the decisions and deployments of the Institute’s Party Committee. It organizes and executes the Party Committee’s work regarding political, ideological, organizational, conduct, disciplinary, and institutional building [7]. It is responsible for organizing and arranging various meetings and major activities, such as Party Committee meetings, meetings of the Party Committee Theoretical Center Learning Group [8], and Party Committee democratic life meetings [9]. It drafts various documents for the Party Committee, including rules and regulations, work plans, summaries, reports, resolutions, decisions, key speeches by leaders, meeting minutes, notices, bulletins, and news reports. It organizes and conducts learning, education, and various activities for Party members. It is responsible for routine Party affairs such as member management, the transfer of organizational relations [10], the collection and management of Party fees, internal Party statistics, and the management and use of the Party Committee seal. It also cooperates in work related to the United Front [11], the trade union, the Women’s Work Committee, the Communist Youth League, and youth work groups.
