Introduction to the Basic Strategy Research Office
The Basic Policy Research Office currently comprises six researchers, including one Senior Research Fellow, two Associate Research Fellows, three Assistant Research Fellows, one doctoral supervisor, and two master’s supervisors. The current Director of the Research Office is Liu Zhichang.
The primary mission of the Basic Policy Research Office is the study and interpretation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The office conducts research centered on the basic policy [1] of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, major international and national development strategies, and significant theoretical and practical issues. Its focus is directed toward research themes such as the basic policy of the Party’s governance of the country in the New Era, Xi Jinping’s economic thought, the modernization of social governance, the construction of people’s livelihoods and public services, ecological civilization construction, General Secretary Xi Jinping’s important expositions on a community with a shared future for humanity, China’s path of peaceful development in the New Era, and General Secretary Xi Jinping’s important expositions on the Holistic Approach to National Security [2].
This Research Office has presided over two general projects of the National Social Science Fund: “Research on the Equalization of Basic Public Services and its Achievement Mechanism” and “Research on Marx and Engels’ Ecological Outlook from a Spatial Perspective.” It has also participated in numerous commissioned projects assigned by central and state ministries and commissions, major commissioned projects of the Chinese Academy of Social Sciences (CASS), CASS innovation projects, and horizontal projects [3] commissioned by various levels of government.

During his period of Providing Assistance to Xinjiang [8] (2020–2023), Research Office Director Liu Zhichang, alongside colleagues from the Chinese Academy of Social Sciences, was awarded the honorary title of “Outstanding Team of the Tenth Batch of Assistance to Xinjiang by Central and State Organs and Central Enterprises” by the government of the Autonomous Region.
