2019 Master's Degree Admission Retest Work Plan and Retest Notice of the Department of Marxist Studies, University of Chinese Academy of Social Sciences (Graduate School)

In accordance with the spirit of the "2019 National Graduate Admissions Retest and Enrollment Training Conference," and the requirements of the "Notice from the Ministry of Education on the Issuance of the <Administrative Regulations on the 2019 National Graduate Admissions Process>" (Teaching [2018] No. 5) and the "Supplementary Opinions of the Beijing Education Examinations Authority on Conducting Graduate Admissions and Enrollment for 2019," and in combination with the specific circumstances of this department, the following working plan for the 2019 Master’s degree retest for the Department of Marxism Studies of the University of the Chinese Academy of Social Sciences (Graduate School) [1] has been formulated:

I. Retest Organization and Management Sound organizational and management bodies shall be established, including a retest and enrollment leadership group consisting of no fewer than three members. Under the guidance of this leadership group, a retest panel shall be formed with no fewer than five members. Guided by the department’s leadership group, the retest panel is responsible for determining the specific content, scoring criteria, and procedures for written examinations, interviews (including comprehensive foreign language ability testing), and practical ability assessments, as well as for the specific organization and implementation thereof.

II. Retest Requirements A scientific concept of talent selection shall be established. Comprehensive evaluation during the retest shall be strengthened, adhering to the principle of placing equal emphasis on the assessment of both ability and knowledge. Efforts should be focused on evaluating the candidates' innovative spirit and ability, professional interests, and academic literacy. Attention must be paid to the consistent performance of candidates, valuing both the preliminary examination [2] scores and past academic performance and potential qualitative abilities. The role of the collective of supervisors in the selection process should be fully utilized and standardized; the academic authority and responsibilities of supervisors must be further clarified, and their ability to select talent scientifically and standardly must be improved to continuously enhance the quality of talent selection.

Integrity evaluation shall be strengthened, reinforcing the requirements for candidate honesty. Candidates who cheat shall be handled severely. For those who engage in fraud, examination violations, or cheating, regardless of when such acts are verified, they shall be dealt with strictly in accordance with the "Measures for Handling Violations in National Education Examinations" and the "Regulations on the Management of Students in Regular Institutions of Higher Education."

III. Retest Preparatory Work (1) Selection of Retest Faculty Personnel who are highly responsible, possess high academic standards, and demonstrate upright character shall be selected to participate in the retest work. Admissions discipline must be strictly enforced. Any violations of admissions discipline shall be identified promptly, corrected resolutely, and handled severely. (2) Qualification Review Prior to the retest, a rigorous review of candidates' qualifications shall be conducted. Those who do not meet the regulations of the Ministry of Education will not be permitted to undergo the retest. Detailed materials required for the retest will be communicated to participating candidates by the staff of the Department of Marxism Studies via telephone and email. If the Department of Marxism Studies has doubts regarding a candidate’s academic credentials (student status) or other information, the candidate must provide authentication documentation issued by an authoritative institution as required. The identity of ethnic minority candidates will be based on the ID card verified at the time of application. The ethnicity field in the online registration information must match the ethnicity entry on the ID card and may not be changed during the retest.

IV. Retest Methodology (1) Retest Score Requirements The preliminary examination scores of candidates entering the retest for the Department of Marxism Studies must not be lower than the "Basic Requirements for Preliminary Examination Scores for Candidates Entering the Retest for the 2019 National Master’s Graduate Admissions Examination (Academic Degree Category)" specifically set for the discipline of Law [3]. On this basis, the Department of Marxism Studies will select the top five candidates based on the ranking of total preliminary examination scores for all Master's candidates within the department to participate in the retest. This department implements a "differential retest" [4] (chà'é fùshì). (2) Retest Assessment Methods The retest is divided into a written examination and an interview (including a comprehensive foreign language ability test). The total retest score is 400 points, with a passing threshold of 240 points. Those who do not pass will not be enrolled.

  1. Written Examination Written retest time: April 2, 2019, 9:00–12:00 AM; Location: Room 1345, Institute of Marxism Studies, Chinese Academy of Social Sciences (CASS); Subject: Marxist Classics; Total score: 150 points. The written retest score is included in the total retest score.
  2. Interview The interview will begin at 2:00 PM on April 2, 2019, in Room 1345 of the Institute of Marxism Studies, CASS. The total interview score is 250 points, of which the comprehensive foreign language ability test (including listening and speaking) accounts for 50 points.
  3. During the retest, the panel will focus on evaluating the candidates' ideological and political quality and moral character during the interview. The assessment includes political attitude, ideological expression, moral character, observance of law and discipline, and honesty and trustworthiness. Those who fail the ideological and moral character assessment will not be enrolled. (3) Primary Retest Content In accordance with cultivation goals and disciplinary characteristics, the evaluation of candidates' professional ability, aptitude, innovative spirit, innovative capacity, and comprehensive quality shall be strengthened. The retest generally includes the following basic aspects:

Professional Quality and Ability (1) Undergraduate study situation and grades; (2) Undergraduate graduation thesis and published papers; (3) Comprehensive assessment of the candidate's mastery of theoretical knowledge and applied skills in the discipline (specialty), the ability to use learned theories to discover, analyze, and solve problems, understanding of development trends in the discipline, and potential for development in the professional field; (4) Comprehensive foreign language ability test, including listening and speaking; (5) Innovative spirit and innovative capacity.
  5. Comprehensive Quality and Ability (1) Ideological and political quality and moral character, etc.; (2) Performance in studies outside the discipline, scientific research, social practice (student work, club activities, volunteer service, etc.), or actual work experience; (3) Career ambition, sense of responsibility, discipline (observance of law), cooperativeness, and psychological health; (4) Humanistic literacy; (5) Demeanor, expression, and etiquette. (4) Political Review and Physical Examination The political review [5] (zhèngshěn) will be conducted concurrently with the retest. While the assessment of ideological and political quality and moral character is not quantified into the total score, those who fail the assessment will not be enrolled. Physical examinations will be conducted at hospitals designated by the Graduate School and completed by April 12. Costs are borne by the candidate. If any items require re-examination, they must be re-tested promptly as required. Those who fail the physical examination will not be enrolled. (5) Determination and Calculation of Scores The retest score is the sum of the written and interview assessment scores. Those who do not pass the retest will not be enrolled. The total entrance examination score for Master’s candidates in the Department of Marxism Studies is the sum of the preliminary examination score (500 points total) and the retest score (400 points total). (6) Time and Method of Information Publication The Department of Marxism Studies will promptly publish relevant information regarding the 2019 Master’s retest and enrollment in accordance with relevant requirements for graduate admissions work. Publication website: Marxism Research Network (http://myy.cssn.cn/). Preliminary examination scores and the list of candidates for the retest will be published before the retest; retest scores and total scores will be published after the retest concludes; the list of intended enrollments will be published by April 12, 2019 (thereafter, the Admissions Office will conduct a unified public notice for no fewer than 10 working days). (7) Readjustment Candidates who did not qualify for this department's retest but meet the criteria for readjustment [6] (tiáojì), as well as candidates who were not enrolled by this department after the retest, should seek readjustment to other recruiting units as soon as possible through the "National Graduate Admissions Readjustment Service System" on the China Graduate Admissions Information Network (yz.chsi.com.cn). The "National Graduate Admissions Readjustment Service System" will be open from March 20 to April 30, 2019.
