Notice on the 2021 Post-Graduate Admission of Outstanding Undergraduate Graduates Exempt from Admission Exams at the School of Marxism, University of Chinese Academy of Social Sciences

In accordance with the requirements of the "Notice from the Ministry of Education on the Issuance of the <2021 National Management Regulations for Graduate Student Admissions>" (Teaching Letter [2020] No. 8), the "Notice on Further Regulating and Strengthening the Work of Recommending Outstanding Graduating Undergraduates for Admission to Graduate Studies Exempt from Examination," and other relevant documents, and in consideration of the specific circumstances of this School, the relevant matters regarding the 2021 recruitment of outstanding graduating undergraduates for admission to graduate studies exempt from examination (hereinafter referred to as "recommended-exempt students") [1] are hereby notified as follows:

I. Enrollment Types and Plans

  1. In 2021, our School intends to receive 10 outstanding graduating undergraduates recommended for admission to Master’s degree programs exempt from examination and 3 for Doctoral degree programs.
  2. For details on the majors and research directions for Master’s candidates, please refer to Appendix I: "2021 Master’s Admissions Catalog of the School of Marxism, University of the Chinese Academy of Social Sciences."
  3. For details on the majors and research directions for direct-entry Doctoral candidates [2], please refer to Appendix II: "2021 Direct-Entry Doctoral Admissions Catalog of the School of Marxism, University of the Chinese Academy of Social Sciences."
  4. The actual number of recruits for each major will be appropriately adjusted based on the quality and volume of the applicant pool.

II. Application Conditions and Requirements (A) Applying as a recommended-exempt Master’s student:

  1. Citizen of the People's Republic of China.
  2. Love the motherland, uphold the leadership of the Communist Party of China, uphold the socialist system, and be willing to serve socialist modernization; possess good moral character and be law-abiding.
  3. Must be an outstanding graduating undergraduate who has obtained the status of recommendation for exemption from examination from their home university. The recommendation status is only valid after being audited and approved by the provincial-level admissions office of the region where the undergraduate university is located.
  4. Physical health status must meet the medical examination requirements stipulated by the State and this University.
  5. Meet the relevant academic requirements proposed by the School of Marxism of the University of the Chinese Academy of Social Sciences.

(B) Applying as a direct-entry Doctoral student: Direct-entry Doctoral students refer to those selected from outstanding graduating undergraduates who possess the status of "recommended-exempt students" to pursue a Doctoral degree directly. In addition to meeting all the conditions in section (A) above, applicants should also meet the following:

  1. Excellent academic performance, with professional grades ranking among the top of the major or year group, generally within the top 10%;
  2. High level of foreign language proficiency, requiring a score of 426 or above in the National College English Test Band 6 (CET-6) (or equivalent scores in other types of national foreign language examinations);
  3. Possess a solid foundation in Marxist theory, adhere to the correct theoretical direction and a good style of study [3], and possess strong scientific research and academic innovation capabilities, as well as good oral expression, organizational coordination, and communication skills.

III. Application Procedures

  1. The Ministry of Education’s "National Information Disclosure and Management Service System for Recommending Outstanding Graduating Undergraduates for Admission to Graduate Studies Exempt from Examination" (hereinafter referred to as the "National Recommended-Exempt Service System," website: http://yz.chsi.com.cn/tm) is the unified platform for information filing, public disclosure, and online application and admission. Applicants must log in to the "National Recommended-Exempt Service System" to complete online registration in accordance with Ministry of Education regulations and within the timeframe specified by our University.
  2. Candidates with recommendation status may handle registration, online payment, and other procedures on the "National Recommended-Exempt Service System" starting from October 8, 2020. From October 12, candidates may apply, confirm re-examination [4] notices, and confirm pending admission notices on the system.
  3. Candidates applying to our School must complete the relevant filing and confirmation procedures on the "National Recommended-Exempt Service System" within the specified time.
  4. Our School will conduct a preliminary review and evaluation of the applicant's online registration information, determine the re-examination list, and notify the applicants selected. Candidates can check re-examination notices and preliminary admission notices via the system and complete steps such as accepting the re-examination confirmation and accepting pending admission.
  5. Applicants notified to participate in the re-examination must submit the following materials to the School prior to the re-examination: (1) "University of the Chinese Academy of Social Sciences 2021 Application Form for Recommended-Exempt Students for Master’s (Doctoral) Degrees" (see Appendix III); (2) Valid ID card and a student ID card with registration stamps for every semester; (3) Undergraduate transcripts and ranking certification (must bear the official seal of the undergraduate university's academic affairs office); (4) "University of the Chinese Academy of Social Sciences Ideological and Political Quality and Moral Character Assessment Form for Graduate Applicants" (see Appendix IV); (5) CET-6 score report or other foreign language proficiency certification; (6) Representative academic papers, publications, or original work results that reflect academic level and scientific research capability; (7) Relevant forms required for online registration, undergraduate award certificates, etc.; (8) Direct-entry Doctoral applicants must provide recommendation letters from two professors (or experts with equivalent professional titles) in the field of Marxist theory (see Appendix V); (9) Two recent one-inch color hatless ID photos.

After completing online registration, direct-entry Doctoral applicants must scan and send the above materials to mayanxi@cass.org.cn by 16:00 on October 13, with the subject "Candidate Name + 2021 Direct-Entry Doctoral Registration." Recommended-exempt Master’s applicants must send their materials by 9:00 AM on October 16, with the subject "Candidate Name + 2021 Master’s Recommended-Exempt Registration." Original documents must be submitted before the re-examination. Specific requirements will be notified via the system, telephone, or email.

IV. Re-examination and Admission

  1. The School will organize recruitment in accordance with Ministry and University requirements, aiming for completion by October 21, 2020. Subsequently, the University website will publicize the admission status.
  2. Recruitment is conducted under the guidance and supervision of the University and School leading groups for graduate admissions. Objections may be appealed to the School’s leading group at 010-85195685.
  3. The School will establish an assessment group of no fewer than five people to review materials and organize the re-examination.
  4. Content: The group will comprehensively assess learning ability, research capability, innovative spirit, and ideological and moral character.
  5. Format: Professional subject written exam and comprehensive interview.
  6. Scoring: Total score of 300, with a passing threshold of 180. The written exam (Marxist Theory) is 150 points (pass: 90). The comprehensive interview (including professional interview, foreign language listening/speaking, and comprehensive quality) is 150 points (pass: 90).
  7. Ratio: Where there are sufficient applicants, a differential re-examination [5] will be implemented.
  8. Ideological and moral character: A formal political review opinion from the candidate’s home university is required. While not quantified in the total score, those who fail this assessment will not be admitted.
  9. Medical examinations must be conducted at designated hospitals. Those who fail or engage in fraud will be disqualified.
  10. After the re-examination, students must confirm acceptance of pending admission notices within the specified time, or be deemed to have waived their spot.
  11. All information must be accurate. Fraud or cheating will be handled strictly according to the "Measures for Handling Violations in National Education Examinations."
  12. Candidates must comply with COVID-19 prevention and control measures.
