2021 Bidding Announcement for New Research Projects under the Innovation Program of the Academy of Marxism

In accordance with the "Implementation Measures for the Bidding of Innovation Program Research Projects of the Chinese Academy of Social Sciences" (Sheke Yanzi [2012] No. 16) and the spirit of relevant documents, and as determined by the leadership of the Institute of Marxism Studies (IMS), the 2021 IMS Innovation Program new research projects are now open for bidding to IMS researchers. The relevant matters are hereby announced as follows:

I. Bidding Unit Institute of Marxism Studies (hereinafter referred to as IMS), Chinese Academy of Social Sciences (CASS).

II. Target Applicants On-staff and active research personnel of IMS.

III. Guiding Ideology To hold high the great banner of socialism with Chinese characteristics; to be guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. To deeply implement the spirit of the 19th National Congress of the CPC and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th Central Committee [1]. To implement the spirit of General Secretary Xi Jinping’s important speech at the Symposium on Philosophy and Social Sciences [2] and his three congratulatory letters to CASS. To strengthen the "Four Consciousnesses" [3], firm up the "Four Confidences" [4], and achieve the "Two Upholds." With major theoretical and practical issues of concern to the Party, the state, and the people as the main direction of attack, the program aims to strive for high-quality results, cultivate high-level Marxist talent, and continuously develop contemporary Chinese Marxism and 21st-century Marxism, contributing to the accelerated construction of the "Three Great Systems" [5] of philosophy and social sciences with Chinese characteristics guided by Marxism.

IV. Bidding Topics Number of Biddable Projects: 3 new research projects are planned for the 2021 IMS Innovation Program. Project Topics: Project 1: Historical Lessons and Mirrors of the International Communist Movement Project 2: Research on the Overseas Communication of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era Project 3: Research on Frontier Issues of the CPC’s Ideological and Political Education in the New Era Project Types: All are Category A (large-scale disciplinary foundational projects) with a research cycle of 5–8 years.

V. Relevant Requirements

  1. Bidders should comply with the relevant provisions of Article 24 of the "Measures for the Appointment of Innovation Positions in Research Units of the Chinese Academy of Social Sciences Innovation Program" (Sheke Renzi [2013] No. 59). Specifically: (1) Meet the basic conditions for access to innovation positions at CASS; (2) Possess significant influence in academic circles, with an academic level that is advanced internationally or leading domestically, as an academic leader in a specific discipline or research direction; (3) Hold a professional technical title grade of Level 5 or above [6], and possess good academic ethics, excellent scientific research achievements, and a sense of pioneering innovation; (4) Possess strong organizational and coordination capabilities, having served (or currently serving) as a research office director or higher position, or having presided over major national or academy-level scientific research projects as the primary person in charge, completing projects with high quality and according to plan, and receiving high academic evaluation;
  2. Chief researchers of existing IMS-level Innovation Program research projects currently under development may not participate in this bidding as a Chief Expert;
  3. Each project is not limited to one Chief Expert; there may be up to three. However, a person can only bid for one project as the First Chief Expert.
  4. Bidders must bid according to the bidding topics released in this announcement; self-designed topics will not be accepted.
  5. Expected research results should not pursue quantity as an end in itself; the focus should be on ensuring quality and academic standards to produce refined masterworks.
  6. Bidders must promote an excellent academic style of rigor, seeking truth from facts, innovation, and integrity, consciously adhere to the principle of fair competition, and strictly abide by the management regulations of the state and CASS. Any acts of fraud, plagiarism, or violations of discipline and regulations, once verified, will result in the disqualification of the applicant and will be reported to the IMS Party Committee and Commission for Discipline Inspection for deliberation and handling.

VI. Schedule

  1. Bidders must fill out the "Bidding Document for Innovation Program Projects (Research Category) of the Chinese Academy of Social Sciences Institutes" (see attachment). The electronic version must be sent to the Scientific Research Office email: kyc_myy@cass.org.cn no later than January 19, 2021. Late submissions will not be accepted.
  2. According to pandemic prevention and control needs, a defense meeting combining online and offline formats will be held, and bidders shall attend to present their arguments and defense. Projects that pass the vote of the Academic Committee will be officially established.
  3. Chief Experts of winning projects must also participate in the 2021 IMS Innovation Program position competition.
