2021 Master's Graduate Admission Retest Work Plan and Retest Notice of the School of Marxism, University of Chinese Academy of Social Sciences

In accordance with the "Notice on Effectively Conducting the 2021 National Master’s Student Admissions and Enrollment Work" (Jiaoxuesi [2021] No. 2) issued by the Ministry of Education and the relevant requirements of the Beijing Municipal Admissions and Examination Committee, and in integration with the "2021 Master’s Student Admissions Retest and Enrollment Work Plan of the University of Chinese Academy of Social Sciences" and the specific circumstances of this School, the 2021 Master’s Student Admissions Retest Work Plan and Retest Notice of the School of Marxism at the University of Chinese Academy of Social Sciences is hereby formulated as follows:

I. Organization and Management of the Retest The School of Marxism has established and perfected its organizational and management structures by forming a Retest and Enrollment Work Group consisting of no fewer than three individuals, with the Dean serving as the group leader and participation from relevant departments, including discipline inspection and supervision. Under the guidance of this Work Group, and based on a comprehensive consideration of academic categories and professional fields, retest panels of no fewer than five members each shall be established as required. Under the guidance of the School’s Retest and Enrollment Work Group, these panels are responsible for determining the specific content, grading standards, and procedures for the candidates’ retest (including the comprehensive foreign language proficiency test) and practical ability assessment, as well as for the specific organization and implementation thereof. The 2021 retest and enrollment work for Master’s students at the School of Marxism will involve relevant preparatory work and emergency response planning in accordance with the university’s overall requirements for COVID-19 prevention and control.

II. Retest Work Requirements All stages of the School of Marxism's retest will utilize internet platforms, email, telephone, and other off-site methods. This includes admissions consultation, material submission, qualification verification, and interview assessments; no on-site admissions activities of any kind will be arranged.

Throughout the retest process, we shall establish a scientific concept of talent selection, strengthen comprehensive evaluation, and insist on equal emphasis on both ability and knowledge. Efforts will be focused on strengthening the assessment of candidates’ innovative spirit and capacity, professional interests, and academic character. Attention will be paid to candidates’ consistent performance, valuing both the results of the initial examination [1] and past academic performance and potential quality. The role of the supervisor community in retest selection will be fully utilized and standardized; the academic authority and responsibilities of supervisors will be further clarified to improve their ability to select talent in a scientific and standardized manner, thereby continuously improving the quality of talent selection.

The School of Marxism will strengthen integrity assessment and process oversight. Candidates involved in fraud, examination violations, or cheating—regardless of when such actions are verified—will be handled severely in accordance with the "Measures for Handling Violations in National Education Examinations" and the "Regulations on the Management of Students in Regular Institutions of Higher Education."

III. Preparatory Work for the Retest (1) Selection of Retest Faculty The School of Marxism shall dispatch personnel who are politically reliable, highly responsible, in good health, experienced, professionally proficient, and upright in their conduct to participate in the retest work. Management of personnel shall be effectively maintained, training for retest faculty shall be strengthened, and admissions discipline shall be strictly enforced. Any violations of admissions work discipline shall be promptly identified, resolutely corrected, and severely handled.

(2) Qualification Review Prior to the retest, the School of Marxism will review the qualifications of candidates via email, platform systems, or express mail. Retest notices and other information will be communicated to participating candidates by School staff via telephone or email. Candidates may provides evidentiary materials related to their professional abilities and potential for the retest panel’s reference during the comprehensive evaluation. Candidates must guarantee the authenticity of submitted materials; if special circumstances such as the pandemic prevent timely submission, they should explain the situation to the School.

If the School of Marxism has doubts regarding a candidate’s academic credentials (student status) or other information, the candidate must provide an authentication report issued by an authoritative agency as required. The ethnicity entered in the candidate’s online registration information must match the ethnicity on their Resident Identity Card and may not be changed during the retest. Candidates eligible for score-addition policies [2] under Ministry of Education regulations must submit a written application and relevant supporting materials to the School. Upon matriculation, the university will re-examine candidate information; those who have forged or provided false information will have their admission eligibility revoked.

Candidates participating in the School of Marxism retest should carefully read the "Instructions for Candidates for the 2021 Master’s Admissions Network Remote Retest of the University of Chinese Academy of Social Sciences" and the operation manual for the remote interview system. Candidates must install and debug the equipment required for the remote retest in advance as required, ensure that contact methods remain unobstructed, and cooperate with the testing and rehearsal training for the remote retest system to ensure the normal conduct of the retest.

IV. Retest Methodologies (1) Retest Score Requirements The initial examination scores of candidates entering the retest for the School of Marxism must not be lower than the "Basic Requirements for Initial Examination Scores for Candidates Entering Retest for the 2021 National Master’s Graduate Admissions Examination (Academic Degree Category)" set by the Ministry of Education. The School will not retest or admit any candidates who fall below the minimum score line.

(2) Retest Assessment Methods The 2021 Master’s student admissions retest for the School of Marxism will be conducted via network remote retest. This primarily includes a comprehensive professional ability interview and a comprehensive foreign language proficiency test.

  1. Comprehensive foreign language proficiency test time: March 31, 2021, at 9:00 AM.
  2. Comprehensive professional ability interview time: April 1, 2021, at 9:00 AM.
  3. Planned platform for network remote interviews: The Graduate Admissions Remote Interview System of the China Graduate Admissions Information Network (with Tencent Meeting as a backup).

(3) Primary Content of the Retest In accordance with cultivation objectives and disciplinary characteristics, the School will strengthen the comprehensive examination of candidates’ past academic performance, consistent behavior, scientific research ability, comprehensive quality, and ideological and moral character. The retest primarily includes two basic aspects: professional quality and ability, and comprehensive quality and ability.

Professional Quality and Ability: (1) Undergraduate study status and grades; (2) Undergraduate graduation thesis and published papers; (3) Comprehensive assessment of the candidate's mastery of the theoretical knowledge and applied skills of the discipline (major), the ability to use learned theories to identify, analyze, and solve problems, understanding of the development trends of the discipline, and potential for development in the professional field; (4) Comprehensive foreign language proficiency test, including listening and speaking abilities; (5) Innovative spirit and innovative capacity.

Comprehensive Quality and Ability: (1) Ideological and political quality, moral character, and humanistic literacy, etc.; (2) Performance in studies outside the discipline (major), scientific research, social practice (student work, club activities, volunteer service, etc.), or actual work; (3) Career ambition, sense of responsibility, discipline (compliance with law and regulations), cooperativeness, and mental health.

(4) Assessment of Ideological and Political Quality and Moral Character, and Medical Examination The retest panel will focus on examining the candidates' ideological and political quality and moral character during the interview. The assessment content includes the candidates' political attitude, ideological expression, moral character, law-abiding nature, and honesty. During the retest period, candidates should submit appraisal materials regarding their ideological and political quality and moral character issued by their respective units or the Party organization (Party Committee, Branch Party Committee, or General Party Branch), personnel department, or political work department where their files are stored. Those who fail the assessment of ideological and political quality and moral character will not be admitted. The medical examination for candidates intended for admission will be completed during the matriculation physical. Those who fail the medical examination will have their admission eligibility revoked according to requirements.

(5) Grading and Calculation of Scores The total entrance examination score for Master’s admissions at the School of Marxism is the sum of the initial examination score (totaling 500 points) and the retest score (totaling 250 points). The retest score is the sum of the comprehensive professional ability interview (200 points) and the comprehensive foreign language proficiency test (50 points). The total retest score is 250 points, with a passing line of 150 points; those who do not pass will not be admitted.

(6) Time and Method of Information Disclosure The School of Marxism will promptly disclose relevant information regarding the 2021 Master’s graduate retest and admission in accordance with the relevant requirements for graduate admissions examinations. Website for information disclosure: Marxism Studies Network (http://myy.cssn.cn/). Disclosure times: The retest work plan, candidates' initial examination scores, and the retest list will be disclosed before the retest. The retest results (rankings) will be disclosed after the retest. The list of candidates intended for admission is planned for disclosure in May 2021 (after which the University Admissions Office will conduct a unified public notice for no fewer than 10 working days). Following the public notice period, the university will report the list of candidates intended for admission to the "Graduate Admissions Information Disclosure Platform" for record-filing and review, and disclose it to the public. Candidates who have not undergone public notice and record-filing shall not be admitted and will not be granted student registration.

(7) Transfers [3] Relevant work for the School of Marxism to receive transfer candidates in 2021 will be conducted via the "National Master’s Student Admissions Transfer Service System" after the retest for first-choice candidates is completed. The retest time for transfer students is tentatively scheduled for around April 8. Transfer procedures and requirements will be conducted with reference to the "2021 Master’s Admissions Retest and Enrollment Work Measures of the University of Chinese Academy of Social Sciences."

Candidates who are not included in the School's list of those intended for admission after the retest may apply for transfer to other admissions units as soon as possible through the "National Master’s Student Admissions Transfer Service System" on the China Graduate Admissions Information Network (yz.chsi.com.cn). The system opens on March 22, 2021; please refer to the instructions in the relevant sections of the website for usage details.
