Notice on the 2021 Innovation Performance Evaluation of the Academy of Marxism
To all departments within the Institute of Marxism Studies:
In accordance with the requirements of the "Notice on Conducting the 2021 Innovation Performance Assessment and Preparing for the 2022 Innovation Program" (CASS Research Document [2021] No. 24), the 2021 Innovation Performance Assessment for the Institute of Marxism Studies is hereby initiated, effective immediately. The assessment for the 2021 period remains largely consistent with that of 2020, with only minor adjustments in certain areas. The specific arrangements are notified as follows:
The assessment cycle for the 2021 Innovation Performance [1] of the Institute of Marxism Studies (CASS) runs from November 1, 2020, to October 31, 2021.
All departments within the Institute shall organize their respective performance assessments in accordance with the "Implementation Plan for the Innovation Performance Assessment of the Institute of Marxism Studies" (see Attachment 1). The scoring criteria shall follow the newly revised "Performance Evaluation Indicator System for the Innovation Program of the Institute of Marxism Studies" (see Attachment 2).
Regarding the scope of "important journals" and "core journals" in the 2021 assessment, the "Journal Catalog for Scientific Research Performance Assessment of Research Units under the CASS Innovation Program" (hereinafter referred to as the "Important Journals Catalog") (see Attachment 3) and the "Journal Catalog for Access Assessment of Scientific Research Posts under the CASS Innovation Program" (hereinafter referred to as the "Core Journals Catalog") (see Attachment 4), both published by the Bureau of Scientific Research Administration, will continue to be used.
When filling out information regarding research outputs, the "journal grade" for academic papers offers only two options: "Core Journal" and "Other." If a paper is published in an "Important Journal," please select "Core Journal" and specify "Important Journal" in the final remarks section.
Deadlines for the submission of assessment materials are divided into two phases:
First Deadline: Each research department (including editorial staff with research outputs) must submit the following materials to the Division of Scientific Research Administration no later than Thursday, November 18, 2021: (1) The "Research Outputs" section of the "2021 Statistical Table of Research Output Information and Performance Scoring for the Institute of Marxism Studies" (see Appendix 1) for all personnel in the department. Note: 1. At this deadline, only the "Research Outputs" section is required (scores may be left blank temporarily); the "Collective Work" section can be submitted at the second deadline. 2. Electronic versions only are required; these should be sent collectively by department to kyc_myy@cass.org.cn. (2) For personnel who have published academic papers in the 72 journals listed in the "Important Journals Catalog" (Attachment 3), they must be notified to submit photocopies of the journal cover, table of contents, copyright page, and the first page of the paper directly to the Division of Scientific Research Administration. (3) Personnel who have won a "First Prize" in a Special Disciplinary Award [2] (see item 28 "Award Bonus Points" in the Indicator System) or whose National Social Science Fund of China project has been concluded with an "Excellent" rating must be notified to submit photocopies of their award or completion certificates directly to the Division of Scientific Research Administration. (4) For theoretical propaganda articles published in the central authorities' "Three Newspapers and One Journal" [3] under the name of the "Xi Jinping Research Center," [4] a Word version of the article (the final published version, with the file titled: Article Title + Author Name) must be sent to the Division’s email. (5) Editorial department personnel with the aforementioned outputs must also submit materials as required.
Second Deadline: Each department must submit the following materials to the Division of Scientific Research Administration no later than November 25: (1) The complete version (including both Research Outputs and Collective Work) of the "2021 Statistical Table of Research Output Information and Performance Scoring" for all personnel in the research departments (Appendix 1; one table per person, provided in both hard copy and electronic format; hard copies must be signed by the reviewer, the Section Head, and the Department Director) and the "2021 Performance Assessment Score Allocation Table for Collaborative Outputs (Collective Work)" (Appendix 2; hard copy only). (Editorial personnel with research outputs shall follow the same procedure). (2) Each editorial department shall submit its departmentally formulated assessment measures, indicator systems, and individual scoring tables to the Division of Scientific Research Administration.
After the materials are submitted, a meeting of the Institute Affairs Committee will be convened to study and determine performance scores requiring committee confirmation and other relevant matters, and to preliminarily determine the assessment results.
The performance assessment results will be publicized for a period of five working days. Personnel of the Institute who have objections or discover issues may report them to the Division of Scientific Research Administration at any time during the publicity period. The Division will summarize these issues and report them to the Institute leadership for deliberation and handling.
A meeting of the Party Committee will be held to finalize the performance assessment results.
Before December 31, after the CASS headquarters verifies and issues the total quota for innovation incentive performance pay, the Division of Scientific Research Administration, the Personnel Division, and the Finance Office will determine the specific individual amounts based on the assessment results. These will be distributed upon confirmation by the Institute leadership.
The arrangement for the 2022 Innovation Program Access Assessment [5] of the Institute of Marxism Studies will be notified separately.
