2022 Recruitment Announcement for the First Batch of Professional and Technical Personnel of the Academy of Marxism, Chinese Academy of Social Sciences
I. Institutional Profile
The Institute of Marxism Studies of the Chinese Academy of Social Sciences (CASS) (hereinafter referred to as the "Institute") is a national-level Marxist research institution re-established upon the foundation of the former Institute of Marxism-Leninism and Mao Zedong Thought, following approval by the Standing Committee of the Political Bureau of the CPC Central Committee [1]. The Institute currently comprises five research departments: the Department of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Department of the Principles of Marxism, the Department of the Sinicization of Marxism, the Department of the International Communist Movement, and the Department of Overseas Marxism.
Beneath these departments are 18 research offices, covering: Basic Theory; Basic Strategy; Party Building and Party History; Ideology and Social Trends; Marxist Philosophy; Marxist Political Economy; Scientific Socialism; History of the Development of Marxism; Mao Zedong Thought; Theoretical System of Socialism with Chinese Characteristics; Ideological and Political Education; Marxist Atheism; History of the International Communist Movement; Contemporary World Capitalism; Contemporary World Socialism; Overseas Left-wing Thought; Theories of Overseas Communist Parties; and Western Marxism.
II. Basic Qualifications for Recruitment
(1) Hold the nationality of the People's Republic of China (PRC) and abide by the Constitution and laws of the PRC; (2) Support the leadership of the Communist Party of China; adhere to the correct political direction, academic orientation, and value orientation; possess a sound scholarly style, moral cultivation, and professional ethics; and exercise integrity and self-discipline; (3) Possess good professional ethics; show dedication to the post; exhibit a spirit of solidarity and cooperation; maintain personal integrity; and have no record of violating laws, regulations, or discipline; (4) Hold a doctoral degree and graduation certificate; among these, fresh graduates must be able to graduate on schedule and successfully obtain qualifications and degrees certified by the national education authorities; (5) Be proficient in at least one foreign language and reach the level required for academic exchange; (6) Possess the physical and mental health necessary to perform duties normally, meet the requirements of the post, and guarantee full-time presence on site during the term of employment; (7) Be no older than 40 years of age (born after January 1, 1982); the age requirements for fresh graduates from domestic ordinary institutions of higher learning shall be implemented according to the relevant requirements of the state and Beijing Municipality; (8) Other conditions as prescribed by the state and this Academy.
III. Scope of Recruitment
Fresh doctoral graduates from domestic ordinary institutions of higher learning, postdoctoral fellows completing their assignments, and social personnel with Beijing permanent household registration (hukou) [2].
IV. Recruitment Posts, Quantities, and Professional Categories
Post: Scientific Research Post Quantity: 6 Scope of Candidates: Fresh doctoral graduates from domestic ordinary institutions of higher learning, postdoctoral fellows completing their assignments, and social personnel with Beijing permanent household registration. Specializations: Candidates should have academic backgrounds in Marxist Theory (0305), Political Science (0302), or Foreign Languages and Literatures (0502).
The reference catalog for the aforementioned specializations is the "Catalog of Disciplines and Specializations for the Granting of Doctoral and Master's Degrees and the Cultivation of Postgraduates" (2008 Updated Version) issued by the Ministry of Education. For candidates whose studied specialization is close to but not listed in the reference catalog, they may contact the recruiting unit to confirm their eligibility.
V. Post Responsibilities
(1) Commit to Marxist academic research work. (2) Undertake various scientific research tasks assigned by the Chinese Academy of Social Sciences and the Institute of Marxism Studies. (3) Publish at least one academic paper in a core journal [3] annually and undergo term-of-employment evaluations in accordance with the contract. (4) Actively participate in professional study and training, and go deep into the primary level to understand practical conditions [4], etc.
VI. Recruitment Procedures
(1) Release of Recruitment Information: From the date of publication until December 31, 2021. (2) Qualification Review: Review of qualifications will be conducted according to the conditions determined in the recruitment announcement. Candidates selected for examination will be identified and notified; those who do not pass the review will not be notified separately. In principle, the ratio of the number of people who pass the qualification review to the number of people recruited for the post must reach 3:1 to open the examination. If this ratio is not met, the number of recruits will be reduced or the recruitment cancelled as circumstances dictate. (3) Examination: The examination will be conducted via written test, with a maximum score of 100 and a passing grade of 60. Those who meet the passing grade or above will participate in the professional assessment. (4) Professional Assessment: A meeting will be jointly convened by members of the Academic Committee and the Employment Committee of the Institute to conduct the professional assessment. This will proceed according to the procedures of personal presentation, Q&A, expert evaluation, and voting. In principle, candidates must obtain more than two-thirds of the affirmative votes from the experts actually present. Candidates for the next stage will be determined in a 1:1 ratio to the post based on the number of votes received. If the number of people receiving more than two-thirds of the votes exceeds the recruitment quota, candidates will be determined in descending order of votes; if the vote counts are identical, the examination score will serve as the basis for ranking. (5) Internship: Arrange for candidates to undergo an internship of no less than two weeks to confirm whether they adapt to the post's requirements. (6) Physical Examination: For those who pass the internship, a physical examination will be arranged at a designated hospital. Standards refer to the General Standards for Physical Examination for Civil Service Recruitment; a mental health test will be conducted simultaneously. (7) Political Investigation: For those who pass the physical examination, a review of recruitment qualifications and a political investigation [5] will be conducted. In the event of a vacancy due to a candidate withdrawing or failing the internship, physical examination, or political investigation, a replacement may be arranged in descending order from those who received more than two-thirds of the votes in the professional assessment, or the vacancy may remain unfilled with a corresponding reduction in the recruitment number. Due to the impact of the pandemic, the sequence of the internship, physical examination, and political investigation may be adjusted according to actual conditions. (8) Collective Decision by the Institute Party Committee: Integrating the results of the examination, professional assessment, physical examination, internship, and political investigation, the Party Committee will collectively study and decide on the proposed candidates. (9) Public Notification: Information on the proposed candidates will be publicized for no less than seven working days through the channels where the recruitment announcement was released. (10) Filing with the CASS Bureau of Personnel and Education: The Bureau of Personnel and Education will audit the qualifications of the proposed candidates and the recruitment procedures; those meeting the regulations will be filed. (11) Entry Formalities: After filing with the Bureau of Personnel and Education, the Institute's personnel department will sign employment contracts with the recruits, clarify the objectives and tasks for the employment term, and handle the formalities for joining the Academy.
