Announcement for the Second Batch of Professional and Technical Talent Recruitment in 2022 by the Academy of Marxism, Chinese Academy of Social Sciences
The Institute of Marxism Studies (hereinafter referred to as the IMS) of the Chinese Academy of Social Sciences (CASS) is a national-level Marxist research institution. It was reorganized on the foundation of the former Institute of Marxism-Leninism and Mao Zedong Thought, following approval by the Standing Committee of the Political Bureau of the CPC Central Committee.
The IMS currently comprises five research departments: the Department of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Department of the Principles of Marxism, the Department of the Sinicization of Marxism, the Department of the International Communist Movement, and the Department of Foreign Marxism. Under these departments are 18 research offices, covering Basic Theory, Basic Strategies, Party Building and Party History, Ideology and Social Trends, Marxist Philosophy, Marxist Political Economy, Scientific Socialism, the History of the Development of Marxism, Mao Zedong Thought, the Theoretical System of Socialism with Chinese Characteristics, Ideological and Political Education, Marxist Atheism, the History of the International Communist Movement, Contemporary World Capitalism, Contemporary World Socialism, Foreign Left-wing Thought, Theories of Foreign Communist Parties, and Western Marxism.
II. Basic Requirements for Recruitment (1) Possess the nationality of the People's Republic of China (PRC) and abide by the Constitution and laws of the PRC. (2) Support the leadership of the Communist Party of China; adhere to the correct political direction, academic orientation, and value orientation; possess a good style of study [1], moral character, and professional ethics; and practice integrity and self-discipline. (3) Possess good professional ethics, a love for the post, a spirit of unity and cooperation, and upright character; have no record of violating laws, regulations, or discipline. (4) Possess a doctoral degree; have proficiency in one foreign language (English requires CET-6 or above), reaching a level suitable for academic exchange. (5) Possess the physical and mental health necessary to perform duties normally, adapt to the requirements of the post, and guarantee full-time work at the Institute during the term of employment. (6) Generally not exceeding 35 years of age (born after January 1, 1987); for exceptionally outstanding candidates, the age limit may be relaxed to 40 (born after January 1, 1982). (7) Other conditions as stipulated by the State and the Academy.
III. Scope of Recruitment Post-doctoral fellows who have completed their assignments (out-of-station) and social personnel with Beijing household registration (hukou).
IV. Recruitment Posts, Quantity, and Professional Categories There are 4 research positions. Applicants must have academic backgrounds in the categories of Marxist Theory (0305), Political Science (0302), Foreign Languages and Literature (0502), or Marxist Philosophy (010101). Professional codes are determined with reference to the "Directory of Disciplines and Specialties for the Conferment of Doctoral and Master’s Degrees and the Training of Graduate Students (2008 Updated Version)." For those whose specialized field is similar but not listed in the aforementioned directory, applicants may contact the recruitment unit to confirm eligibility.
V. Post Responsibilities (1) Dedicate oneself to Marxist academic research. (2) Undertake various research tasks assigned by CASS and the IMS. (3) Publish at least one academic paper in a core journal annually and undergo term-of-employment evaluations according to the contract. (4) Actively participate in professional study and training, and "go deep into the grassroots" [2] to understand practical conditions, etc.
VI. Recruitment Procedures (1) Online Registration: The registration period is from the date of the announcement until September 30, 2022. (2) Qualification Review: Qualification reviews will be conducted according to the requirements of the announcement. Candidates selected for examination will be notified; those who do not pass will not receive separate notification. In principle, the ratio of those passing the review to the number of posts must reach 3:1 to open the examination. If this ratio is not met, the number of recruits will be reduced or the recruitment cancelled based on the situation. (3) Written Examination: Total score of 100 points; the passing grade is 60 points. Those who pass will participate in the professional assessment. (4) Professional Assessment: Conducted jointly by the Academic Committee and the Appointment Committee of the IMS. This includes a personal statement, Q&A defense, expert evaluation, and voting. In principle, applicants must obtain more than two-thirds of the affirmative votes from the experts present. Candidates will be ranked from high to low based on the number of votes, and those entering the next stage will be determined at a 1:1 ratio to the number of posts. If vote counts are tied, ranking will be based on written examination scores. (5) Internship: An internship of no less than two weeks will be arranged to confirm whether the applicant can adapt to the requirements of the post. (6) Medical Examination: For those who pass the internship, a medical examination will be arranged at a designated hospital. The standards refer to the general standards for civil servant recruitment. A psychological test will also be conducted. (7) Political Investigation: For those who pass the medical examination, a review of recruitment qualifications and a political investigation [3] will be conducted. Should a vacancy arise due to a candidate withdrawing or failing the internship, medical examination, or political investigation, a replacement may be selected in order of vote ranking from those who received more than two-thirds of affirmative votes, or the vacancy may remain unfilled and the recruitment quota reduced accordingly. Due to the impact of the pandemic, the sequence of the internship, medical exam, and political investigation may be adjusted according to actual conditions. (8) Determination of Candidates: Based on the comprehensive examination, professional assessment, medical exam, internship, and political investigation, the IMS Party Committee will collectively deliberate to determine the final candidates. (9) Publicity: Information regarding the proposed candidates will be publicized for no less than seven working days through the channels where the announcement was released. (10) Filing and Entry: The results will be submitted to the CASS Bureau of Personnel and Education for filing, where the candidates’ qualifications and recruitment procedures will be reviewed. After filing, the IMS Personnel Department will sign employment contracts with the recruits, clarifying the targets and tasks of the term, and handle the formal entry procedures.
VII. Benefits and Treatment In accordance with the relevant regulations of the State and the Academy, recruits will enjoy the salary and welfare benefits of personnel within the State-affiliated institution staffing (bianzhi) [4].
VIII. Required Materials (1) Photocopies of both sides of the ID card and the front page and personal page of the household registration booklet (hukou); (2) Photocopies of the highest degree certificates and academic degree authentication; (3) Two papers published independently or as the first author; (4) Doctoral dissertation (out-of-station post-doctors must also submit their post-doctoral report); (5) Photocopies of award certificates.
