The 9th Scientific Socialism Forum of the Chinese Academy of Social Sciences Held Successfully

On November 19, 2022, the Ninth Scientific Socialism Forum of the Chinese Academy of Social Sciences (CASS) was successfully held. The 20th National Congress of the Communist Party of China (CPC) was a significantly important convention held at a critical moment as the nation enters a new journey to comprehensively build a modern socialist country; it possesses landmark significance in the history of the Party, the People's Republic of China, reform and opening up, the development of socialism, and the development of the Chinese nation. To deeply study and implement the spirit of the 20th National Congress, systematically research and interpret Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and enhance academic exchange among scientific socialism researchers nationwide, the Ninth Scientific Socialism Forum of CASS was successfully held in Beijing and Nanjing. The forum was jointly hosted by the CASS Institute of Marxism Studies and Nanjing Normal University, and jointly organized by the Department of Research on the Sinicization of Marxism of the CASS Institute of Marxism Studies, the School of Marxism at Nanjing Normal University, and the School of Marxism at the University of the Chinese Academy of Social Sciences. It was co-sponsored by the editorial departments of Marxism Studies (Makesizhuyi yanjiu) and World Socialism Studies (Shijie shehuizhuyi yanjiu). With the theme of "Studying and Implementing the Spirit of the 20th National Congress of the CPC," the forum was conducted through a combination of online and offline sessions.

At the opening ceremony, Researcher Xin Xiangyang, Secretary of the Party Committee and Vice President of the CASS Institute of Marxism Studies, and Researcher Song Zhe, Member of the Standing Committee of the Party Committee and Director of the Publicity Department of Nanjing Normal University, delivered speeches on behalf of the host institutions. Secretary Xin Xiangyang noted that the report to the 20th National Congress put forward a series of new concepts, ideas, and strategies, providing us with important research topics. For example, it proposed the "Three Imperatives" [1]; it emphasized that the reason the CPC is capable and why socialism with Chinese characteristics is good is, in the final analysis, because Marxism works, and specifically, because Marxism that has been Sinicized and adapted to the times works. It emphasized that the "Ten Clarifications," "Fourteen Perseverances," and "Achievements in Thirteen Areas" summarize the main content of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It also emphasized the "Six Musts" [2] regarding the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as the Chinese features and essential requirements of Chinese-path modernization. Standing at the intersection of history, the broad ranks of researchers in the field of scientific socialism should strengthen their historical confidence, grasp historical initiative, enhance their sense of responsibility, and improve their capacity for innovation. Starting from new problems, new topics, and new practices, they should highlight integrity, systematicity, and academic rigor to produce profound research and interpretations, continuously driving innovation in the disciplinary, academic, and discourse systems of scientific socialism. Additionally, Secretary Xin Xiangyang delivered a brilliant keynote report. Professor Wang Gang, Dean of the School of Marxism at Nanjing Normal University, presided over the opening ceremony.

In the first segment of thematic reports, Professor Chen Shuguang, Vice Dean of the School of Marxism at the Central Party School (National Academy of Governance); Researcher Wang Chengzhe, President of the Henan Academy of Social Sciences; Professor Wang Chuanli of the School of Marxism at Tsinghua University; Professor Yue Kui, Dean of the School of Marxism at Huazhong University of Science and Technology; and Researcher Liu Zhiming, Deputy Secretary of the CASS Directly Affiliated Institutions Party Committee and Director of the Department of Research on the Sinicization of Marxism at the CASS Institute of Marxism Studies, delivered thematic reports. Their titles were, respectively: "The Major Significance of the 'Second Integration,'" "The Report to the 20th National Congress and the Philosophical Themes of the New Era," "The Shift in the Gravity of the World Socialist Movement and the World-Historical Significance of the CPC’s Century of Struggle," "The CPC and Chinese-path Modernization," and "Persisting in the Path of Socialism with Chinese Characteristics." Associate Professor Jiang Qiqin, Secretary of the Party Committee of the School of Marxism at Nanjing Normal University, presided over the first segment.

Chen Shuguang elucidated the major significance of the "Second Integration" [3] from three perspectives: historical foundation, mass foundation, and the foundation of public opinion. He argued that the integration of Marxism with China’s fine traditional culture has laid the historical and mass foundations for advancing the Sinicization of Marxism and its adaptation to the times; this constitutes the significance of the Second Integration. Since Marxism was introduced to China, Marxism and Chinese culture have formed a community with a shared future, constituting a relationship of mutual fulfillment. Without the activation provided by Marxism, there would be no "today" for China's fine traditional culture; without the soil nourished by China’s fine traditional culture, Marxism would not have flourished in China. Marxism attained a high quality of life in China and grew into a towering tree precisely because "the seeds of Marxism had long existed within China’s historical traditions." Chinese civilization provided the mass, historical, public opinion, psychological, and cultural foundations for the spread and development of Marxism in China. Without this cultural soil, it would have been impossible for Marxism to exhibit the vitality it does today. This is the profound significance of the Second Integration.

Wang Chengzhe pointed out that the theme determined by the 20th National Congress is a concentrated manifestation of the spirit and character of the times, moving from socialism with Chinese characteristics to the Party's innovative theories, and from the Great Founding Spirit of the Party [4] to the mental state of unity and struggle, toward the strategic goals of comprehensively building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation. This theme is the theme of the era for Marxist philosophy; it fully embodies the essential viewpoints of dialectical materialism and historical materialism and the essence of Marxist philosophy. It constitutes the mission and task for deep research in the philosophy and social sciences for the current and future period.

Wang Chuanli noted that the center of gravity of the world socialist movement shifted first from Britain to France, then to Germany and Russia. After the dissolution of the Soviet Union and the drastic changes in Eastern Europe [5], China persisted in and developed Marxism, achieving great success in the cause of socialism with Chinese characteristics. This fully demonstrated the superiority of the socialist system, and China has increasingly become the mainstay of world socialism. The Paris Commune and the October Revolution hold landmark significance in the history of the world socialist movement. The CPC’s century-long journey of struggle and its major achievements—especially the immense achievements of socialism with Chinese characteristics in the New Era—have to a large extent reversed the passive situation the world socialist movement faced after the Cold War. It will become the third landmark event in the history of the world socialist movement, driving world history from the "Atlantic Era" into the "Pacific Era." This possesses great significance in the history of the development of the Chinese nation, the history of the world socialist movement, and the history of the development of human society.

Yue Kui pointed out that the path of Chinese-path modernization is the correct path explored and formed by the CPC based on China’s national conditions and practical realities. The CPC is the leading force in the exploration of the path of Chinese-path modernization, which determines the intrinsic essential components and key content of this path. Any understanding of Chinese-path modernization that is divorced from the leadership of the CPC will find it difficult to reach a thorough and sufficient level. Elucidating the relationship between the CPC and Chinese-path modernization is conducive to better understanding the essential characteristics of the path of Chinese-path modernization.

Liu Zhiming noted that the question of the "path" is directly related to the rise or fall of the cause of the Party and the people. Unique cultural traditions, a unique historical destiny, and unique national conditions have destined China to follow a developmental path suited to its own characteristics. For a century, persisting in starting from our country's national conditions, daring to break through rigid frameworks and existing models, independently exploring a path consistent with China's reality, and persisting in "following one's own path" [6] have been the starting points for all our Party's theory and practice. These are also the fundamental guarantees for the cause of the Party and the people to move from victory to victory. The profound connotation of the path of socialism with Chinese characteristics dictates that to persist in this path on the new journey of the New Era, we must persist in taking economic construction as the center, persist in the Four Cardinal Principles [7], and always persist in independence and self-reliance, ensuring that China's affairs are handled according to China's characteristics and China's reality.

In the second segment of thematic reports, Professor Chen Jinlong, Dean of the School of Marxism at South China Normal University; Professor Li Youxin of the School of Marxism at Xiangtan University; Researcher Gong Jianfei, Deputy Secretary of the Party Committee of Jiangxi University of Finance and Economics; Professor Cai Wencheng, Dean of the School of Marxism at Lanzhou University; Professor Liu Huanming, Dean of the School of Marxism at Jiangnan University; Researcher He Xinyuan, Deputy Director of the Department of Research on the Sinicization of Marxism at the CASS Institute of Marxism Studies; and Professor Duan Yan, Vice Dean of the Faculty of Marxism at Northeast Normal University, delivered thematic speeches. Their titles were, respectively: "The Relationship between Chinese-path Modernization and the Great Rejuvenation of the Chinese Nation," "Xi Jinping’s Major Contributions to the Inheritance and Development of China's Fine Traditional Culture," "A New Leap in the Sinicization and Adaptation of Marxism to the Times: Generative Logic, Rich Connotations, and Major Significance," "Deeply Grasping Whole-Process People's Democracy as the Essential Attribute of Socialist Democratic Politics," "The Comprehensive Advancement of Whole-Process People's Democracy," "What Kind of Marxism Does the 21st Century Need?" and "The Practical Path of the CPC’s Self-Revolution in the New Era." Li Nan, Executive Dean of the School of Marxism at the University of the Chinese Academy of Social Sciences, presided over the second segment.

Chen Jinlong interpreted the relationship between Chinese-path modernization and the great rejuvenation of the Chinese nation from three aspects: first, modernization and rejuvenation accompany each other; second, the creation of Chinese-path modernization advances national rejuvenation; and third, the worldview and methodology inherent in Chinese-path modernization propel the great rejuvenation of the Chinese nation.

Li Youxin elucidated General Secretary Xi Jinping’s major contributions to the inheritance and development of China's fine traditional culture, arguing that these contributions are concentrated in five areas: first, General Secretary Xi Jinping has, by advancing with the times, clarified the attitudes and principles for treating traditional Chinese culture; second, he has highly appraised China's fine traditional culture and proposed and elaborated on the issue of cultural confidence; third, he has synthesized and revealed the important ideological content within traditional Chinese culture that possesses modern significance and value; fourth, he clearly proposed and discussed the major issue of the "Second Integration" in the Sinicization of Marxism; and fifth, he proposed the major task of the creative transformation and innovative development of traditional Chinese culture, achieving this transformation and development across multiple dimensions.

Gong Jianfei focused on the theme of "the new leap in the Sinicization and adaptation of Marxism to the times," clarifying its generative logic, rich connotations, and major significance. From the perspective of generative logic, the new leap is the dialectical unity of historical, theoretical, and practical logic. From the perspective of rich connotations, the new leap not only constructed a new form at the theoretical level of Sinicized Marxism but also opened a new pattern at the practical level of socialism with Chinese characteristics in the New Era. Simultaneously, it displayed a new outlook at the spiritual level of the Chinese people and the Chinese nation, radiating the powerful light of truth. This new leap has made epoch-making contributions, requiring the entire Party to strengthen theoretical consciousness, firm up theoretical confidence, and achieve theoretical self-reliance. On the new journey of upholding the guiding position of Marxism and advancing the Sinicization and adaptation of Marxism to the times, we must push Sinicized Marxism toward the world and influence the world.

Cai Wencheng elucidated the major significance of the theory of whole-process people's democracy, pointing out its values, principles, institutions, practices, and efficacy. He noted that since the 18th National Congress, the Party Central Committee with Comrade Xi Jinping at its core, based on a deepened understanding of the laws governing the development of socialist democratic politics with Chinese characteristics, creatively proposed the major concept of whole-process people's democracy and has vigorously promoted and fully practiced it. He elaborated on "whole-process people's democracy" from three aspects: first, fully recognizing its major significance; second, General Secretary Xi Jinping’s important expositions on the topic; and third, why it is the essential attribute of socialist democratic politics.

Liu Huanming addressed the comprehensive advancement of whole-process people's democracy, noting that since the 18th National Congress, the Party Central Committee with Comrade Xi Jinping at its core proposed and vigorously promoted the concept, ensuring that advanced democratic values and concepts are continuously transformed into scientifically effective institutional arrangements and concrete, realistic democratic practices, creating a new form of human democratic political civilization. The ten years since the 18th National Congress have been a decade of the comprehensive advancement of whole-process people's democracy, manifested specifically in the continuous strengthening of its political guarantees, the increasing perfection of its institutional system, and the sustained reinforcement of its technical support.

He Xinyuan argued that every century has its own problems and requires corresponding theories capable of solving them. "What is happening to the world? Where is humanity going?" and "What kind of world should be built, and how should it be built?" are the questions of our time.

The "Question of the World" that 21st-century Marxism must answer. "Where is world socialism heading?" and how should Chinese-path socialism, as a "world-historical existence," lead the world socialist movement? These are the "Questions of the Times" that 21st-century Marxism must answer. Scientific answers to the "Question of the World" and the "Question of the Times" constitute the core content of the Marxism required by the 21st century and are a concentrated expression of the global and epochal dimensions of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Duan Yan noted that General Secretary Xi Jinping mentioned the Party has found self-revolution as the "second answer" to escaping the historical cycle of rise and fall [8]. We can expand upon this by strengthening Marxist theoretical education, winning the tough and protracted battle against corruption, and improving the institutional system of self-revolution. Li Nan, Executive Dean of the School of Marxism at the University of the Chinese Academy of Social Sciences, presided over the second session of the keynote reports. The afternoon session for expert and scholar speeches was divided into two segments and conducted in the form of four parallel sub-forums. The first segment of expert speeches was presided over by: Zhu Jidong, Director of the Mao Zedong Thought Research Department of the Institute of Marxism Studies at CASS (Sub-forum I); Shen Yang, Director of the Research Department of the Theoretical System of Socialism with Chinese Characteristics at the Institute of Marxism Studies at CASS (Sub-forum II); Huang Yanhong, Director of the Marxist Atheism Research Department of the Institute of Marxism Studies at CASS (Sub-forum III); and Liu Ailing, Director of the Ideological and Political Education Research Department of the Institute of Marxism Studies at CASS (Sub-forum IV).

The Resolution of the CPC Central Committee on the Major Achievements and Historical Experience of the Party’s Century-Long Struggle adheres to the people’s standpoint, the principle of seeking truth from facts, a "big picture" view of history [10], and dialectical materialistic methods to clarify the magnificent journey of the Party's century of struggle. It is a programmatic document for grasping the Party’s history through historical materialism and a correct view of Party history. Professor Xie Dibin, Dean of the School of Marxism at Guangdong University of Foreign Studies, titled "The 'Three Musts' as Practical Observances for Advancing the New Journey of Building a Socialist Modernized Country," noted that the "Three Musts" [11] were emphasized in the report to the 20th CPC National Congress. Li Nan, Executive Dean of the School of Marxism at the University of the Chinese Academy of Social Sciences, titled "Theory, Logic, and Practice of the Party's Self-Revolution," pointed out that the great practice of daring to pursue self-revolution is the Party's conscious practice and confident answer to escaping the "historical cycle of rise and fall" and achieving long-term governance. Professor Wang Hongshu, Executive Vice Dean of the School of Marxism at Sichuan University, titled "Whole-Process People’s Democracy is the Essential Attribute of Socialist Democratic Politics," noted that whole-process people’s democracy demonstrates the advanced nature of socialist democratic politics as the most advanced political form in the history of human political civilization. On one hand, it profoundly critiques the paradoxical roots of capital accumulation and poverty accumulation under capitalism, arguing the impossibility of common prosperity under capitalist conditions; on the other hand, it adheres to historical materialist views—such as production determining distribution and the form and structure of ownership of means of production determining the mode of distribution—thereby "addressing distribution in terms of production." (Expert Speeches at Sub-forum II) Chi Buyun, a lecturer at the School of Marxism, Zhejiang University, titled "Overseas Communication of Xi Jinping’s Works from the Perspective of Empathic Communication: Status, Problems, and Optimization Paths"; Yang Ronggang, a lecturer at the School of Marxism, Nanjing University of Finance and Economics, titled "The Dialectical Logic and Practical Requirements Contained in the Road of Chinese-path Modernization"; Xu Xiaobin, an associate researcher at the Shandong Provincial Health Communication and Education Center, titled "The CPC Always Places Safeguarding People’s Health in a Priority Strategic Position for Development"; Wang Enming, a doctoral student at the School of Marxism, Yunnan University, titled "The Theoretical Map and Logic of Appearance Related to the 20th National Congress in the Vision of the International Community"; Zhang Tingguang, a lecturer at the School of Marxism, Beijing Institute of Technology, titled "Xi Jinping’s Original Contributions to Building a Marxist Ruling Party Characterized by Long-term Governance"; Zou Yu, a doctoral student at the School of Marxism, Central University of Finance and Economics, titled "Ownership, Class, and State: An Analysis of the Theoretical Transcendence of Chinese Communists' Patriotism"; and Gao Jindong, a master’s student at the School of Marxism, Nanjing University, titled "A Three-Dimensional Examination of the Road to Chinese-path Modernization," all delivered excellent speeches. Professor Chai Yanping, Dean of the School of Marxism at Hebei University of Economics and Business, titled "How to Understand that Chinese-path Modernization is the Modernization of Harmony Between Humanity and Nature," focused on seven major propositions: "Why is Chinese-path modernization the modernization of harmony between humanity and nature? What kind of modernization is Western modernization? Why is Western modernization not a modernization of harmony between humanity and nature? Why can Western modernization not achieve harmony between humanity and nature? Why can Chinese-path modernization achieve it? How to achieve it? What does it mean?" These propositions explained the modernization of harmony between humanity and nature and the new form of human civilization. Professor Liu Xiaolong, Dean of the School of Marxism at Guangdong Pharmaceutical University, titled "Profoundly Understanding that Chinese-path Modernization is a Great and Arduous Undertaking," noted that leading more than 1.4 billion people into modernization is undoubtedly a great and arduous task. Qiu Xiaomin of the School of Marxism, Guangdong University of Finance and Economics; the Rural Revitalization Research Institute of Guangdong University of Finance and Economics; and the Guangdong Rural Construction Research Center...

Under the title "Aspiring to be Good Youth of the New Era," [the speaker] pointed out that on the new journey of comprehensively building a modern socialist country, the broad masses of youth must ride the powerful "east wind" [14] of the new central Party leadership and seize the great opportunities bestowed by the times.
