On November 6, leaders of the Academy of Marxism held a symposium with a delegation from the Theoretical Council of the Central Committee of the Communist Party of Vietnam.

On the morning of November 6, 2023, Xin Xiangyang, Secretary of the Party Committee and Director of the Institute of Marxism Studies (IMS), met with a delegation led by Tạ Ngọc Tấn, Head of the Central Theory Council of the Communist Party of Vietnam (CPV). Director Xin organized an academic symposium at the IMS, which was presided over by Lin Jianhua, Deputy Director of the IMS. Lin Jianhua expressed his welcome to Head of Delegation Tạ Ngọc Tấn and his party, providing a detailed introduction to the functional positioning of the Chinese Academy of Social Sciences (CASS), as well as the founding history, organizational structure, platform development, and cultivation of human resources at the IMS. He further explained the integrated development of research and education between the IMS and the School of Marxism at the University of the Chinese Academy of Social Sciences (UCASS) [1], covering discipline building and talent cultivation.

Head of Delegation Tạ Ngọc Tấn expressed his honor at visiting the Institute of Marxism Studies of the Chinese Academy of Social Sciences. Tạ Ngọc Tấn introduced the functional positioning of the CPV Central Theory Council [2], as well as the primary objectives and tasks of this visit to China and the IMS. Tạ Ngọc Tấn pointed out that the Communist Parties of Vietnam and China share a deep revolutionary friendship; the CPV attaches great importance to absorbing the valuable experience of the CPC in leading China’s socialist development, and this valuable experience has also strengthened Vietnam’s confidence in pursuing socialism.

Xin Xiangyang welcomed Head of Delegation Tạ Ngọc Tấn and his party to the IMS. Xin Xiangyang delivered a keynote report titled "Main Achievements and Basic Experiences of the Reform of China’s State-Owned Enterprises." Xin pointed out that state-owned enterprises (SOEs) constitute an important material and political foundation for socialism with Chinese characteristics, as well as a key pillar and supporting force for the Party’s governance and national rejuvenation; they play an irreplaceable and vital role in the process of comprehensively advancing Chinese-path modernization. Since the second half of 2020, through the implementation of the Three-Year Action Plan for the Reform of State-Owned Enterprises (2020–2022), the reform of market-based operating mechanisms in SOEs has been deeply advanced. Corporate vitality has been continuously enhanced, efficiency has steadily improved, the layout and structure of the state-owned economy have been optimized and adjusted, the overall function and allocation efficiency of state capital have significantly increased, and the regulatory system for state-owned assets has become more mature and finalized, with institutional building effectively strengthened.

Xin Xiangyang emphasized that in the practice of SOE reform in the New Era, we have accumulated valuable experience that must be adhered to over the long term and continuously refined: first, SOE reform must always adhere to the leadership of the Party; second, SOE reform must always adhere to serving the overall interests of the Party and the state's undertakings; third, SOE reform must always adhere to the direction of socialist market economy reform; and fourth, SOE reform must always adhere to a scientific methodology for reform. Xin pointed out that China’s state-owned assets and SOEs will fully implement the spirit of the 20th CPC National Congress and the deployments of the Central Economic Work Conference [3]. Focusing on enhancing the core competitiveness and strengthening the core functions of enterprises, they will deeply implement a new round of actions to deepen and upgrade SOE reform. They will unswervingly promote the strengthening, optimization, and expansion of state capital and SOEs, playing a greater role in building a modernized industrial system and constructing a new development pattern [4]. Specifically: first, deepen reform around enhancing industrial leadership to better promote the construction of a modernized industrial system; second, deepen reform around improving scientific and technological innovation capabilities to effectively play an important role in the whole-of-nation system [5]; third, deepen reform around increasing security support capabilities to focus on improving the capacity for secure development; fourth, deepen reform around creating modern new SOEs to accelerate the improvement of modern corporate governance with Chinese characteristics; and fifth, deepen reform around fostering a market environment of fair competition to better exert the leading and strategic supporting role of the state-owned economy.

He Xinyuan, a research fellow and Deputy Director of the Department of Sinicization Studies at the IMS, delivered a keynote report titled "The Development of Socialism with Chinese Characteristics in the New Era and Its Empirical Enlightenment." He provided an exposition focused on the enrichment and development of socialism with Chinese characteristics in the New Era, its inherent prescriptions, and specific insights from its development. Participants also engaged in exchange and discussion regarding the themes of the meeting.

The symposium was attended by relevant comrades from the International Department of the CPC Central Committee (IDCPC), as well as IMS researchers including Deputy Director Chen Zhigang, Director of the Research Department Pan Jine, Deputy Director Dai Lixing, Deputy Director of the Editorial Department Zhang Jiangang, and Director of the Research Office Liu Xukuan.
