The Joint Party Branch of the Academy of Marxism's Journal & Web Center and the Chinese Society of Historical Materialism Held a Meeting on Party Discipline Education

On the afternoon of July 11, 2024, the joint Party branch of the Journal and Web Center of the Institute of Marxism Studies (IMS) of the Chinese Academy of Social Sciences (CASS) and the Chinese Society of Historical Materialism held a meeting for Party discipline study and education in Conference Room 1237. Both Party members and non-Party comrades of the Journal and Web Center attended the meeting. Comrade Luo Wendong, Secretary of the IMS Party Committee, attended the meeting and provided guidance on editorial work, the cultivation of Party spirit [1] among editorial staff, compliance with regulations and discipline, and the development of the talent pool.

In the first phase of the meeting, Branch Secretary Comrade Zhang Jiangang delivered a vivid Party lecture closely integrated with practical work titled "Forging an Iron Army [2] of Disciplined and Professionally Excellent Editors at the Institute of Marxism Studies." He emphasized that, first, as journal and web editors, one must love the editorial post and cultivate a noble editorial spirit. Specifically, this involves a scientific spirit of pursuing truth, a service spirit for readers, a spirit of dedication characterized by "making bridal gowns for others" [3], a professional spirit of striving for perfection, and an innovative spirit of advancing with the times. Second, it is necessary to build a solid academic foundation and cultivate excellent editorial capabilities. An outstanding editor should possess superior article appreciation skills, the insight to strike at the heart of problems, the guiding ability to propose revisions, the dialogic ability to engage in academic discussions with authors, the planning ability for major selected topics, and strong political judgment. Third, editors must expand their knowledge reserves and improve their level of Marxist theory. To become an excellent editor, one must systematically study professional knowledge, be familiar with the classic works of the discipline, firmly grasp its fundamental theories, and possess an in-depth understanding of the academic frontiers in the field. Fourth, it is essential to adhere to academic bottom lines [4] and resolutely eliminate "solicited manuscripts based on personal favors or connections" [5]. Achieving this truly depends on institutions, self-discipline, faith, and discipline. We must always put Party discipline at the forefront, firmly support the "Two Establishments," resolutely achieve the "Two Upholds," and implement our Academy’s "Three Consensus" and "Three Commitments." We must build the editorial team of the IMS into an "iron army" of editors who are strictly disciplined and professionally excellent.

Subsequently, Deputy Branch Secretary Comrade Li Jianguo, Discipline Inspection Member Comrade Wang Zhongbao, Organization Member Comrade Zhang Wei, and Publicity Member Comrade Wang Yi respectively led the collective study of the Ten Strict Prohibitions for Integrity in the Professional Conduct of Editorial Personnel of the Chinese Academy of Social Sciences, the Ten Strict Prohibitions for the Strict Observance of Discipline by Staff of the Chinese Academy of Social Sciences, the articles in the Regulations of the Communist Party of China on Disciplinary Action closely related to editorial work, and important concepts such as the "Three Commitments," "Three Consensus," "Three Actions," and "Three Measures." At the conclusion of the meeting, Party Committee Secretary Comrade Luo Wendong affirmed the pragmatic nature of the session and put forward five requirements for the journal and web editorial work and the construction of the editorial team at the IMS: First, all editorial personnel must enhance their sense of responsibility and mission, increase their self-awareness, and firmly establish "Party member consciousness," "State organ consciousness," and "Frontier consciousness" [7]. Editorial departments must formulate specific implementation methods centered on the "Ten Strict Prohibitions" to nip problems in the bud and take precautions before they occur. Second, Party-member editors must prioritize their identity as Party members, strengthen self-study, maintain a strict check on ideology, and resolutely defend important ideological and public opinion frontiers. Editorial departments should conduct effective manuscript dispatch and finalization meetings to standardize processes, pool collective wisdom, and prevent problems and risks. Third, IMS editorial personnel must persist in the integration of editing and research, comprehensively improving their academic vision, theoretical horizons, and knowledge accumulation. Each editorial department should make full use of "return-to-the-institute days" [8] for learning and exchange. Fourth, team building should be strengthened to cultivate and support a high-quality pool of editorial talent, including active participation in various training programs organized by the Central Propaganda Department and other units. Fifth, editorial departments should strengthen cultural construction, summarizing good concepts, experiences, and practices to form fine traditions.
