In the historical process of the Sinicization [1] of Marxism, our Party has always persisted in combining the basic principles of Marxism with China's concrete reality and the characteristics of the times. We must unswervingly uphold the guiding position of Marxism, while simultaneously promoting theoretical innovation based on practice. Since the 18th National Congress, the CPC Central Committee with Comrade Xi Jinping at its core has faced new changes in domestic and international situations, deepened its understanding of the laws of the Party’s governance, the laws of socialist construction, and the laws of the development of human society, thereby giving birth to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
To study the development of China’s socialist political economy, we must first start from the dialectical relationship between the productive forces and the relations of production. Historical materialism tells us that the productive forces are the most revolutionary and active factor, representing the ultimate deciding force of social development. However, the relations of production do not merely passively follow the productive forces; they possess a powerful counter-reaction. Only by continuously adjusting the relations of production through deepening reform can we further release and develop the productive forces, especially in the current stage where we are vigorously cultivating new quality productive forces to drive high-quality development.
In the process of promoting Chinese-path modernization, we must handle the relationship between "upholding the fundamentals" and "breaking new ground" (shǒuzhèng chuàngxīn) [2]. Upholding the fundamentals means we must never waver in the foundational principles of Marxism, the leadership of the Party, and the socialist path. Breaking new ground means we must seek truth from facts, advance with the times, and adopt new perspectives to respond to the major theoretical and practical questions posed by the New Era. This requires us to persist in the mass line, ensuring that the fruits of development benefit all people more fairly, and moving steadily toward the goal of common prosperity.
At the same time, we must maintain a clear-minded understanding of the "Four Winds" and other deviations within the Party. Comprehensively and strictly governing the Party is not a temporary measure but a requirement for the Party’s self-revolution. Through the Two Establishments [3] and the Two Upholds [4], we ensure the Party’s unity and centralized leadership, creating a clean and upright political ecosystem. This institutional Party governance, combined with ideological Party building, ensures that our Party remains the strong leadership core for the cause of socialism with Chinese characteristics. We must persist over the long term, acting with the spirit of "nails being driven into wood," to ensure that our original aspiration and founding mission are never forgotten.
