Comprehensive Review of 30 Years of Reform and Opening-up
The practice of the reform and opening up period [1] has profoundly demonstrated that only by adhering to the guidance of Marxism can we ensure the correct direction of reform and opening up; simultaneously, only by continuously enriching and developing Marxism through the practice of reform and opening up can we maintain its vigorous vitality. In the historical process of reform and opening up, our Party has consistently prioritized the Sinicization of Marxism as its fundamental task, unswervingly pushing forward the adaptation of Marxism to the Chinese context, the demands of the times, and the popular consciousness.
Since the Third Plenary Session of its 11th Central Committee [2], our Party has proceeded from the new reality of the primary stage of socialism, persisted in its "original aspiration and founding mission," and applied the stance, viewpoints, and methods of dialectical materialism and historical materialism to scientifically answer the major questions of what socialism is and how to build it. This led to the formation of Deng Xiaoping Theory. On this basis, the Party further responded to the questions of what kind of party to build and how to build it, forming the Theory of Three Represents. Entering the new century, in response to the questions of what kind of development to achieve and how to achieve it under new circumstances, the Party proposed the Scientific Outlook on Development. These theoretical achievements collectively constitute the system of theories of socialism with Chinese characteristics, representing the latest developments in the Sinicization of Marxism.
In the dialectical relationship between the productive forces and the relations of production, reform serves as the fundamental driving force for the development of socialist society. Reform and opening up is a great revolution aimed at liberating and developing the productive forces. By reforming those aspects and links of the relations of production that do not conform to the development of the productive forces, and those aspects and links of the superstructure that do not conform to the economic base, we have successfully realized the historic transition from a highly centralized planned economy to a vibrant socialist market economy. This process has not only greatly enhanced the comprehensive national strength of our country but has also fundamentally improved the living standards of the people, demonstrating the institutional superiority of socialism with Chinese characteristics.
Furthermore, reform and opening up is a process of "seeking truth from facts" and "advancing with the times." We must always adhere to the mass line, respecting the pioneering spirit of the people and drawing wisdom and strength from their practice. Practice has proven that we must "uphold the fundamentals and break new ground," persisting in the Four Cardinal Principles [3] as the foundation of our nation while taking reform and opening up as the path to a strong nation. Only by coordinating the "Five-Sphere Integrated Plan" and the "Four Comprehensives" can we ensure that reform and opening up proceeds with stability and longevity, persisting over the long term to achieve lasting results.
