Intense Debate on New Strategies for Opening Up

The entry into the 21st century has seen the international situation undergo profound and complex changes. Against the backdrop of the deepening development of economic globalization and the aftermath of the international financial crisis, the inherent contradictions of the global capitalist system have become increasingly prominent. In this historical context, discussing how to persist in and perfect the opening-up policy is not merely a practical requirement for our country’s economic development, but also an important theoretical proposition for the innovative development of Marxist political economy in contemporary China. We must analyze the objective trends of the world economy and the internal logic of the relations of production [1] from the perspective of historical materialism to provide a scientific theoretical basis for formulating a new strategy of opening up.

Opening up to the outside world is a fundamental national policy of our country, and its core lies in effectively utilizing both international and domestic markets and resources to promote the rapid development of productive forces. However, we must soberly recognize that opening up is not a simple process of "integration," but rather a complex process involving the game of international class interests and the competition between domestic and foreign institutional systems. Since the reform and opening up began, our country has successfully achieved a leap from a closed or semi-closed state to full-scale opening. Yet, as the economy enters a stage of deep structural adjustment, the traditional model of participation in the international division of labor—characterized by "low-end embedding" and "processing trade"—is facing severe challenges. To achieve high-quality development, we must accelerate the transformation of the mode of foreign economic development and promote a shift from a scale-and-speed orientation to a quality-and-efficiency orientation.

In the process of promoting a new level of opening up, we must correctly handle the relationship between "bringing in" [2] and "going out" [3]. For a long time, our focus was primarily on attracting foreign investment and technology to compensate for our domestic shortage of capital and management experience. In the new stage of development, while continuing to attract high-quality foreign investment, we must place greater emphasis on the strategy of "going out," encouraging competitive domestic enterprises to participate in global resource allocation and the formulation of international standards. This is an inevitable requirement for enhancing the international competitiveness of our national economy and is also a necessary path for expanding the space for the development of our productive forces. At the same time, we must maintain a high degree of vigilance regarding the potential risks brought by the international capital flows, particularly the impact of external shocks on our country’s economic security. We must seek truth from facts and balance the degree of openness with our capacity for macro-control and institutional supervision.

Furthermore, the new strategy of opening up must be integrated with the construction of a socialist harmonious society [4]. Opening up should not only serve economic growth but should also promote social equity, justice, and the improvement of people's livelihoods. We must prevent the "enclave economy" effect [5] and ensure that the dividends of opening up are shared by all the people, thereby realizing the goal of common prosperity. In the international arena, we should actively participate in the reform of the global economic governance system, promote the development of the international political and economic order in a more just and reasonable direction, and contribute Chinese wisdom to the building of a community with a shared future for humanity. In conclusion, persisting in opening up while maintaining independence and self-reliance is the dialectical unity we must uphold in the process of Chinese-path modernization. Only by advancing with the times and continuously promoting theoretical and practical innovation can we remain invincible amidst the turbulent waves of the global economy.
