A Heated Debate over the New Pension Strategy theories
Debating New Old-Age Divinity: Strategies and Theories
Abstract This book is the second volume in the China Economic and Social Development Think Tank Series. It is a collection of articles compiled from papers presented at the "Old-Age Security Theory and Policy: The 2nd High-Level Forum of the China Economic and Social Development Think Tank," featuring expert scholars representing diverse policy perspectives on old-age security [1]. Based on their distinct policy advocacies, the articles are categorized into three groups: Party A, Party B, and Party C. Party A primarily favors a policy of "triple linkage" [2] between government organs, public institutions [3], and enterprises regarding old-age insurance. Party B focuses on categorized reforms for government organs, public institutions, and enterprises; within this group, some advocate for simultaneous reform of public institutions and enterprises, others for simultaneous reform of government organs and public institutions, and still others for simultaneous reform of government organs and enterprises. Party C primarily advocates for old-age insurance policies that integrate urban and rural areas [4]. This debate among three perspectives is presented here for the benefit of the reader.
