Thirty Years of Theoretical Innovation in the Adaptation of Marxism to the Chinese Context
Entering the new stage of the 21st century, the CPC Central Committee, with Comrade Hu Jintao as General Secretary, has followed the guidance of Deng Xiaoping Theory and the Theory of Three Represents [1] to adapt to the new requirements of development and changes in the domestic and international situations. By persisting in the principle of seeking truth from facts, adhering to the mass line, and accurately grasping the characteristics of the current era, they have proposed the Scientific Outlook on Development [2] and a series of major strategic thoughts—such as the construction of a socialist harmonious society [3] and the building of a socialist core value system. These theories have further answered the fundamental questions of what kind of development to achieve and how to develop under new historical conditions, thereby advancing the Sinicization of Marxism to a new level.
The theoretical innovation of the Sinicization of Marxism over the past 30 years has always centered on the primary theoretical question of "what is socialism and how to build it." Since the Third Plenary Session of the 11th CPC Central Committee [4], our Party has broken through the shackles of long-term "Leftist" [5] errors and dogmatic interpretations of Marxism. By restoring the ideological line of seeking truth from facts, the Party transitioned the focus of the state to economic construction and initiated the great program of reform and opening up. This period saw the formation of the theory of the primary stage of socialism [6], which provided the fundamental realistic basis for the Sinicization of Marxism. On this basis, the CPC clarified that the essence of socialism is to liberate and develop the productive forces, eliminate exploitation, abolish polarization, and ultimately achieve common prosperity.
In the process of these 30 years of theoretical innovation, the relationship between the productive forces and the relations of production remains the core analytical framework. Unlike the traditional Soviet model of political economy, which overemphasized the transformation of the relations of production in isolation, the Sinicization of Marxism emphasizes that the development of the productive forces is the prerequisite for all social progress. By introducing the market mechanism into the socialist system and establishing the socialist market economy, China has achieved a highly effective coordination between the economic base and the superstructure. This is not a retreat toward capitalism, but rather a conscious optimization of the socialist relations of production to better suit the level of the productive forces in the primary stage.
Furthermore, the theoretical innovation of the Sinicization of Marxism demonstrates the distinctive feature of advancing with the times. From the "Three-Step" development strategy [7] to the "Five-Sphere Integrated Plan" proposed in the new century, the Party’s understanding of the laws governing the governance of a Communist Party, the laws of socialist construction, and the laws of the development of human society has continuously deepened. This process requires us to always uphold the fundamentals and break new ground, ensuring that Marxism remains a powerful ideological weapon to guide China's modernization drive rather than a rigid dogma.
