Research Report on China's Cultural Soft Power

The competition between comprehensive national strengths in today's world is becoming increasingly fierce. Every nation, particularly the major powers, utilizes various methods to demonstrate the might of its hard power and the charisma of its soft power. An increasing body of facts informs us that soft power is indispensable to the development of any country, and its status and role are becoming increasingly prominent. In international contests, if a country’s hard power is deficient, it may be defeated once struck; however, if a country’s soft power is deficient, it may suffer defeat even without a fight. The disintegration of the Soviet Union is a classic example of a "defeat without a fight" caused by the collapse of the soft power edifice. It is noteworthy that culture constitutes the warp and woof [1] running through soft power and is the soul that sustains it. Soft power lacking cultural height is short-sighted; soft power lacking cultural depth is superficial; soft power lacking cultural inclusiveness is narrow; and soft power lacking cultural innovation will inevitably become ossified and wither away. Fundamentally, the reason soft power concerns the rise and fall of a nation, the strength of a state, and the wealth of its people is primarily determined by the factor of cultural soft power within it. In the historical process of building socialism with Chinese characteristics and realizing the great rejuvenation of the Chinese nation, we must continuously strengthen China’s cultural soft power while vigorously enhancing China’s hard power. To this end, we must unswervingly deepen and expand the research on Chinese cultural soft power to serve the expansion and empowerment of China’s cultural soft power, serve the decision-making of the Party and the government, and serve the further enhancement of China’s comprehensive national strength.
