In a historical context, it refers to the traditional Chinese state and medical apparatus's response to plagues and infectious diseases.

↩ [2] 安不忘危 (ān bù wàng wēi): Derived from the Book of Changes (Yi Jing), this idiom literally means "in peace, do not forget danger." In CPC discourse, it reflects the concept of "worst-case scenario thinking" (底线思维) and the necessity of maintaining vigilance against systemic risks to the socialist project.
