On November 6, Leaders of the Academy of Marxism Held a Symposium with the Delegation of the Central Theory Council of the Communist Party of Vietnam
On the morning of November 6, 2023, Xin Xiangyang, Secretary of the Party Committee and Director of the Institute of Marxism Studies (IMS), met with a delegation led by Tạ Ngọc Tấn, head of the Theoretical Council of the Central Committee of the Communist Party of Vietnam (CPV). He arranged an academic symposium at the IMS, which was presided over by Lin Jianhua, Vice Director of the IMS. Lin Jianhua welcomed Tạ Ngọc Tấn and his delegation, providing a detailed introduction to the functional positioning of the Chinese Academy of Social Sciences (CASS), the history of the founding of the IMS, its institutional structure, platform construction, and the development of its talent pool. He also outlined the integrated development of research and education between the IMS and the School of Marxism at the University of the Chinese Academy of Social Sciences (UCASS), as well as matters regarding disciplinary construction and personnel training.

Tạ Ngọc Tấn expressed his honor at visiting the Institute of Marxism Studies at the Chinese Academy of Social Sciences. He introduced the functional positioning of the CPV Central Committee Theoretical Council and outlined the primary objectives and tasks of this visit to China and the IMS. Tấn pointed out that the Communist Parties of Vietnam and China share a profound revolutionary friendship; the CPV attaches great importance to absorbing the precious experience of the CPC in leading China’s socialist development, which has strengthened Vietnam’s confidence in pursuing its own socialist path.

Xin Xiangyang welcomed Tạ Ngọc Tấn and the delegation to the IMS. He delivered a keynote report titled "Main Achievements and Basic Experiences of the Reform of China’s State-Owned Enterprises." Xin pointed out that state-owned enterprises (SOEs) constitute an important material and political foundation for socialism with Chinese characteristics, serving as a vital pillar and supporting force for the Party in governing and rejuvenating the country; they play an irreplaceable and significant role in the process of comprehensively advancing Chinese-path modernization. Since the second half of 2020, through the implementation of the Three-Year Action Plan for the Reform of State-Owned Enterprises (2020–2022), the reform of market-oriented management mechanisms in SOEs has been deeply advanced. The vitality of these enterprises has been continuously strengthened, efficiency has steadily improved, the layout and structure of the state-owned economy have been optimized, the overall functions and allocation efficiency of state capital have risen significantly, and the regulatory system for state assets has become more mature and finalized, with institutional building effectively strengthened.
Xin Xiangyang emphasized that in the process of practicing SOE reform in the New Era, we have accumulated precious experiences that must be maintained and continuously improved over the long term: first, SOE reform must always uphold the leadership of the Party; second, SOE reform must always persist in serving the overall interests of the Party and the state; third, SOE reform must always persist in the direction of socialist market economy reform; and fourth, SOE reform must always persist in a scientific methodology of reform. Xin pointed out that China’s state assets and SOEs will fully implement the spirit of the 20th CPC National Congress and the arrangements of the Central Economic Work Conference [1]. Focusing on improving the core competitiveness and enhancing the core functions of enterprises, they will implement a new round of deepening and upgrading actions for SOE reform. They will unswervingly promote the state capital and SOEs to become stronger, better, and larger [2], playing a greater role in building a modern industrial system and constructing a new development pattern. Specifically: first, deepen reform around enhancing industrial leadership to better promote the construction of a modern industrial system; second, deepen reform around improving scientific and technological innovation capabilities to effectively play a significant role in the new-type whole-nation system [3]; third, deepen reform around increasing security support capabilities to focus on improving the capacity for secure development; fourth, deepen reform around creating modern new SOEs to accelerate the improvement of modern corporate governance with Chinese characteristics; and fifth, deepen reform around fostering a market environment of fair competition to better exert the leading and strategic supporting role of the state economy.

He Xinyuan, researcher and Deputy Director of the Department of Sinicization Studies at the IMS, delivered a keynote report titled "The Development and Experiential Enlightenment of Socialism with Chinese Characteristics in the New Era." He provided an explanation centered on the enrichment and development of socialism with Chinese characteristics in the New Era, its internal prescription, and specific insights from its development. Participants also engaged in exchange and discussion regarding the themes of the meeting.

Relevant comrades from the International Liaison Department of the CPC Central Committee (IDCPC), along with IMS Vice Director Chen Zhigang, Director of the Research Department Pan Jine, Deputy Director Dai Lixing, Deputy Director of the Editorial Department Zhang Jiangang, and Director of the Research Office Liu Xukuan, among other researchers, attended the symposium.
